No interruption of task after arrangement

In order to streamline the organizational structure, in February 2025, the Provincial Party Standing Committee announced the Decision on the establishment of the Party Committee of the provincial Party agencies. Immediately after its establishment, the Party Committee quickly completed the conditions for organizing activities, in the spirit of not interrupting work. To better understand this content, Thai Nguyen Newspaper interviewed comrade Hoang Anh Trung, Deputy Secretary of the Party Committee of the provincial Party agencies.

Immediately after its establishment, the Party Committees of the provincial Party agencies quickly began operating in accordance with their functions and tasks.

Reporter: Could you please summarize the results of the Party Committee's activities in the provincial Party agencies in recent times?

Mr. Hoang Anh Trung: Decision No. 2515-QD/TU dated February 3, 2025 of the Provincial Party Standing Committee established the Party Committee of the provincial Party agencies directly under the Provincial Party Committee, including 23 Party organizations in the agencies advising and assisting the Provincial Party Committee; Provincial People's Council; public service units of the Provincial Party Committee; Provincial People's Court; Provincial People's Procuracy; Provincial Fatherland Front Committee; provincial-level socio-political organizations; special associations; Party organizations of specialized agencies advising and assisting the Party Committee, with a total of 725 Party members.

Before the end of the activities of the Party Committee of the provincial agencies; the Standing Committee of the Party Committee of the Bloc issued a plan to deploy and match over 5,300 records and lists of party members; finalized votes, records and completed procedures to transfer 39 grassroots party organizations (GSOs) and over 4,300 party members to the Provincial Party Committee; 22 GSOs and 727 party members to the Party Committees of provincial Party agencies and a number of other tasks according to regulations.

At the same time, organize a conference to transfer the grassroots Party organizations and Party members to the 2 new Party Committees; conduct a review of the finances and assets of the Party Committee of the Provincial Agencies, coordinate with relevant agencies to hand over to the Party Committee of the Provincial Party Agencies. In addition, implement the settlement of the regime for cadres who have submitted applications for resignation and retirement according to regulations.

After establishing the Party Committees of the provincial Party agencies, the Provincial Party Standing Committee appointed the Party Executive Committee, the Party Standing Committee, the Secretary and Deputy Secretary of the Party Committees of the provincial Party agencies for the 2020-2025 and 2025-2030 terms. Accordingly, the Party Executive Committee consists of 19 comrades, the Party Standing Committee consists of 9 comrades. Comrade Pham Hoang Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council was appointed to join the Executive Committee, the Party Standing Committee and hold the position of Party Secretary; Comrade Duong Van Tien, member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, joined the Executive Committee, the Party Standing Committee and held the position of Standing Deputy Secretary of the Party Committee (concurrently); Comrade Hoang Anh Trung, member of the Provincial Party Committee, Secretary of the Party Committee of the Provincial Agencies Bloc, joined the Executive Committee, the Party Standing Committee and held the position of Deputy Secretary of the Party Committee (full-time).

The specialized agencies assisting the Party Committee include: the Organization Department, the Propaganda and Mass Mobilization Department; the Inspection Committee; and the Office. During the first days of operation of the new agency, the specialized agencies assisting the Party Committee quickly caught up with the new work, actively and proactively implementing the work contents.

Specifically, implementing the process of receiving and appointing deputy cadres of agencies, staff, and assistants of the Party Committee; moving the working headquarters to Building C, the Provincial Party Committee headquarters, and ensuring that the facilities do not interrupt the tasks. Since its establishment, 2 Party Committee Standing Committee Conferences and 1 Executive Committee Conference have been held to give opinions and decide on the contents of personnel work and draft documents.

PV: Dear comrade, what are the advantages and difficulties in the activities of the Party Committees of the provincial Party agencies under the new organizational structure?

Mr. Hoang Anh Trung: In just the last 2 months of 2024, since the Politburo and the Secretariat adopted a policy to summarize the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "On a number of issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently", the Party Committee of the Provincial Agencies Bloc (old) has seriously implemented the direction of the Politburo, the Secretariat, and the Provincial Party Committee, thoroughly grasping the principles and guiding viewpoints of "The Central Government sets an example, the localities respond", with the motto "running while lining up", "The Central Government does not wait for the localities, the provinces do not wait for the districts, the districts do not wait for the grassroots".

With the new model, new people, new organization, the initial workload is very large, initially there will be many difficulties. However, with the leadership and close direction of the Party Committees at all levels, the close coordination of relevant agencies and the efforts, solidarity, together with the newly established Provincial Party Committee, the Party apparatus of the Provincial Party agencies has soon stabilized the organization, operated effectively, efficiently, and in accordance with the functions and tasks prescribed by the Party.

PV: Along with perfecting the organization, building regulations and action plans, how has the Party Committee of the provincial Party agencies paid attention to directing the preparation for the organization of congresses of branches and affiliated Party committees towards the Party Congress of the provincial Party agencies for the 2025-2030 term, comrade?

Comrade Hoang Anh Trung: The Standing Committee, the Standing Committee of the Party Committee, the Party Executive Committee of the provincial Party agencies have focused on, led and directed the Party committees and affiliated Party organizations to closely follow Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party, Conclusion No. 118-KL/TW dated January 18, 2025 of the Politburo on adjusting and supplementing a number of contents of Directive No. 35-CT/TW and guiding documents of Thai Nguyen on organizing Party congresses at all levels.

Accordingly, the Party Executive Committee of the provincial Party agencies has issued Plan No. 02-KH/DU, dated February 28, 2025 on Party cell congresses, grassroots Party committees and Party Congresses of provincial Party agencies, towards the 21st Provincial Party Congress, term 2025 - 2030, ensuring quality and progress as required. In particular, special attention is paid to the preparation of documents and personnel for the congress. Strengthening internal political protection work, focusing on timely detection and handling of internal political issues.

For the congresses of branches and affiliated party committees, the Standing Committee of the Party Committees of the provincial Party agencies has led and directed the grassroots level to complete the organization of the congresses in March 2025. However, due to the Politburo's policy of merging some provincial-level administrative units, not organizing at the district level and continuing to merge commune-level administrative units, the organization of congresses of branches and affiliated party committees will be carried out after receiving specific instructions and guidance from the Central Committee.

In the process of reorganizing the Party organization, the Party Committee of the Provincial Party agencies currently has 17 Party organizations. Of which, 11 Party cells and grassroots Party organizations held 4-content congresses, 6 Party cells and grassroots Party organizations held 2-content congresses. The grassroots Party Committees have directed their subordinate Party cells to organize the congress for the 2025-2027 term to ensure solemnity, compliance with regulations, sufficient content and a successful congress.

In preparation for the 1st Provincial Party Congress of Party agencies for the 2025-2030 term, the Party Executive Committee has decided to establish subcommittees and subcommittee support teams. The subcommittees have developed plans, regulations and assigned specific tasks to each member. Document preparation is carried out in order, from the development of preliminary outlines and detailed outlines to compilation. The documents presented at the congress are completed on the basis of maximally absorbing the opinions of the members of the Party Committee Standing Committee before consulting with Party organizations and Party members.
