According to the Plan, priority public investment projects include projects with great spillover effects, especially strategic transport infrastructure investment projects of the province, ensuring synchronization, modernity, connectivity, promoting connectivity between provinces in the region, connecting the Western economic corridor axis of the region with the key economic regions of the South and the Southeast (sections of the Western North-South Expressway, Hong Ngu - Tra Vinh, National Highway N1,...).

Prioritize investment in power grid infrastructure; healthcare, education, social security infrastructure; science, technology and innovation infrastructure; urban technical infrastructure in the four key economic sub-regions identified in the Provincial Planning to attract private and foreign capital to develop important socio-economic infrastructure of the province and inter-regions; at the same time, ensure a reasonable and effective investment structure between regions and fields, both creating growth momentum and ensuring social security.

Continue to prioritize investment in completing irrigation and dyke infrastructure to ensure people's safety, meet socio-economic development needs, ensure social security, prevent and mitigate natural disasters, and respond to climate change.

Priority is given to attracting investment in Cao Lanh City, Sa Dec City, Hong Ngu City.

According to the Plan, encourage investment in projects using capital sources other than public investment capital. Focus on investment to complete the province's infrastructure, maximize the efficiency of invested infrastructure works. Identify large projects of important nature, create momentum to promote growth, socio-economic development for investment and investment attraction.

Prioritize attracting investment in Cao Lanh City, Sa Dec City, Hong Ngu City - the central driving force, the main driving force of the province, which is the center of trade, service, high-tech and modern industry of the Mekong Delta; three economic driving forces, important sectors and a number of sectors and fields that encourage socialization to ensure consistency with the development perspective, plan for organizing socio-economic activities and plan for developing infrastructure as determined in Decision No. 39/QD-TTg dated January 11, 2024 of the Prime Minister.

Priority sectors and fields for investment attraction include: agricultural and aquatic product processing industry associated with raw material areas, high-tech manufacturing in industrial parks and clusters; renewable energy; high-tech agricultural and aquatic zones; information and communication infrastructure to meet the requirements of digital transformation; urban infrastructure; commercial infrastructure; logistics services; eco-tourism, agricultural, rural, cultural tourism, resort tourism combined with health care; duty-free zones, bonded warehouses; water supply and environment; waste treatment; science, technology and innovation infrastructure, etc. based on the province's potential and strengths.

Regarding resources to implement the planning, to achieve the economic growth target (GRDP) of 7 - 7.5% on average annually in the planning period 2021 - 2030, Dong Thap province is expected to need to mobilize a total social investment capital of about 477,000 billion VND (with an ICOR index of 3.9 - 4.2, corresponding to an investment/GRDP ratio of about 28 - 30%).

The Decision also clearly states a number of solutions for implementing the Plan. Accordingly, the solution for organizing and supervising the implementation of the planning is to organize the public announcement of the planning in various forms such as organizing conferences, mass media channels and posting at the headquarters of administrative agencies up to the commune level, creating high consensus and unanimity among political organizations, professional political organizations, businesses, investors and people when implementing.

Regarding capital mobilization for development investment, using public investment capital and capital sources managed by the State effectively plays an important role in supporting and leading to attract maximum resources from other economic sectors; increasing the attraction of non-state investment capital sources; focusing on key and focal investments that create spillover dynamics.

Key investment projects: My An - Cao Lanh expressway construction project; Dinh Ba - Cao Lanh border gate expressway; Duc Hoa - My An expressway; National Highway 30 project, Hong Ngu - Dinh Ba section, Dong Thap province; construction of N1 route and Tan Chau - Hong Ngu bridge; upgrading Muong Khai - Doc Phu Hien canal; Nam Song Tien road traffic infrastructure, etc. Synchronously and effectively implement solutions to speed up project implementation progress; have sanctions to handle projects with slow implementation.

Focus on mobilizing investment capital outside the state budget, focusing on promoting attraction in the form of public-private partnership (PPP) as soon as the central government issues new regulations. Research and develop a list of infrastructure investment projects in the form of PPP for each phase to attract investors, considering this a breakthrough solution to complete facilities and infrastructure to serve socio-economic development and towards the goal of building a synchronous and modern infrastructure.

Continue to improve the investment environment, enhance the province's competitiveness, and create advantages in attracting foreign direct investment. Innovate investment promotion activities, attract new waves of quality investment to develop industry, services, and agricultural processing in which the province has competitive advantages. Strengthen investment promotion through enterprises operating in the area. Implement well the coordination regulations in developing, managing, and implementing the annual investment promotion program.

Striving to put Dong Thap in the top group in digital transformation

Regarding environmental protection, science and technology and digital transformation, the Prime Minister requested Dong Thap to improve its state management capacity on environmental protection, diversify investment capital sources for environmental protection, especially investment in waste treatment and environmental pollution treatment. Develop a circular economic model, clean production, and economical use of energy and resources for industries and fields in the province. Promote inter-provincial cooperation with neighboring localities in environmental protection, especially related to forest protection; strengthen propaganda and education to raise awareness of environmental protection, green growth, and sustainable development.

Developing information technology infrastructure, digital infrastructure, specialized databases, and Internet of Things networks to serve comprehensive digital transformation to serve the construction of digital government, promote the development of digital economy and digital society. Prioritizing digital transformation in the following areas: education, healthcare, e-commerce, high-tech agriculture, industrial production, environmental resource management, transportation and logistics. Strive to put Dong Thap in the leading group in digital transformation.

Maximize resources to invest in infrastructure, strengthen rural infrastructure (transportation, health, education, clean water, information and communication). Invest in, renovate and upgrade Dong Thap General Hospital into a regional general hospital according to the Mekong Delta Regional Planning for the period 2021 - 2030, with a vision to 2050.
