The issue of eliminating temporary and dilapidated houses has received attention from the entire political system of Cho Don district (Bac Kan province), contributing to helping hundreds of families have solid houses, improve their lives and escape poverty.
The family of Mr. Nong Dinh Tuyen in Na Man village, Phuong Vien commune, is one of two households in the commune that received support to build houses for the poor in 2024. With 4 members (2 spouses and 2 children), his wife is disabled, so Mr. Tuyen has to take care of and take the children to school every day. The family's life mainly depends on farming, farming and taking advantage of Mr. Tuyen's time to work for hire in the locality.
The spacious, modern house of Mr. Tuyen's family was just completed over a month ago, 100 square meters wide, with a flat roof, 3 bedrooms, 1 living room and 1 kitchen. The total construction cost was 170 million VND, including 50 million VND in house construction support, 90 million VND in loan from the Policy Bank and the rest was saved by the family.
Mr. Tuyen shared: If there was no program to support poor households in building houses, I don't know when my family would have been able to build a house to live in. Not only did they provide financial support, but the villagers also contributed labor days, those who knew how to build became workers, those who didn't know how to build became assistants, helping each other from the foundation to the roof and finishing. Thanks to that, the family saved hundreds of millions of dong in construction costs.
According to Mr. Luc Le Nin, Chairman of the Vietnam Fatherland Front Committee of Phuong Vien commune, thanks to the housing support programs for poor, near-poor and policy households, from 2021 to now, the commune has eliminated 17 temporary and dilapidated houses, and 2 houses in 2024 alone. Currently, the commune still needs to build 12 new solid houses. If there is funding support in the coming time, Phuong Vien will soon complete this goal.
The need for housing support in Cho Don district in 2024 is up to 1,143 houses (904 poor households, 239 near-poor households). Up to now, the support procedures for 163 houses have been completed (including 161 houses for poor households, 2 houses for policy households). It is expected that by the end of 2024, Cho Don district will support 178 houses, but still depends on funding sources.
Mr. Nguyen Duc Hiep, Head of the Department of Labor, War Invalids and Social Affairs of Cho Don district, said: In recent years, Cho Don district has focused all resources and mobilized socialization to carry out the task of eliminating temporary and dilapidated houses for people. Hundreds of new houses have been built, thereby contributing to improving the effectiveness of poverty reduction work, improving people's lives; helping the poverty rate of Cho Don district to decrease rapidly each year, respectively 0.37% in 2021, 2.38% in 2022 and 3.01% in 2023.
However, due to limited local budgets, as well as the small scale of production activities of enterprises and business units in the area, the mobilization of socialized funds to eliminate temporary and dilapidated houses is not much. In the whole Cho Don district, there are still about 1,000 households that need support to build solid houses, but the locality has not been able to arrange funding.
The program to eliminate temporary and dilapidated houses in Cho Don district is mainly implemented from 2 sources: The budget source of the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas supported 44 houses. The remaining source is socialized, with 121 houses (District People's Committee 9 houses; Ministry of Public Security 106 houses; BIDV 2 houses; Ministry of National Defense 2 houses; Bac Kan Provincial Military Command 2 houses). In addition, there are 15 Great Solidarity houses according to the source of Military Region I, which have been compiled and sent to the Military Command for consideration.
