The Lao Cai-Hanoi-Hai Phong railway construction investment project was approved by the National Assembly in Resolution 187/2025/QH15 dated February 19, 2025. The total length of the railway passing through Lao Cai province, including the three districts of Bao Thang, Bao Yen and Van Ban, is 65km. The project is expected to start construction in December 2025.
Lao Cai Provincial People's Committee has established a Working Group to implement the investment project to build the Lao Cai-Hanoi-Hai Phong railway (section passing through Lao Cai province), issued documents directing agencies and units to immediately deploy the contents and work to prepare for the site clearance of the Project such as: Surveying and adjusting cadastral maps; developing compensation and resettlement support plans; planning the construction locations of resettlement areas; plan to relocate Dong Pho Moi industrial park, etc.
The province directs departments, branches, localities, and investors across the province to review all ongoing projects from capital sources within the affected scope to find solutions to temporarily suspend and adjust them appropriately to avoid loss, waste of resources, and slow down the implementation progress.
Based on the preliminary land clearance boundary records provided by the Railway Project Management Board, Lao Cai province has urgently implemented related tasks such as: Marking the project implementation boundary in the field (about more than 1,500 points), organizing measurement, extracting measurements, and adjusting cadastral maps... determining the total expected land acquisition area of about 780 hectares.
The province plans to implement 20 resettlement projects with a total investment of more than VND1,093 billion...

On March 17, 2025, the Project Management Board worked with relevant departments, branches and localities on the completed route plan of the Project, but there were many locations where the route plan changed compared to the route plan previously provided by the Project Management Board (especially the location of the route plan shifted compared to the provided plan by 500m, the location of Bao Thang Station changed completely compared to the provided route plan). Therefore, the results of the measurement, statistics and counting of the number of households whose land was recovered changed a lot, so the work of measurement, compensation, support and resettlement had to be temporarily stopped.
Currently, the Law on Urban and Rural Planning has not yet come into effect, and Lao Cai province is arranging commune-level administrative units according to a new organizational model, so new rural construction plans also have changing directions, and many areas currently do not have approved detailed plans.
At the press conference announcing the project information, Comrade Nguyen Trong Hai, Standing Committee Member, Vice Chairman of Lao Cai Provincial People's Committee said: The Lao Cai-Hanoi-Hai Phong high-speed railway project is of strategic significance in forming a railway transport network in the north, running along the East-West corridor, connecting the Northwest region with the plains and Hai Phong seaport. At the same time, connecting railway transport with China, directly the Southwest region, China, creates space and opens up great opportunities for Lao Cai as well as localities with railways passing through to accelerate the process of urban development, trade, tourism, services, saving logistics costs... effectively serving the cause of socio-economic development, ensuring security and national defense of the country in the new era.
Therefore, despite facing some difficulties and obstacles, Lao Cai will persistently propose to relevant ministries, branches and the Railway Project Management Board to coordinate to resolve them, while striving to complete the progress according to the roadmap set by the Central Government...
