Hoai Duc District: A solid "start" to become a district

Improve infrastructure, develop economy

Chairman of Hoai Duc District People's Committee Nguyen Hoang Truong informed: In the period of 2019 - 2024, the district has invested thousands of billions of VND to build traffic infrastructure. Therefore, up to now, the whole district has 774.51km of commune, inter-commune, village, inter-village, and alley roads and 284.57km of main intra-field roads have been invested in concrete and asphalt, meeting the standards and requirements of traffic criteria. 100% of the public lighting system ensures urban beauty and civilization.

In economic development, Hoai Duc has made great strides. Head of the Economic Department of Hoai Duc District Khuat Trong Kien said that when the new rural construction program began, the district's agricultural production was still fragmented and small-scale.

But up to now, in the district, specialized agricultural production areas with high economic value have been formed, such as growing safe vegetables in Tien Yen, Van Con, Song Phuong communes; organic grapefruit in Cat Que, Yen So, Duong Lieu communes; guava, apple in Song Phuong, Di Trach, Kim Chung communes.

Currently, Hoai Duc has 72.87 hectares of vegetables and fruit trees certified for safety, VietGAP and assigned growing area codes to serve domestic consumption and export. The income value in agricultural production reaches 500 - 700 million VND/ha/year.

In industrial and handicraft development, Hoai Duc district always creates favorable conditions for enterprises to develop. The whole district has 9 industrial clusters, 12 traditional craft villages with sustainable development with nearly 400 enterprises and more than 7,900 production and business households operating effectively, creating jobs for more than 44,000 workers with income from 6-12 million VND/person/month.

According to statistics from the District People's Committee, the total capital mobilized to implement the New Rural Construction Program (from 2012 to 2024) is more than 12,574,633 million VND. Of which, the capital contributed by organizations, enterprises, and people is more than 1,432.55 billion VND (11.39%). Thanks to that financial investment, up to now, Hoai Duc has 19/19 communes meeting advanced New Rural standards, 7/19 communes meeting model New Rural standards.

Per capita income has increased sharply (in 2010, it reached 21.02 million VND/person/year; in 2024, it reached more than 86 million VND/person/year). In 2020, the district no longer has poor households; by September 2024, the district no longer has near-poor households, the appearance of residential areas is spacious, and the material and spiritual life of the people is increasingly improved.

Determined to soon become a district

On December 31, 2024, Deputy Prime Minister Tran Hong Ha signed Decision No. 1695/QD-TTg, recognizing Hoai Duc district as meeting advanced NTM standards in 2023. This is a worthy achievement for the joint efforts of the Party Committee, government and people of Hoai Duc, and is also an important premise for the district to continue to complete the ward and district criteria.

According to the review results, up to now, the district has achieved 29/31 criteria for establishing a district; after adjusting administrative boundaries according to regulations, merging Tram Troi town with Duc Giang commune, Dac So commune with Tien Yen commune, Duong Lieu commune with Minh Khai commune, the district will have 17/17 wards expected to have achieved 12/13 and 13/13 standards on infrastructure development level for wards according to the standards of special urban areas.

In the coming time, Hoai Duc district will continue to maintain and improve the quality of the criteria for communes and districts that meet advanced NTM standards, and urban-oriented models with the goal of promoting trade and service development. Promote cultural values, national identity, landscapes, bright, green, clean, beautiful, civilized rural spaces and complete the remaining 2/31 criteria according to regulations.

According to Hoai Duc District Party Secretary Nguyen Truc Anh, in 2025, the district strives for the total production value of economic sectors to increase by more than 12%. The economic structure will shift towards services - trade accounting for 60.5%, industry - construction 36 - 37%, agriculture 1-2%, average income per capita reaching 95 million VND/person/year. Maintain no more near-poor households, the rate of workers with regular jobs reaching over 95%...

“Hoai Duc needs to focus resources, speed up the completion of the criteria for turning communes into wards, districts into districts with increasingly synchronous infrastructure, ecological environment, bright, green, clean, beautiful landscape, determined to soon achieve the goal of becoming a green - civilized - modern district” - Secretary of Hoai Duc District Party Committee Nguyen Truc Anh emphasized.

 

According to Head of the Department of Education and Training of Hoai Duc district, Vuong Van Lam, in the period of 2020 - 2024, the district's education sector has invested in building 18 new kindergartens, primary schools, and secondary schools with a total cost of more than 1,000 billion VND. The whole district currently has 69/81 public schools meeting national standards (accounting for 85.18%), of which 15 schools meet national standards at level 2.

Notably, 4 public high schools in the district all meet national standards for facilities, of which 3 schools (Hoai Duc A, Hoai Duc B and Van Xuan High Schools) meet national standards level 1, and Hoai Duc C High School meets national standards level 2.
