Regarding the case of "2 days late payment of tuition fees, students had their 10th grade admission results canceled" at Victory Primary, Secondary and High School (Buon Ma Thuot City, Dak Lak), the Department of Education and Training of Dak Lak province and school leaders have commented.
As reported, because Mr. NQT, father of female student NML (16 years old, living in Hanoi), was stuck at work far away and did not have enough money in his account to transfer to the school on June 8, on June 10, when he went to the school to pay his daughter's tuition, his daughter's admission result was canceled.
The Department recommends that the school handle the situation appropriately, reasonably, and educationally.
Regarding the incident, on June 23, Mr. Luu Tien Quang - Deputy Director of the Department of Education and Training of Dak Lak province - signed a document sent to Victory Primary, Secondary and High School.
According to the document, the department stated that Victory Primary, Secondary and High Schools are autonomous and responsible for mobilizing, using and managing resources to achieve educational goals. At the same time, the school performs its duties and powers as prescribed in the charter of primary schools, charters of middle schools, high schools and multi-level general schools.
"In reality, when problems arise, schools need to have reasonable, appropriate, and educational solutions that meet students' learning needs within the school's authority and capacity, while still ensuring compliance with state and industry regulations," the document stated.
The document of the department also emphasized: "For cases where students registered to take the school's 10th grade capacity assessment test and were admitted but were late in paying tuition, we request that Victory Primary, Secondary and High School consider the wishes of the students and their families, and create conditions for students to complete the admission procedures to ensure the rights of the learners."
On the afternoon of June 24, Mr. Nguyen Hoa Nam - principal of Victory Primary, Secondary and High School (Buon Ma Thuot City, Dak Lak) - said that the school had sent a report to the Department of Education and Training of Dak Lak province about the above incident, and also provided some additional information.
Schools do not accept students who pay late tuition for fear of complaints?
According to the school's report, NML (16 years old, residing in Hanoi) was a student at the school from grade 2 to grade 9. On May 28, L. participated in the school's 10th grade entrance exam with a total score of nearly 19.5 points in math, English, and literature and passed.
On May 30, the school announced the admission procedures for grade 10, stating that admitted students must pay one month's tuition and meal expenses (4.5 million VND) before 4:00 p.m. on June 8.
If after the above time, parents do not complete the admission procedures, the school will consider the student as not participating in the study and will notify the student with the next closest point to enroll.
Mr. Nam said the school has fulfilled its responsibilities to the admitted students. The school is a private institution and must be 100% financially independent, so if it cannot ensure the number of students and the source of income, it will not be able to organize good education for the students.
The principal also said that he had asked the homeroom teacher to remind parents to pay the tuition fee one month before school started. The teacher also did her duty by texting the students to remind their parents.
"The school has thousands of students, we can't mention them all," said Mr. Nam.
Mr. Nam added that through information gathering, it was known that L. wanted to continue studying at the school. In addition, after the second round of enrollment (June 21), the school had only recruited 130/144 students. At the meeting of the investor and the board of directors on the morning of June 24, there was also a proposal to enroll L. because she was qualified and had passed.
However, the investor and school board did not accept it for fear of violating regulations, and other cases of canceled results were complained about.
"We have an option to let L. study 10th grade at another school. If she wishes, we will create conditions for her to return next year," said Mr. Nam.
When asked why the school did not call the parents before canceling the student's results due to late tuition payment, Mr. Nam said the school was not responsible for that.
However, he did remind the teacher to contact the parents. However, according to some phone messages that Mr. Nam provided during the meeting with reporters on the afternoon of June 24, the teacher only reminded L. but did not contact her parents.
