Towards the goal of expanding the social safety net

Sustainable development of participants in Social Insurance (SI) and Health Insurance (HI) is a key task in ensuring social security in the province. In order to increase the coverage of SI and HI, contributing to expanding the social security network to all people, in recent times, with the attention and close direction of Party committees and authorities at all levels, the provincial Social Insurance has made efforts to implement many solutions, innovate, create and be flexible in mobilizing and developing participants and achieved many positive results.

The provincial Social Insurance launched a campaign to promote and mobilize people to participate in social insurance and health insurance.

Raising public awareness

When participating in health insurance, people will have 80%-100% of the cost of medical examination and treatment covered by the health insurance fund. In many cases, health insurance participants will have their medical examination and treatment costs significantly reduced, especially in case of accidents or long-term illness. With a health insurance card, patients with difficult economic conditions will receive timely medical examination and treatment and better medical care. The health insurance fund is currently paying for thousands of medicines and medical services. Participating in health insurance will help share risks with patients, demonstrate the spirit of mutual love, mutual assistance, and responsibility to the community, contributing to ensuring social security.

People's awareness of health insurance is increasingly enhanced. In addition to the groups of subjects participating in social insurance and health insurance, which are fully or partially supported by the state budget, people have proactively and actively participated in family health insurance to prevent risks and diseases. The social insurance and health sectors have enhanced digital transformation in professional activities, reformed and minimized administrative procedures, ensuring the rights of health insurance participants. Since 2017, the health insurance appraisal information system has been deployed nationwide.

Since 2020, the VssID-BHXH digital application has been launched, marking a period of strong digital transformation of the social insurance industry. From here, health insurance participants who register and have their VssID accounts approved can proactively look up information about their health insurance cards, benefits, initial medical examination and treatment locations, health insurance card expiration dates, and their own health insurance medical examination and treatment books. At the same time, they can use the health insurance card image on the application when going to health insurance medical examination and treatment without using a paper card. The number of people using health insurance medical examination and treatment increased from 39,064 in 2009 to 2,354,157 in 2023. By the end of June 2024, the whole province had 247,683 people participating in social insurance, with a health insurance coverage rate of 90.9%.

In order to contribute to expanding the social security network for people, spreading humane policies and improving the coverage of social insurance and health insurance, extending the social security "bridge", Cam Khe District Social Security has promoted propaganda work, creating opportunities for people to access, participate in and enjoy policies.

Comrade Nguyen Duc Xuan - Director of Cam Khe District Social Insurance said: “From the beginning of 2024, the district Social Insurance has proposed many specific solutions, in which the assigned staff have made efforts in their work, checked, urged collection, made working minutes to confirm monthly debts and required the unit to commit to paying social insurance, health insurance, and unemployment insurance (BHTN). Regularly propagandize for employers and employees to understand that debt of social insurance, health insurance, and unemployment insurance will affect the rights of employees. In particular, medical facilities in the district focus on improving the quality of medical examination and treatment to ensure the rights of people with health insurance cards. By the end of June 2024, the health insurance coverage rate in Cam Khe district reached 92%.

Expanding the social safety net

Identifying health insurance as an important policy in the social security system, helping to take care of people's health, Tan Son district has focused on implementing many solutions to develop health insurance participants, towards the goal of universal health insurance. With the motto "going to every alley, knocking on every door", the district Social Insurance has coordinated with functional agencies and local authorities to actively visit each household to propagate and mobilize, helping people understand the practical benefits of participating in health insurance as well as the humanity of health insurance as a form of insurance to take care of people's health without profit purposes... Thanks to that, the health insurance coverage rate of Tan Son district by the end of June 2024 reached 92.3%.

Comrade Mai Quy Long - Director of Tan Son District Social Insurance shared: To achieve the goal of reaching 95.75% health insurance coverage rate by the end of 2024, in the coming time, Tan Son District Social Insurance will continue to coordinate with functional agencies to promote propaganda work, expand the network of collection service organizations, creating favorable conditions for people to easily participate and enjoy health insurance regimes and policies.

With the goal of ensuring social security, since 2020, the provincial Social Insurance has mobilized social resources to join hands and contribute to giving social insurance and health insurance books to people in difficult circumstances in the area. After 4 years of implementation (2020 - 2023), the program has had a strong influence, receiving the consensus and support of branches and party committees under the Provincial Party Committee of Agencies, the Cultural - Social Emulation Bloc, the Health Sector Trade Union, the business community, agencies and units inside and outside the sector. Accumulated from 2020 - 2023, the whole province has awarded 336 social insurance books, 51,551 health insurance cards with a total value of over 7.64 billion VND. At the program "Leaving no one behind" held in early August, sponsors presented 19 social insurance books and 1,932 health insurance cards to people in difficult circumstances in the province.

According to comrade Tran Xuan Long - Director of the Provincial Social Insurance, as the agency implementing the social insurance and health insurance policies in the area, the Provincial Social Insurance hopes to continue to receive support and companionship from agencies, organizations, businesses and individuals to practically help people have the opportunity to participate in social insurance and health insurance, enjoy retirement benefits, and receive health care from the State's health insurance fund.

In 2024, the province strives to have a health insurance coverage rate of 94%. The provincial Social Insurance continues to focus resources on developing social insurance and health insurance participants to increase the coverage rate, towards the goal of social insurance and health insurance for all people; taking advantage of the attention and leadership of the Provincial Party Committee, People's Council, Provincial People's Committee, Vietnam Social Insurance, and local authorities; closely coordinating with relevant departments, branches, sectors and units; developing action plans and programs to specify the goals to effectively implement assigned targets and plans.

Along with that, continue to promote administrative procedure reform, electronic transactions; manage and use electronic documents in the social insurance agency system and on the Government's interconnection axis. Promote in-depth and wide communication about the meaning, role, benefits, and humanity of the health insurance policy, especially family health insurance, and the rights of people with health insurance cards when going to medical examination and treatment. Strengthen the organization of conferences for potential customers participating in voluntary social insurance and family health insurance; launch propaganda and develop voluntary social insurance and family health insurance participants in the province; coordinate with the Department of Health and medical examination and treatment facilities to improve the quality of health insurance examination and treatment, thoroughly resolve difficulties and problems; create conditions for people to access and enjoy the humane social insurance and health insurance policies of the Party and State, contributing to the implementation of the goal of social insurance and health insurance for all people, ensuring social security...
