On October 13, after the welcoming ceremony, Prime Minister Pham Minh Chinh held talks with Chinese Premier Li Qiang, who is on an official visit to Vietnam.

China highly values ​​its relationship with Vietnam.

Prime Minister Pham Minh Chinh welcomed Prime Minister Li Qiang's official visit to Vietnam; this is also the first visit in 11 years by a Chinese Premier. Prime Minister Pham Minh Chinh affirmed that Vietnam always attaches importance to consolidating and developing friendly and cooperative relations with China, considering this a consistent policy, an objective requirement, a strategic choice and a top priority in Vietnam's foreign policy.

Prime Minister Li Qiang emphasized that China highly values ​​its relationship with Vietnam and always considers Vietnam a priority in its neighboring foreign policy.

The two Prime Ministers expressed their delight at the important and encouraging results in the friendship and cooperation between the two countries in recent times, including strengthened political trust and close exchanges and contacts at high and all levels.

Strategic connectivity, especially transport connectivity, is accelerated. Substantive cooperation in various fields has achieved concrete results with bilateral trade turnover increasing by 21.9% in the first 9 months of 2024. Tourism cooperation has strongly recovered, with the number of Chinese tourists to Vietnam in the first 9 months of 2024 reaching 2.7 million, exceeding the total number of the whole year of 2023. Cooperation between localities has taken place vigorously, with closer and more effective multilateral coordination.

Regarding cooperation in the coming time, the two Prime Ministers agreed to effectively implement the common perceptions of the top leaders of the two parties and countries; continue to strengthen political trust, maintain regular meetings at high and all levels; promote exchange and cooperation mechanisms, especially in the fields of diplomacy - defense - public security.

Promote substantive cooperation in key areas, enhance people-to-people exchanges, consolidate a solid social foundation for the development of Vietnam-China relations; continue to closely cooperate and support each other in multilateral mechanisms and forums; cooperate to effectively manage land borders.

Promote cooperation in many fields

At the talks, the two Prime Ministers officially announced the official operation of the Ban Gioc (Vietnam) - Detian (China) waterfall landscape area from October 15.

Regarding transport connectivity, Prime Minister Pham Minh Chinh suggested that the two sides coordinate to effectively implement signed documents on railway cooperation, cooperate in developing the modern railway industry, provide preferential loans, transfer technology, and support Vietnam in training human resources to deploy three standard gauge railway routes connecting northern localities of Vietnam with China, including: Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi, Mong Cai - Ha Long - Hai Phong.

Regarding investment cooperation, the Prime Minister suggested that the two sides cooperate to implement large-scale, high-tech projects that are symbolic of bilateral relations in areas where China has strengths and Vietnam has needs, such as renewable energy, supporting industries, electric cars, international financial centers, free trade zones, smart cities, digital economy, green economy, and circular economy.

Prime Minister Pham Minh Chinh also suggested that the two sides promote cooperation in finance and banking, science and technology, education, culture, tourism, environment, and increase sharing of meteorological, hydrological, and water resources data on cross-border rivers.

Cooperate in managing and sustainably and effectively using the Mekong-Lancang water resources; effectively implement scholarships for Vietnamese students studying abroad; create conditions for Vietnam to soon establish a Cultural Center in Beijing; jointly develop a master plan to implement the Vietnam-China Cultural Exchange Year 2025. Promote stronger recovery of tourism cooperation, create conditions for Vietnamese airlines to extend and supplement take-off and landing times at Chinese airports.

Prime Minister Li Qiang affirmed his readiness to work with Vietnam to strengthen the political foundation, deepen substantive cooperation, continue to further open the market for Vietnamese goods, especially high-quality agricultural and aquatic products and fruits, coordinate to create favorable conditions for quarantine and customs clearance of goods, and stand ready to coordinate to promote the resolution of policy problems, so that the trade relations between the two countries continue to grow sustainably and achieve new results.

The two sides exchanged sincere and frank opinions on maritime issues, agreed to continue to strictly implement high-level common perceptions, properly control disagreements, actively seek fundamental and long-term solutions acceptable to both sides in accordance with the Agreement on guiding principles for resolving maritime issues between Vietnam and China, international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), not to take actions that complicate the situation, and jointly maintain stability at sea; effectively implement negotiation mechanisms on maritime issues, actively carry out cooperation in less sensitive areas and search and rescue cooperation at sea.

Prime Minister Pham Minh Chinh suggested that both sides respect each other's legitimate and legal rights and interests and resolve disputes and disagreements by peaceful means, in accordance with international law, especially UNCLOS 1982; properly handle the issue of fishing vessels and fishermen in accordance with the friendly relations between the two countries, and not let the East Sea issue affect political trust between the two sides and hurt the feelings and trust of the people of the two countries.

At the end of the talks, the two Prime Ministers witnessed the exchange of 10 cooperation documents in the fields of transport connectivity, customs, people's livelihood, education, agricultural trade, press and media, banking, etc.

Three proposals to promote bilateral cooperation

On the same day, National Assembly Chairman Tran Thanh Man met with Chinese Prime Minister Li Qiang.

National Assembly Chairman Tran Thanh Man emphasized that Prime Minister Li Qiang’s visit is of great significance in the context of the relationship between the two parties and countries of Vietnam and China entering a new phase of promoting the building of a Community of Shared Future of strategic significance. Thereby, it contributes to maintaining regular high-level strategic exchanges, promoting the concretization of common perceptions and implementing documents signed during the mutual visits of high-ranking leaders of the two sides in recent times, adding new development momentum to bilateral relations, including cooperation between the Vietnamese National Assembly and the National People’s Congress of China.

Regarding parliamentary cooperation, the Vietnamese National Assembly and the Chinese National People's Congress continue to promote their legislative and supervisory roles in promoting bilateral relations, and promote the exchange of experiences in perfecting institutions and building a socialist rule-of-law state under the leadership of the Party.

At the meeting, Prime Minister Li Qiang made three proposals to promote exchanges and cooperation between the two sides in the coming time.

One is to maintain regular strategic exchanges between senior leaders of the two parties and two countries, to promptly discuss major strategic issues in bilateral relations and regional and international issues; to ensure strategic guidance for building a Community of Shared Future between the two countries.

Second, expand exchanges and cooperation between the two countries' legislative bodies; effectively implement the cooperation mechanism between the National People's Congress of China and the National Assembly of Vietnam; welcome National Assembly Chairman Tran Thanh Man to visit China to enhance exchanges between the two countries' legislative bodies.

Third, strengthen the public opinion foundation for bilateral relations, organize well the activities of the Vietnam-China Cultural Exchange Year 2025, and tell the story of friendship between the people of the two countries.

Vietnamese and Chinese businesses will connect and complement each other.

On the afternoon of October 13, Prime Minister Pham Minh Chinh and Chinese Prime Minister Li Qiang attended the Vietnam - China Business Dialogue.

Speaking at the seminar, Prime Minister Pham Minh Chinh said that sustainable economic development cooperation is one of the key factors to further strengthen the cooperative and friendly relations between the two close neighboring countries. The Prime Minister said that in recent times, the Vietnamese and Chinese business communities have contributed to making economic, trade and investment cooperation a bright spot and an important pillar in the relationship between the two countries.

However, investment projects of Chinese enterprises are not yet commensurate with the good relations between the two countries; with different potentials, outstanding opportunities, competitive advantages and especially the role, position and scale of Chinese enterprises. From there, Prime Minister Pham Minh Chinh suggested that enterprises of the two countries continue to contribute so that the two countries, which are already closely connected, will become closer, that they are already united, will become more united, that they trust, will become more trusted, that they are already effective, will become more effective, together promote growth, and support the two governments in achieving the socio-economic goals set.

The Prime Minister also asked the Chinese side to support and create conditions for Vietnamese enterprises to participate in the value chain and supply chain of Chinese corporations and enterprises; continue to facilitate the increase of bilateral trade; expand the import of Vietnamese goods and agricultural and aquatic products. At the same time, he hoped and believed that businesses of the two countries would be more closely connected, to match the stature, significance and sentiment in the relationship between the two parties, the two countries and the two peoples of Vietnam and China.

Chinese Premier Li Qiang agreed on the two governments’ support for businesses in both countries. At the same time, he suggested that both sides continuously consolidate and complement each other’s strengths. Each side has its own special strengths in terms of resources and industry structure, and has a need to complement each other in the long term.
