The Vietnamese Ministry of Construction and Chinese agencies agreed to actively exchange and promote the progress of railway connection projects between the two countries.
During the 3-day working visit to China from March 24-26, 2025, the delegation of the Ministry of Construction of Vietnam led by Minister Tran Hong Minh worked with Director General of the General Administration of International Development Cooperation of China La Chieu Huy and Chairman of the National Development and Reform Commission of China Zheng Ceqie.

At the meetings, Minister Tran Hong Minh expressed his delight at the efforts, positivity and proactiveness of the agencies and units of both sides in implementing the Government's instructions as well as the common perception of the two Parties on promoting the progress of railway connection projects with China.
In particular, implementing procedures to approve technical assistance projects to help Vietnam plan two standard gauge railway lines Dong Dang - Hanoi and Mong Cai - Ha Long - Hai Phong.

For the Lao Cai - Hanoi - Hai Phong railway investment project, speed up the review and approval processes related to China's agreement to provide non-refundable aid to help Vietnam prepare the project's Feasibility Study Report.
"At the request of the Government, we are eager to speed up the approval of the non-refundable technical assistance project, prepare a Feasibility Study Report, and soon implement this project to ensure sufficient conditions for construction to start by the end of 2025," said Minister Tran Hong Minh.
The Minister expressed his hope that the General Administration of International Development Cooperation of China and the National Development and Reform Commission of China would pay attention and support to soon complete important tasks such as: Approving and handing over diplomatic notes on non-refundable aid for the preparation of the Feasibility Study Report (F/s) of the Lao Cai - Hanoi - Hai Phong Railway Investment Project; Introducing Vietnamese and Chinese enterprises to form joint ventures and cooperate to participate in the project, produce vehicles, materials and equipment; Signing a loan agreement for the project; consulting on planning for the two railway lines Dong Dang - Hanoi, Mong Cai - Ha Long - Hai Phong...

On the side of Chinese agencies, Director General of the General Administration of International Development Cooperation Luo Zhaohui and Chairman of the National Development and Reform Commission Zheng Cejie highly appreciated the effective exchanges between agencies and units of the two sides and the reaching of many important agreements in the past time.
The two sides affirmed that they will continue to exchange and implement related work to promote railway connection projects as well as promote cooperation in developing the railway sector between the two countries.
