Contribute many draft laws before the 9th session

Legislative activities are one of the main and important functions of the National Assembly. In recent times, the provincial National Assembly Delegation has focused on doing this work well through many forms, contributing to the overall success of the National Assembly's legislative work, especially before entering each regular National Assembly session.

The contribution to the law-making work is carried out by the National Assembly Delegation through conferences to collect opinions on draft laws; sending official dispatches requesting agencies and units to provide written comments; meeting voters on topics; consulting relevant subjects... In 2024, the Provincial National Assembly Delegation organized to collect opinions on many draft laws and resolutions before the 7th and 8th sessions. The opinions and recommendations were highly appreciated by the Provincial National Assembly Delegation, promptly synthesized and sent to the Secretary General of the National Assembly, the Standing Committees of the National Assembly for reception, revision, and completion for submission to the National Assembly for approval at the session.

“Promoting the achieved results, implementing the 2025 Law-making Program and preparing for the upcoming 9th session of the 15th National Assembly, the Provincial National Assembly Delegation urgently held a conference to collect opinions from departments, branches, localities and experts in the province. Among them, there are many important draft laws related to the organization of the apparatus at all levels. The draft laws submitted and approved at the 9th session regulate many different fields, greatly affecting production and business activities and the business community, such as: Law on Special Consumption Tax (amended); Law on Corporate Income Tax (amended); Law on amending and supplementing a number of articles of the Law on Product and Goods Quality. Some draft laws have received attention from public opinion and all walks of life, such as: Law on Employment (amended); Law on Teachers…” - Deputy Head of the An Giang Provincial National Assembly Delegation Trinh Lam Sinh said.

Typically, the draft Law on Teachers consists of 9 chapters and 71 articles, stipulating the following contents: Identification of teachers; standards and titles of teachers; recruitment, use and working regime of teachers; training, fostering, treatment and honoring of teachers; State management of teachers... At the conference to contribute opinions on the draft law, the majority of delegates highly agreed on the promulgation of the draft law. “Previously, in the field of education and training, our country only issued the 2019 Law on Education. However, the regulations focused on State management in the field of education, while the position and role of teachers have not received due attention. As a result, society has an incorrect perception and assessment of the role of teachers, even lower than before. If so, it will be difficult to train future generations of successors who have both knowledge and ethics as expected. In my opinion, building specialized legal documents such as the Law on Teachers is very necessary in the current situation,” agreed lawyer Phan Ngoc Minh (Director of the Legal Aid Center, Provincial Lawyers Association).

Giving opinions on the draft Law amending and supplementing a number of articles of the Law on Advertising, delegates agreed to amend and supplement regulations on the management of advertising activities in newspapers, outdoors, on the Internet, and cross-border advertising services to keep up with the movement and changes of society, creating favorable conditions for advertising activities to develop. Requesting the Government to stipulate a list of special products, goods, and services, strictly control advertising content on products related to drugs, functional foods, etc.

National Assembly Deputy Trinh Lam Sinh commented: “Through discussions and contributions to the draft law, the Provincial National Assembly Delegation focused on collecting many opinions from many components and social classes, contributing to improving the quality and effectiveness of the law-making process of the drafting agency. Most delegates promoted a sense of responsibility and carefully studied the documents. In-depth contents were also carefully studied by delegates, with enthusiasm and responsibility in each contribution, with the hope that each draft, when passed, will meet practical requirements.”

The National Assembly will convene at the National Assembly House, opening from May 5 to June 28, divided into 2 sessions. According to the program, at the 9th session, the National Assembly is expected to pass 11 draft laws; give initial opinions on 16 laws. In addition to the regular draft laws, the National Assembly will consider and pass 13 draft laws to continue serving the work of reorganizing the apparatus of the political system, such as: Law on Organization of Local Government (amended); Law on Amending and Supplementing a Number of Articles of the Law on Promulgation of Legal Documents; Law on Cadres and Civil Servants (amended); Law on Inspection (amended); Law on Amending and Supplementing a Number of Articles of the Law on Planning; Law on Election of National Assembly Deputies and People's Council Deputies (amended); Law on Amending and Supplementing a Number of Articles of the Law on Organization of People's Courts; Law on Amending and Supplementing a Number of Articles of the Law on Organization of People's Procuracies; Law on Amending and Supplementing a Number of Articles of the Law on Handling of Administrative Violations; Law amending and supplementing a number of articles of the Law on Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth...
