Some adjustments to the general planning project of the Capital, adjustments to the planning of the Capital region... have an impact on Phu Xuyen district. In addition, the requirements of the Planning Law, the National Program on Rural Development... require reviewing and adjusting planning projects to meet new development requirements for the period up to 2030 with a vision to 2050.

Therefore, the establishment of the Phu Xuyen District Construction Plan to 2030, with a vision to 2050, is extremely necessary and urgent. Based on the orientation of the Master Plan for the Capital Construction to 2030, with a vision to 2050, along with the main viewpoints in the Socio-Economic Development Strategy of Hanoi City, Phu Xuyen District has developed the District Planning, as well as identified the main development drivers of the locality. In particular, the district focuses on promoting economic development in a balanced and sustainable direction to serve the process of industrialization, urbanization, agricultural restructuring, socio-economic development and serving the people.

The district has organized a comprehensive assessment of the current state of natural conditions and regional development resources in terms of economy, labor, population, and land. Researched and selected the contents of the Phu Xuyen District General Construction Planning Project and other approved projects; reviewed the implementation of planning in the area. In addition, Phu Xuyen identified development needs in the period from now to 2030, with a vision to 2050, the impact of development factors of Hanoi City, the Capital region, and the Red River Delta. Especially the impact on the formation process of Phu Xuyen satellite town to forecast trends, scenarios, and select development indicators.

On that basis, the district has been orienting the development of regional space; proposing economic development zones (industry, agriculture, tourism, trade and services). Orienting the development of the urban space system - rural residential areas, specific functional areas, taking into account the support between investment in developing satellite urban areas, Phu Xuyen and Phu Minh towns with the development of the remaining rural areas, in line with the urbanization process. Proposing spaces for sub-regional centers, commune clusters with diverse rural economic development models, attracting social resources for development; paying attention to proposing models of craft villages, tourist villages, models of exploiting the Red River area for economic and social development.

In particular, the district clearly identifies that infrastructure development must have connections between the district and the common infrastructure system of the city and neighboring districts. Review and synchronize and unify plans for traffic, irrigation infrastructure, etc. Protect the environment, overcome existing environmental problems to promote innovative production and service activities.

Create strong growth momentum

According to the expert of the Urban Management Department of Phu Xuyen district, the Master Plan for Hanoi Capital Construction to 2030 and Vision to 2050, Phu Xuyen is one of five satellite cities located in the South of the Capital. Regarding the district's recommendations and proposals for planning work, Mr. Nguyen Van Huu said that currently, the Phu Xuyen District Regional Planning has been implemented and completed by the Phu Xuyen District People's Committee according to the schedule required by the City People's Committee. The project has been consulted with departments, organizations, individuals, and communities throughout the area and received high consensus. However, in order to create conditions for the development of Phu Xuyen District according to the local strengths, and at the same time be consistent with related plans in the area, the District People's Committee has made recommendations to the City People's Committee, departments, and requested consulting units to integrate into the Capital Planning, the project to adjust the Capital General Planning the contents proposed by the District People's Committee.
