Information from the People's Committee of Binh Duong province said that Mr. Vo Van Minh, Chairman of the Provincial People's Committee, has just chaired a meeting to discuss solutions to handle difficulties of petroleum retail businesses.

Reporting at the meeting, Mr. Nguyen Thanh Toan, Director of Binh Duong Department of Industry and Trade, said that in the province, there are currently 74 gas stations that are temporarily closed due to not meeting the conditions for retailing gas.
"Mainly because the stores have not met the fire prevention and fighting safety requirements and have not met the safety distances as prescribed. In addition, some gas stations have not changed the land use purpose to commercial and service land as prescribed," said Mr. Toan.
According to the leader of Binh Duong Department of Industry and Trade, the fact that many gas stations have stopped operating has caused some difficulties for people and businesses in refueling to serve their travel needs.
To remove difficulties for businesses, the Department has sent a document requesting the Provincial Police to provide solutions to guide businesses to speed up the progress of design approval and fire safety acceptance for retail gasoline stores when businesses submit documents.
"The Department has also compiled a list of gas stations that have not changed their land use purposes, along with documents on investment and construction... and sent them to the Department of Planning and Investment and the Department of Natural Resources and Environment for consideration and comments on investment policies when carrying out procedures to change land use purposes for each specific case," Mr. Toan informed.
At the meeting, the Chairman of Binh Duong Provincial People's Committee requested two relevant departments to review and issue certificates of land use conversion to commercial and service land to ensure compliance with regulations. The Department of Industry and Trade coordinated with the Provincial Police to guide and support business households to complete fire prevention and fighting conditions.
Regarding the implementation of fire prevention and fighting regulations, 7 associations have recently sent a document to the Government and ministries and branches, reflecting the difficulties when legal documents and fire prevention and fighting standards have been continuously issued and amended recently.
During the implementation and practical application, many difficulties and shortcomings have arisen, increasing time and costs many times over and directly affecting the production and business activities of enterprises. As a result, many enterprises have had to temporarily suspend operations and thousands of newly built or renovated factories cannot be put into operation.
Faced with that situation, businesses have proposed to resolve some issues such as quickly announcing and licensing many products that meet fire prevention standards so that businesses have a basis to choose suitable products.
At the same time, the Government should quickly socialize the inspection, approval, and acceptance of fire prevention and fighting work to speed up the review of documents, put projects into production and business, and create products for society.
