Sir, how do you evaluate the development opportunities for Vietnam's internet from the Information and Communications Infrastructure Planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister?
For the internet to continue to develop in the future, the biggest problem is the challenge of the explosive and growing needs of users much more than before. The category of needs is also quite broad, including the rights of the community, society requires higher.
Therefore, planning must anticipate future trends. The same is true for internet development. Although the internet currently meets the needs of society, community, and market, the challenges of the future require planning with a vision of scale, technology, and in-depth breakthroughs.
The targets set out in the plan will be challenging, but I believe they will be achieved. The implementation of the targets is not only the responsibility of the Ministry of Information and Communications, but also the shared responsibility of the entire society, community and national economy.
For those who implement, what is important is how to take steps to achieve the set targets. Planning implementation must anticipate changing needs and many fluctuations. If the forecast is good and the user characteristics, as well as technology trends, the planning will have a feasible solution.
Recently, there have been submarine cable breaks, affecting internet transmission. With the current speed of development, how should Vietnam build submarine cables and data centers to meet the needs of digital infrastructure development, sir?
Submarine cables play a vital role in internet transmission. Investing in submarine cables requires a large amount of capital. The plan clearly indicates the need for additional submarine cables, but it must be specific about which direction to invest in, what technology, how much investment, authority and responsibility for exploiting capacity, application in which field, which suppliers to participate in...? These are issues needed for internet infrastructure, meeting large capacity for the future.
It can be seen that submarine cable capacity bandwidth, wireless capacity bandwidth including mobile, satellite and other forms, data center are related infrastructures and form a digital infrastructure.
The Internet is a structural part of digital infrastructure. The Internet creates connectivity and is the core of digital infrastructure. This issue must also be combined with data centers, digital content, online service development, etc. At that time, infrastructure development and consumption capacity need to go hand in hand. If Vietnam is placed as a regional data center, it will certainly be the driving force, attracting social resources to promote the country's digital infrastructure.
With such digital infrastructure, what action plan does the Association have to promote continued development of the Internet?
The Association connects members to participate, exploit the best opportunities and connect with each other to achieve the set goals; including contributing to the legal environment, digital transformation programs, international cooperation, marketing, communication, contributing to product development, protecting consumer rights. Regarding digital infrastructure, in 2024, the Association will focus on data centers and connecting centers to ensure efficiency.
The Association and businesses will cooperate with foreign countries to integrate and develop together.
