iHanoi helps people increase trust in the government

The application has marked an important step forward in building e-government, towards transparency and efficiency.

Transparent and efficient

On June 28, 2024, Prime Minister Pham Minh Chinh and representatives of leaders of central ministries, branches and Hanoi City pressed the button to officially launch the application "Citizen of the Digital Capital - iHanoi".

Since its operation, the iHanoi application has received 5,700 feedbacks and recommendations, of which 3,940 have been processed, reaching over 70%, 29% are being processed, and only 69 recommendations are overdue, accounting for 0.02%.

Vice Chairman of the City People's Committee Ha Minh Hai said that nearly 800,000 people, businesses and 100% of the city's civil servants and public employees have created accounts on iHanoi. The total number of visits has reached over 6 million, 2.5 million electronic health records from the city's electronic health record system have been integrated into iHanoi for people to look up, and there have been 468 initiatives to build the Capital.

The iHanoi application for people to understand and agree on benefits has received many positive reviews from the online community, with 62.1% of users rating it "satisfied and accepting" about the quality of handling feedback and recommendations by the government.

Up to now, many citizens of the Capital have evaluated that the iHanoi Capital citizen application has helped shorten the gap between the people and the government through its ability to provide quick, accurate and transparent information...

As one of the first people to use the iHanoi application since July 2024, Mr. Vu Manh Quan (Hoan Kiem, Hanoi) shared: “I am very satisfied with the utilities on this digital application, including the section on reporting on the scene. With this tool on the iHanoi application, citizens can report their concerns along with images of the scene to the authorities. Thanks to that, issues such as environmental sanitation, urban order or bad behaviors that affect the tourism image of Hanoi are all sent to the authorities for timely and quick resolution.”

With the characteristics of being the political, administrative and cultural center of the country, a city with more than 10 million people, Hanoi has been selected by the Government to pilot some effective contents of Project 06 to be expanded nationwide. The iHanoi application is deployed with 4 main functions: Interacting with the government through feedback and recommendations; smart urban utilities such as transportation, health, education, environment, land, agriculture, etc.; receiving information through important news and communications of the city and receiving initiatives to contribute to the construction of the Capital.

In the future, iHanoi will continue to update more diverse tools and utilities, closely following Project 06; applying artificial intelligence in biometric identification for healthcare, education, and public administration; deploying smart traffic solutions, solutions to create a digital working environment for people and urban authorities of the Capital.

Ensuring community monitoring participation

Recently, at a conference on improving the efficiency of providing and using online public services of the Government, Vice Chairman of Hanoi People's Committee Ha Minh Hai said that iHanoi ensures the participation of community supervision, with the motto "people know, people discuss, people do, people check, people supervise and people benefit", thereby enhancing people's trust in the government.

The Vice Chairman of the Hanoi People's Committee said that, implementing Decision No. 06/QD-TTg of the Prime Minister with the viewpoint "People and businesses are the center of digital transformation. Taking human development, ensuring and improving people's lives as the goal, making transparency and enhancing the participation of people and businesses in the activities of State agencies"; Hanoi has built and deployed the iHanoi application to receive and handle feedback and recommendations from people in a transparent, fast and effective manner.

It is known that Hanoi has cooperated with many large technology corporations, domestic and foreign experts to research, build business processes, and select advanced technology solutions to build the iHanoi platform since October 2023.

Typical solutions include: Using a cloud computing platform to expand resources and ensure stable operations; Building applications based on software development architecture with applications built into small independent components and using new programming technologies to flexibly allocate resources and develop utilities...

Notably, the Vice Chairman of the Hanoi People's Committee affirmed: Regarding information security, iHanoi meets level 4 technical standards and is monitored 24/7 to ensure the security and safety of the city's systems and data.

In the coming time, Hanoi will continue to promote the benefits of iHanoi so that people understand and agree to use it. Integrating iHanoi with the administrative procedure settlement system and online payment platforms. Including connecting iHanoi with the city's management platform and electronic information portal, integrating features such as finding bus routes, booking parking spaces. Looking up exam scores and automatically notifying medical examination and treatment results and developing virtual assistant and Chatbot features to support officials, civil servants and people.

In particular, in the direction of connecting and sharing data, Hanoi will coordinate with the Traffic Police Department (Ministry of Public Security) to provide data on fines; Coordinate with the Department of Registration (Ministry of Transport) to provide registration data. Coordinate with the Vietnam Road Administration (Ministry of Transport) to provide data on journey monitoring.
