Dien Bien still has 3 districts with "no" new rural communes

NDO - According to the latest report of the Steering Committee for National Target Programs of Dien Bien province, up to now, the province has 31 communes in 7 districts, towns and cities that have been recognized as meeting new rural and advanced new rural standards; while 3 districts including Tua Chua, Muong Cha, Dien Bien Dong still have "no" new rural communes.

Providing detailed information on the implementation results of the National Target Program on New Rural Development in Dien Bien province, Ms. Bui Thi Thanh Binh, Deputy Director of the Department of Finance of Dien Bien province, said: By the end of March 2025, Dien Bien province had 5 communes meeting advanced new rural standards; 26 communes meeting new rural standards; 33 communes meeting 15-18 criteria; 49 communes meeting 10-14 criteria; 7 communes meeting 5-9 criteria. The average number of criteria in the whole province is 14.68 criteria; 266 villages and hamlets were recognized as meeting new rural standards and model new rural standards.

It is worth pondering that the number of communes recognized as meeting new rural and advanced new rural standards are concentrated in 7 districts, towns and cities; while 3 districts: Tua Chua, Muong Cha, Dien Bien Dong have no communes recognized as meeting new rural standards.

Referring to the causes and difficulties in implementing the National Target Program on New Rural Construction in Dien Bien province, Ms. Bui Thi Thanh Binh said that the leadership and direction of some Party committees and authorities at district and commune levels were not close and lacked determination in organizing implementation.

Some districts have not focused on implementing the criteria for new rural construction, especially completing and improving the quality of criteria on residential housing, multidimensional poverty rate, income, production organization, and environmental sanitation.

In some localities, there is a mindset of self-satisfaction when a commune meets new rural standards, so the movement tends to stagnate.

Some communes in Region III and Region II show signs of not wanting to strive to meet new rural standards. Maintaining and improving the quality of criteria (income, multidimensional poverty, production organization, environmental sanitation) has not received due attention.

Some people in particularly disadvantaged communes rarely participate in community activities, leading to a lack of consensus and cooperation in new rural construction programs.
