The conference listened to the Central Report of Associate Professor, Dr. Architect Nguyen Hong Thuc, Hanoi National University with the theme "On the Millennium Heritage City - the development of the continuation of the values ​​of the world cultural and natural heritage of Trang An - Hoa Lu Ancient Capital, Ninh Binh Province". Accordingly, the Central Report raised the core issues: Legal basis; Value of the Millennium Heritage ecosystem; Continuation of development; Millennium Heritage City as a driving force for the future development of Ninh Binh Province; Development economy and Heritage economy.

Associate Professor, Dr. Architect Nguyen Hong Thuc, Hanoi National University presented the Central Report with the theme "On the Millennium Heritage City - the development following the values ​​of the World Cultural and Natural Heritage Trang An - Hoa Lu Ancient Capital, Ninh Binh Province".

With a scientific approach to the millennium ecosystem including: Natural ecosystem and cultural ecosystem that have existed for many millennia, Associate Professor, Dr. Architect Nguyen Hong Thuc stated the point of view: Trang An - Ninh Binh World Cultural and Natural Heritage is a mixed World Heritage, meeting the overall core contents of the millennium heritage ecosystem, with enough foundation and scientific value to develop the Trang An millennium heritage ecosystem into urban organization and contemporary life. It is even more special when Hoa Lu Ancient Capital is recognized as a World Heritage, playing a great role and meaning of sovereignty and cultural identity for the country, bringing a sense of national pride, promoting national sovereignty. The dual world heritage gives Ninh Binh a different development position compared to Hoi An, Hue and other locations around the world. Our task is to seriously study international and Vietnamese theories and practices to solve the problem posed for Ninh Binh's "heritage rice pot" in the context of global uncertainty and Vietnam's tendency to overcome the middle-income trap.

Associate Professor, Dr. Architect Nguyen Hong Thuc also pointed out: In the world, there are only 27 mixed dual millennium world heritages, and only 3 heritages have similar conditions to Nature - Ancient Citadel as in the case of Trang An Ninh Binh Cultural - Natural World Heritage. Therefore, the Trang An heritage ecosystem has attractive value and becomes a global destination, or a representative location of the local community as a unique brand. At the same time, the Heritage is included in the Development Strategy as a cultural - social - economic driving force through (development model, heritage site or heritage city) of the creative economic system for sustainable development.

The core issues for the Millennium Heritage City of Trang An - Hoa Lu were presented in the Central Report with very important and necessary contents to build the content and space, symbols and images for the Millennium Heritage City of Hoa Lu with new values, shaping a breakthrough development strategy, forming a smart and sustainable Heritage City.

After the Central Report, the conference listened to reports and opinions of experts, scientists, and managers with depth, perspective, and multi-disciplinary, multi-dimensional research approaches to discuss and research specific policies for building millennium heritage cities, building and developing Ninh Binh province to 2035, with a vision to 2050.

In particular, Dr. Pham Tuan Anh, Director of the Binh Duong Province Smart City Office, proposed solutions to build heritage cities integrated with smart cities, using virtual reality technology to preserve and revive historical relics.

Ms. Pham Thi Thanh Huong, Head of the Cultural Department, UNESCO Office in Hanoi, raised the concept of historical landscape urban areas, the problem of balance between conservation and development, and called for attention so that heritage is not forgotten or neglected. She called for clear mechanisms and policies in the design, management, and fair sharing of benefits in heritage. "We need to strengthen the review of regulations and guidelines on heritage conservation, especially the management of housing construction in local communities. When we manage well, we will be confident in proposing development projects."

Prof. Dr. Nguyen Quang Ngoc, Vice President of the Vietnam Historical Science Association, suggested some criteria to identify heritage cities; maximally expand urban archaeology to restore and revive the entire Hoa Lu Citadel during the Dai Viet period.

According to Dr. Architect Tran Quoc Thai, Director of the Department of Urban Development (Ministry of Construction), Ninh Binh needs to link urban development with the preservation and development of cultural heritage associated with the knowledge economy and the sharing economy. How to improve the efficiency of exploiting cultural tourism.

Associate Professor, Dr. Nguyen Thi Thu Phuong, Director of the National Institute of Culture and Arts (Ministry of Culture, Sports and Tourism) emphasized: Discussing millennium heritage, it is necessary to clarify the concept and criteria of millennium heritage that Ninh Binh needs to pursue. Therefore, it is necessary to clarify the content of millennium heritage urban areas to serve as a basis for building criteria to participate in the creative city network.

Speaking at the conference, comrade Nguyen Tuong Van, Deputy Minister of Construction, affirmed: Ninh Binh's choice to develop heritage urban areas at the present time is correct, accurate and suitable for reality. Previously, from a professional perspective, we often approached urban areas from angles such as location, area size, population... and the role of that urban area to the region and the country will determine the importance of the urban area. Here, located in the Red River Delta, we often only talk about large urban areas such as Hanoi, Quang Ninh, Hai Phong, so Ninh Binh is rarely mentioned. However, when approached from a heritage perspective, Ninh Binh has outstanding opportunities, competitive advantages, and different potential. Heritage is the driving force and new potential for Ninh Binh to develop urban areas.

In his concluding remarks at the conference, Secretary of the Provincial Party Committee Doan Minh Huan highly appreciated the opinions and suggestions of researchers, experts, scientists and managers at the conference. He also emphasized that the millennium heritage city here is not simply understood as a thousand-year-old city but is an ancient city associated with the Dai Co Viet state - the first centralized feudal state of Vietnam in the 10th century.

Comrade Secretary of the Provincial Party Committee Doan Minh Huan delivered a concluding speech at the conference.

Research on Hoa Lu pre-history shows that this capital city had the nature of a trading center, developing a commercial port and a market town, so Dinh Tien Hoang chose this as the capital. After the Ly dynasty moved the capital to Thang Long, this place adapted to the process of ruralization but still had a strong vitality, not broken, this shows the timeless value of a thousand-year-old city. However, with the current rapid urbanization speed, in 10 years we will no longer find the image of a pure Vietnamese countryside, let alone the story of the heritage of a thousand years ago. From that awareness, we need to identify and have appropriate behavior towards the heritage.

The Provincial Party Secretary assessed: In terms of content, scientists have contributed many opinions referring to aspects of heritage values ​​in terms of nature, culture, people, functions of heritage cities, especially the conservation and preservation functions of heritage cities. From heritage to assets through the public-private partnership management method, Ninh Binh is a typical example.

In terms of function, Hoa Lu Millennium Heritage Urban Area will develop in the direction of an urban area that supplements the functions of compact urban areas that have developed beyond the threshold, providing the lacking services of compact urban areas, forming a network of cultural industries, ecosystems, and environment; connecting the past - present - future; linking space, nurturing and promoting the dissemination of ecological values ​​that are being eroded and threatened in compact urban areas.

Regarding the orientation to ensure a reasonable economic structure, taking tourism and services as the spearhead economic sectors, developing agriculture in the direction of ecological agriculture, green agriculture serving tourism, automobile industry, supporting industry, high technology, not to threaten the ecological environment.

Emphasizing the restructuring of territorial units without destroying the heritage urban character, the Provincial Party Secretary directed: After arranging and merging administrative units at district and commune levels, Hoa Lu - Ninh Binh will be built into a millennium heritage urban area, within the common goal of bringing Ninh Binh province to basically meet the criteria of a centrally-run city by 2030.

Regarding some issues raised about macro-policy institutions, the Secretary of the Ninh Binh Provincial Party Committee proposed that the Ministry of Construction innovate in the way of classifying and shaping urban areas. After forming a heritage urban area, Ninh Binh wishes to integrate with the network of heritage urban areas at home and abroad, promoting the creation of specific mechanisms. In the coming time, the province will focus on building an analytical framework for heritage urban areas and an action plan.
