Gia Lam District responds to the case of waste discharge and burning causing pollution

This afternoon (March 18), Gia Lam District People's Committee issued Document No. 783/UBND-TNMT to Kinh te & Do thi Newspaper in response to the reflection on the situation of waste burning at Vietnam Agricultural Academy and surrounding areas.

In the above document, the Gia Lam District People's Committee said that after receiving feedback from the press, the district assigned specialized agencies to conduct inspections and reviews. The results showed that, regarding the construction waste dump, through inspection, the location of the construction waste dump and garbage burning area causing unpleasant odors as reported by the press originated from agricultural land allocated under Decree 64/CP to households in Thuan Ton village, Da Ton commune.

Performing the function of state management of land and environment in the area, the District People's Committee has discovered the illegal gathering of construction waste and issued Document No. 3845/UBND-TNMT dated November 15, 2022 directing the People's Committee of Da Ton commune to prepare a file to handle violations according to regulations. However, the handling by the People's Committee of Da Ton commune has not been completed according to the direction of the District People's Committee. On March 12, 2024, the current status on the land of Mr. Nguyen Van Hoa's household still has construction waste and waste burning.

On March 13, 2024, Gia Lam District People's Committee issued Document No. 729/UBND-TNMT directing Da Ton Commune People's Committee to urgently organize enforcement and thoroughly handle violations of Mr. Nguyen Van Hoa's household on agricultural land, to be completed before April 10, 2024 and report the results to the District People's Committee before April 15, 2024.

Regarding the burning and dumping of waste at the Vietnam Academy of Agriculture and the surrounding area, through inspection, within the land area managed by the Vietnam Academy of Agriculture, there are 2 locations for burning waste near the wastewater treatment area, 1 location for dumping construction waste and agricultural by-products (carrots); the Central Institute for Vegetable Research has 1 spontaneous household waste collection point on the self-managed road of Area A; 1 waste burning point in the inner-field road of An Lac village, near the cemetery in Trau Quy town.

In addition, in the area in front of the gate of the Vietnam Academy of Agriculture, construction activities of the Academy's project are taking place; adjacent to the An Lac residential area, the Cau Bay River Improvement and Upgrade Project in Gia Lam district is being constructed by the Management Board of Investment Projects for Construction of Agricultural Works and Rural Development of Hanoi City, which has been approved by the City People's Committee in Decision No. 5019/QD-UBND dated November 10, 2020 approving the environmental impact assessment report.

On March 13, 2024, the District People's Committee issued Document No. 730/UBND-TNMT requesting the Vietnam Academy of Agriculture to seriously implement environmental protection work, immediately stop burning waste on the Academy's campus; seriously implement the provisions of the law on environmental protection, take measures to monitor vacant land areas to ensure there is no burning of waste; issue a document clarifying the situation of waste burning according to the press, environmental protection work for the Academy's waste, compliance with environmental protection laws for projects being implemented on the Academy's campus, and report to the District People's Committee before March 20, 2024.

Up to now, the spontaneous garbage dump at Area A - Central Vegetable Research Institute, the garbage burning point on the road in An Lac village, near the cemetery in Trau Quy town and the discarded carrots in the campus of Vietnam Agricultural Academy have been cleaned up. In the coming time, after the results of the treatment are available, Gia Lam District People's Committee will continue to inform Kinh te & Do thi Newspaper.

Receiving information reflected by the press (from March 9, 2024 to March 12, 2024) and to strengthen State management of environmental protection in the district, on March 13, 2024, Gia Lam District People's Committee issued Document No. 729/UBND-TNMT directing agencies and units such as: District Police, District Department of Natural Resources and Environment, District Urban Construction Order Management Team... as well as People's Committees of related communes and towns to review all spontaneous garbage disposal points with remaining waste; increase inspection forces, handle violations in construction waste management for projects and works under construction in the district, resolutely handle violations according to regulations; review spontaneous waste disposal points with remaining waste, develop collection plans; propagate and mobilize people to dump garbage on time, in the right place...
