Many driving training facilities

On January 1, 1997, Quang Nam province was re-established. At that time, the province had only two state-owned automobile and motorcycle driving training facilities. These were the Transport Technical School under the Quang Nam Provincial Department of Transport and the Quang Nam Vocational Training Center under College No. 5 (Ministry of National Defense).

People from other areas of the province have to go to Tam Ky to register but are not sure if they will be admitted, sometimes waiting for a whole year. Implementing the policy of socializing car driving training and driving test services, especially according to the provisions of Decree No. 65 of the Government, the Quang Nam Department of Transport has called on businesses to boldly invest in facilities, technology, and teaching staff.

Responding to the general policy, in October 2015, Minh Son Quang Nam Joint Stock Company located in Binh Nguyen commune (Thang Binh district) established Minh Son Vocational Education Center to implement vocational training work.

The company recruited 33 experienced driving instructors; purchased 29 cars to teach B2 driving and 2 C class cars; built and repaired facilities and training grounds with a total cost of nearly 18 billion VND.

Up to now, the center has a total of 110 cars (the oldest car is less than 10 years old), 4 car driving simulator cabins and 120 driving instructors for classes B1, B2 and C to meet the training volume of more than 1,000 students/year.

In the Eastern region of Dien Ban town, Quang Nam Transport Training Joint Stock Company (Dien Nam Dong ward) participated in the DTLX when establishing the Quang Nam Transport Vocational Training Center in 2019. The Center's Director - Mr. Dang Quoc Nhut shared that the unit was licensed to drive motorbikes of class A1 and cars of classes B1 and B2.

The center is equipped with 121 cars, 4 motorbikes and other equipment for theoretical and practical learning. Thanks to the establishment of many training centers, learners have the right to choose whichever facility is good and convenient to register for, saving time and money on travel. Learners are informed about the training program, tuition fees, etc.

Deputy Director of the Department of Transport - Mr. Le Quang Hieu said that the province has 6 motorcycle and car driving training facilities; of which private sector accounts for 5/6 facilities. The facilities have more than 750 driving practice instructors, 620 driving practice cars of all classes (B1 automatic, B1, B2 and C). Most of the driving training cars are newly invested by the training facilities, with an age of less than 10 years.

In 2023, socialized facilities trained more than 26,000 automobile students and 14,200 motorbike students. Meanwhile, public training facilities (Quang Nam College) only trained more than 500 automobile students. In the first 9 months of this year alone, 5 socialized facilities trained more than 12,000 automobile students and 14,400 motorbike students.

Investing in driving test centers

Before 2006, Quang Nam people who wanted to be tested and granted a driving license had to go all the way to Thua Thien Hue. After July 2006, students could go to the Quang Nam Driving License Center (under Minh Son Quang Nam Joint Stock Company) in Thang Binh to be tested and granted a driving license by the competent authority. This was the 13th Driving License Center in the country at that time, operating under the policy of socialization.

In 2018, Nguyen Bao Boi Company Limited invested and put into operation Hoang Long Vocational Education Center and Hoang Long SHLX Center located in Dai Hiep commune (Dai Loc district).

Hoang Long Driving License Center was established on a scale of 2 hectares with a total investment of 40 billion VND, providing rental services for testing and granting driving licenses for classes B1, B2 and C.

In Phu Yen village (Tam Dan commune, Phu Ninh district), Phu Ninh Training and Driving Center, under Phuc Hoang Ngan Company Limited, specializes in training and driving A1 motorbikes, B1, B2 and C cars, operating in 2020.

Thus, the province currently has 4 automobile SHLX centers (3 SHLX centers for both motorcycles and cars); 2 SHLX facilities for A1 class motorcycles. All SHLX centers have been socialized, meeting the standard conditions as prescribed in Decree No. 65, Decree No. 138 of the Government and Circular No. 79 of the Ministry of Transport. SHLX centers will be hired by the Department of Transport to organize testing and issue driving licenses if students meet the requirements.

“According to the provisions of Articles 56, 57, 58 of the Law on Management and Use of Public Assets 2017, the use of public assets at public service units for business purposes, leasing, joint ventures and associations must be established in a project and approved by competent authorities.

Therefore, training facilities belonging to public service units are always passive in terms of capital and have problems with mechanisms when investing. Therefore, the facilities of most training facilities belonging to this group are always old and outdated" - Mr. Le Quang Hieu - Deputy Director of the Department of Transport shared.

Meanwhile, a business said that if a unit wants to purchase, replace, supplement or repair facilities or technical equipment, it will make a quick decision without having to go through time-consuming procedures.

According to the assessment of the functional sector, by socializing the training sector, SHLX has mobilized large investment resources from society, meeting the people's need to learn to drive.

The facilities of the SHLX center have met standards, the testing process has been modernized by using automatic scoring equipment, ensuring transparency and easy management and monitoring.

Drivers' professional qualifications and skills in handling situations when participating in real traffic have also been significantly improved, contributing to ensuring traffic safety.

The Department of Transport said that in 2023, it tested drivers for more than 65,000 students and issued 24,877 driving licenses of all types (12,751 car driving licenses and 12,126 motorcycle driving licenses). In the first nine months of 2024, the industry tested more than 45,000 students and issued 21,794 driving licenses of all types (9,219 car driving licenses and 12,575 motorcycle driving licenses).
