Over time, baby Nguyen Bao Vy, born in 2022, Khanh Nhac commune (Yen Khanh district) gradually got used to her new life without her mother by her side. Baby Bao Vy's mother, Nguyen Thi Hue, born in 2002, is a single mother, living with her biological mother, Nguyen Thi Minh, in Khanh Nhac commune (Yen Khanh district).
Ms. Hue works as a factory worker. Although the life of mother and daughter, grandmother and grandchild is still difficult, it is quite peaceful because of love and care. But the peace does not last long. In early 2023, on the way to work, Ms. Hue unfortunately had a traffic accident and passed away, leaving behind irreparable pain for the mother and her little daughter who was nearly 3 years old. The pain was so great that it came suddenly, Mrs. Minh did not know how to overcome it and take care of her little orphaned granddaughter.
Mr. Do Quang An, Chairman of the Yen Khanh District Red Cross Society, said: Faced with such a tragic situation, the District Red Cross Society shared, connected, and called for the cooperation and support of benefactors to create a source of funding to help Vy's grandmother and granddaughter stabilize their lives soon. Thien Tam Yen Mo Club is one of the typical volunteer groups, taking the lead in supporting Vy's family. In a short time of calling, Thien Tam Yen Mo Club has mobilized more than 6 million VND, presented to Vy's grandmother and granddaughter. Not stopping there, the story of Vy's situation continued to spread, attracting the attention and sympathy of many benefactors inside and outside the province.
"More than 200 million VND is a huge amount of money that has been mobilized and contributed by volunteer groups and philanthropists to support my grandmother and me. I deposited that money in the bank and used the interest to cover the cost of taking care of and raising my grandchild. Losing my daughter at such a young age is a pain that is difficult to describe in words. The love, care and support of the community has given me more encouragement, strength and resources to take good care of my grandchild, so that she can go to school and be happy like any other child," Ms. Nguyen Thi Minh said emotionally.
In recent years, although the material and spiritual life of the people in our province has improved significantly. However, here and there, there are still people facing difficulties due to special circumstances, illness, disease or sudden risks... who are in great need of attention and support from the policies of the Party, the State and kind-hearted people.
Entering 2023, the whole province still has over 7,400 poor households, accounting for 2.36%; over 8,800 near-poor households, accounting for 2.81%. With the motto "leaving no one behind", all levels, sectors, localities and kind-hearted people in the province have had many practical activities to support and create momentum for the poor and near-poor to rise up.
On the occasion of the Lunar New Year 2023, the Department of Labor, War Invalids and Social Affairs advised and served the delegations of leaders of the Central and the province to visit and present nearly 74,000 gifts, worth over 37.9 billion VND to the elderly, poor households, near-poor households, households in difficult circumstances, children in difficult circumstances, social protection beneficiaries and other disadvantaged subjects. On the occasion of the International Day of Older Persons (October 1), dozens of outstanding elderly people over 100 years old were visited and presented gifts to 8 districts and cities; 3 social protection facilities and 196 elderly people being cared for and nurtured at social protection facilities, with a total cost of 92 million VND.
The Department of Labor, War Invalids and Social Affairs has also directed and guided localities to fully and promptly implement regular social assistance policies; deploy programs and plans to support people with disabilities...

Accordingly, the Department of Labor, War Invalids and Social Affairs has signed a responsibility contract with the Cardiovascular Center - E Hospital, Hanoi to perform heart surgery for 3 children with congenital heart disease from near-poor households and households in especially difficult circumstances, with a budget of 90 million VND; supporting the cost of visiting and giving gifts to 206 children in especially difficult circumstances during the Month of Action for Children with a total amount of 44 million VND; In coordination with the Vietnam Children's Fund, Bao Viet Ninh Binh Life donated 100 bicycles to children in especially difficult circumstances...
In addition, the Department of Labor, War Invalids and Social Affairs coordinated to organize a program to present 100 bicycles and 30 scholarships sponsored by the Korean Evangelical Church in Hanoi to disabled students, orphans, and poor students who have overcome difficulties to excel in their studies; presented 360 wheelchairs, wheelchairs, and walkers to meritorious people and disabled people sponsored by the Dinh Thien Ly Community Support Fund, etc.
In particular, promoting the role of a bridge in carrying out humanitarian and charitable activities, in 2023, the Red Cross at all levels mobilized nearly 27 billion VND to support over 55 thousand views disadvantaged people, orphans, lonely elderly people; has been providing regular support to 355 humanitarian addresses...
Ms. Le Thi Luu, Deputy Director of the Department of Labor, War Invalids and Social Affairs affirmed: With the synchronous and comprehensive support measures of the Party, the State and the province; the care and assistance of kind-hearted people, in recent years, the social protection beneficiaries of our province have somewhat reduced their difficulties and gradually improved their lives.
Currently, localities in the province have also completed the review of poor households in 2023. This is the basis for more accurate identification of poor households, thereby having appropriate support solutions, creating momentum for the poor to rise up in the new year 2024.
In addition to continuing to effectively implement the Party and State's policies on social protection, localities and units need to continue to promote propaganda and encourage organizations, individuals and philanthropists to actively join hands to support and care for the poor and beneficiaries, helping them to stabilize their lives.
