The 3rd Conference of the Red River Delta Coordination Council

On the morning of May 9, Comrade Pham Minh Chinh, Politburo member, Prime Minister, Chairman of the Red River Delta Coordination Council chaired the 3rd conference to announce the Red River Delta Planning for the 2021-2030 period, with a vision to 2050.

Attending the conference were comrade Dinh Tien Dung, Politburo member, Secretary of the Hanoi Party Committee; comrades Vice Chairmen of the Red River Delta Coordination Council; leaders of central ministries, branches and localities in the Red River Delta.

Delegates focused on evaluating the results after 1 year of implementing Resolution No. 30-NQ/TW of the Politburo and Resolution No. 14/NQ-CP of the Government; evaluating the implementation of key projects connecting regions and sectors in the region; proposing strategic breakthroughs; clearly identifying priorities for mobilizing and allocating resources; analyzing challenges, tasks, solutions, and specific key tasks that need to be implemented to effectively implement the resolutions of the Politburo, the Government, and the Red River Delta Regional Planning.

Speaking at the conference, Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, said: In recent times, Thai Binh province has proactively and actively coordinated with central ministries, branches and localities in the region to perform the tasks of the Council members; at the same time, set out specific goals and tasks, and implementation solutions suitable to the local situation to contribute to the successful implementation of Resolution No. 30-NQ/TW of the Politburo and Resolution No. 14/NQ-CP of the Government. Along with that, in order to effectively implement the contents of the Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister, from the beginning of 2024, the province has focused on directing the urgent development of a plan to implement the Provincial Planning; Promote the dissemination of the core and important contents of the Plan to all levels, sectors, business communities and people in the province to create consensus and unity in awareness and action in implementation.

The Standing Vice Chairman of the Provincial People's Committee also requested the Red River Delta Coordination Council to soon issue a program, action plan and orientation for regional development cooperation in 2024. Promote the activities of the Council as well as strengthen coordination and cooperation between central ministries, branches and localities in the region; focus on building and perfecting specific mechanisms and policies to promote regional development. Propose support from the central budget to implement major programs and projects, in which priority is given to investment in completing infrastructure, especially connecting traffic infrastructure to promote regional and inter-regional connectivity development.

Concluding the conference, Prime Minister Pham Minh Chinh commended and highly appreciated the contributions of the Red River Delta to the overall socio-economic development of the country; at the same time, pointed out the shortcomings, limitations, difficulties and challenges in the development of the Red River Delta in the current period.

To effectively implement the Red River Delta Regional Planning, the Prime Minister requested that the implementation of the Planning and socio-economic development of the region must be connected, breakthrough, inclusive, comprehensive, sustainable, and traditional; ensure scientific, methodical, focused, and key points; closely follow the Party's guidelines, policies, and laws of the State, especially the Resolution of the 13th National Party Congress, Resolution No. 30-NQ/TW of the Politburo as well as closely follow the reality, needs, and legitimate aspirations of the people and businesses. Ensure strict and synchronous compliance with the planning, in accordance with the overall planning of the country, sectors, fields, regions, and localities. Ensure the effectiveness of regional coordination and linkage; ensure energy security, food security, and water security. Ensure close combination between socio-economic development and strengthening national defense and security of borders, seas, and islands, maintaining political stability and social order and safety.

Localities in the Red River Delta continue to mobilize and effectively use all resources; harmoniously and effectively combine internal and external resources, in which state resources play a role in activating and leading social resources. Promote in-depth economic development towards industrialization, modernization, strong application of science and technology, startups, innovation, digital transformation, green transformation, development of circular economy, sharing economy. Develop a synchronous and modern infrastructure system associated with a reasonable, effective, unified spatial organization, linking intra-regional, inter-regional, regional and international. Focus on information and communication work so that people understand, grasp, support and follow.

The Prime Minister requested the Regional Coordination Council to seriously and resolutely implement Resolution No. 30-NQ/TW of the Politburo; the targets, groups of specific tasks and solutions in the Government's Action Program and the Council's conclusions. The implementation must be effective, substantive, not formal, with linkage and connection between the Red River Delta and neighboring regions. Continue to promote the role of local leaders, Council members and provincial levels, focus on directing, urging and guiding the implementation of assigned tasks and solutions, promptly removing difficulties and obstacles that arise. Proactively research and propose specific institutions, mechanisms and policies to promote linkage and regional development, promote potentials, distinct opportunities and competitive advantages of the region. At the same time, build regional linkage mechanisms and policies, and assign tasks among localities; Strengthening local management and implementation capacity, creating a harmonious relationship of interests between each locality and the region.

Prime Minister Pham Minh Chinh requested ministries, branches and localities to coordinate with the Ministry of Planning and Investment in organizing the supervision and inspection of the implementation of regional planning; regularly review, review, draw experience, supplement and report to competent authorities to adjust the Planning to suit the actual situation; coordinate, support effectively and promptly remove difficulties for the region and provinces and cities in the region to promote combined strength in implementing the Planning.

Within the framework of the conference, Prime Minister Pham Minh Chinh and leaders of the Ministry of Planning and Investment presented the Prime Minister's decision approving the Planning to leaders of provinces and cities in the Red River Delta.
