The training took place from December 11 to December 17, organized online at 76 locations nationwide, with the participation of 3,591 officials working at the Ministry of Education and Training, 63 Departments of Education and Training, 12 higher education institutions, and lecturers and teachers nationwide.
The training program is one of the activities to realize the Memorandum of Understanding (MOU) between the Ministry of Education and Training of Vietnam and the Educational Testing Service of the United States (ETS) signed in September 2022 during the visit and working session of Minister Nguyen Kim Son in the United States.

Including the content of improving the capacity of testing work for the Vietnamese education sector, especially National Exams.
The professional training program on testing, coordinated by the Ministry of Education and Training and ETS, is expected to last for 7 training sessions, aiming to exchange, learn and improve testing capacity, train and coach the process of building test question banks for those working in testing at the Ministry of Education and Training, Departments of Education and Training and a number of universities and colleges.
Building a team of cadres, civil servants, teachers, lecturers, and experts with professional and technical capacity and understanding of the process of building a question bank and creating exam questions to serve the organization of exams, especially the High School Graduation Exam from 2025 according to the exam and assessment innovation roadmap of the education sector of Vietnam.
The 7 training sessions will focus on the following contents: Questions and answers about Vietnam's national high school graduation exam; overview of psychometric concepts; ETS's quality and fairness standards; evidence-centered test design methods; test development methods; writing multiple-choice questions; assessing question quality; test creation models from test question banks.
Speaking at the opening of the training course, Deputy Minister of Education and Training Pham Ngoc Thuong said: Testing, evaluation and more broadly, testing are very important tasks for education and training to assess the output of learners, thereby assessing management and teaching. With such importance, over the years, the Ministry of Education and Training has paid great attention to testing.
From 2025, the examination work in general, including the high school graduation exam, will have some important new points, that is, the exam will be organized according to the new general education program - the 2018 General Education Program with the requirement to assess the learners' capacity. Therefore, from now on, the Ministry of Education and Training has prepared all the conditions in terms of staff, program, content... for the examination work to serve the organization of the high school graduation exam from 2025.
With the presence of 76 connecting points and more than 3,500 participating members, the Deputy Minister assessed that this was a very large-scale training session with very important significance for immediate and long-term work.
In order for the training course to be successful and meet the requirements, the Deputy Minister requested that the participants pay attention and grasp the best information and knowledge that the experts impart. Actively exchange, discuss, and raise difficulties and unclear issues.
After the training, cadres, lecturers and teachers must use the process of self-training, self-improvement and information exchange in many different ways to consolidate and improve their expertise and professionalism in testing work.
At the same time, continue to participate in a number of other training courses with the aim of having a team of examiners from the grassroots level, from high schools to colleges, universities, etc. to help improve the quality of national exams.
Speaking at the training, Mr. Amit Sevak, Executive Director of the Educational Testing Service (ETS), expressed his honor to accompany the Vietnamese Ministry of Education and Training in the training program to support testing expertise for Vietnamese officials, lecturers and teachers. This is the training course with the largest number of participants that ETS has ever organized in Vietnam.
Mr. Amit Sevak said that in the coming years, ETS will continue to coordinate with the Ministry of Education and Training to support the improvement of testing quality on a large scale.
