The Ninh Thuan DDCI Index in 2023 includes 9 component indexes such as: transparency and access to information, time costs, informal costs, fair competition, business support services, legal institutions, the role of the leader, dynamism and effectiveness of the system, access to land and stability in land use; an increase of 1 component index compared to 2019 - 2022. The subjects participating in the DDCI assessment in 2023 include 27 provincial-level agencies and units and 7 districts and cities. As a result, for the block of departments, branches and sectors, the median score in 2023 reached 72.58 points, a decrease of 7.14 points compared to 2022; the gap between the leading unit and the bottom unit narrowed to 18.5 points, a decrease of 4.52 points compared to 2022; The top 3 units in the department, branch and sector are the Department of Home Affairs, the Department of Science and Technology, and the Office of the Provincial People's Committee. For the district and city sector, the median score in 2023 reached 71.83 points, down 4.99 points compared to 2022; the gap between the top and bottom units reached 15.82 points, narrowing by 2.38 points compared to 2022; the top 2 units in the local sector are Ninh Hai district and Ninh Son district. In terms of score improvement, 2/9 DDCI component indices improved compared to 2022, including the "Equal Competition" index (up 0.35 points) and the "Legal Institutions" index (up 0.32 points). The business community highly appreciated the efforts to improve the sense of responsibility and determination in leadership, direction and operation of the leaders. State management agencies are increasingly dynamic, pioneering, responsible in their work, and capable of effectively solving practical problems in the province's economic development. According to the announcement of the DDCI index results in 2023, businesses in the province are more optimistic about their business prospects compared to 2022; of which 31.59% of businesses expect to increase, 11.93% of businesses are confident in their plans to expand operations in 2024; 48.49% of businesses are able to maintain their scale (the highest in 4 years of conducting the DDCI survey).

Speaking at the conference, Mr. Phan Tan Canh, Vice Chairman of the Provincial People's Committee, emphasized the role of the DDCI index, thereby requesting agencies, units and localities to continue to review and re-evaluate the quality of management; promote the responsibility of leaders in implementing the indexes, especially the index of business support services, informal costs, fair competition, land access and stability in land use; develop a plan to implement the emulation movement to complete the socio-economic development targets and goals in 2023; in which improving the investment and business environment and enhancing competitiveness are important and key solutions. The Vice Chairman of the Provincial People's Committee also requested the Provincial Industrial Park Management Board, the Business Association, the Young Entrepreneurs Association, and the Tourism Association to step up information and propaganda about the policies, efforts and solutions of the provincial government in accompanying the business community. We hope that businesses will promptly report to agencies, units, localities, cadres, civil servants and public employees who cause trouble and harassment in the process of handling administrative procedures and work related to businesses so that the Provincial People's Committee can rectify and handle them, contributing to improving the investment and business environment and raising the DDCI index in the province.
On this occasion, the Provincial People's Committee awarded certificates of merit to 5 collectives and 6 individuals with outstanding achievements in implementing the Ninh Thuan DDCI Index in 2023.
