STUDENTS JUST FINISHED STUDY, GENERAL DEPARTMENT RECOMMENDS TEMPORARY SUSPENSION?

In 2019, Vietnam - Korea Industrial Technical College (abbreviated as Vietnam - Korea College) and Nghe An College of Tourism and Commerce signed a contract with the General Department of Vocational Education (Ministry of Labor, Invalids and Social Affairs) to train 64 students under the pilot training program at college level for 22 key international occupations.

When participating in this pilot training, schools are trained to improve teachers, receive programs, and are invested in training facilities according to German standards. Qualified graduates are granted 2 degrees according to German and Vietnamese regulations, meeting the demand for high-quality labor and can work in Germany.

Two classes at Vietnam - Korea College are trained in two majors: mechanical equipment maintenance and automotive technology (32 students); at Nghe An College of Tourism and Commerce, they are trained in two majors: reception management and food processing technology (32 students). The training program at Nghe An College of Tourism and Commerce was completed in October 2022 and at Vietnam - Korea College was also completed in April 2023. However, up to now, these classes have not yet taken their graduation exams.

Mr. Bui Gia Ly (residing in Tan Ky District, Nghe An), a parent whose child has studied this program at the Vietnam - Korea College, said that he attended the opening day. The school leaders announced that this is a joint class with Germany. In addition to vocational training, students can also study German for free and after graduation, they will be awarded 2 degrees: a vocational college degree issued by Germany and a vocational college degree issued by the school. Students will also receive a B1 German proficiency certificate and will have the opportunity to work abroad.

"During nearly 4 years of study, the school organized meetings with parents and reiterated those commitments. According to the schedule, students will take the graduation exam in April 2023, but nearly a year has passed. We have met with school leaders many times to ask but still do not know the date," said Mr. Ly.

The Ministry of Labor, Invalids and Social Affairs urgently presides over and coordinates with relevant agencies to review the overall implementation of the project, clarify existing problems and difficulties to promptly and proactively handle them according to authority and regulations, and minimize negative impacts on teaching, training and international cooperation.

After a long wait, these students only received a certificate of completion of the program. Similar to Mr. Ly, many other parents were also upset when their children had completed the program but did not know the date to receive their graduation certificate to find a job. According to the signed contract, the training period for this program is 3.5 years. To train 32 students, the Vietnam - Korea College was committed by the General Department of Vocational Education to pay nearly 6.4 billion VND from the budget. However, during the course of study, students still have to pay about 10 million VND in tuition fees each year to receive a degree from the school.

Mr. Ho Van Dam, Principal of Vietnam - Korea College, said that the school has done a good job of training as per the signed contract, with close supervision from German experts. The school has organized a mock exam, the results of the students are very good. However, when the training program was just finished, the General Department of Vocational Education proposed to suspend it. The school still has to pay most of the training costs in advance, and the General Department of Vocational Education has only paid the school a small amount compared to the contract.

I DON'T KNOW WHAT THE TEST DAY IS

This pilot vocational training program was signed by the General Department of Vocational Education with 42 colleges nationwide for vocational training. At Nghe An College of Tourism and Commerce, after the training program was completed in October 2022, the school was preparing to organize the graduation exam for these 32 students but was suspended, and it is not known when the exam will be held.

On March 17, 2023, the General Department of Vocational Education sent a document to schools to seek their opinions on the suspension of this training program. Accordingly, this agency stated the reason that "during the process of organizing pilot training for 22 occupations transferred from Germany, some difficulties and problems arose that were beyond the control of the General Department of Vocational Education and are waiting for competent authorities to resolve and handle...". This agency also asked schools to "seek appropriate solutions to overcome these difficulties and problems".

After that, many schools, including the Vietnam - Korea College, responded in writing to request the General Department of Vocational Education not to suspend training activities. In particular, it is necessary to organize graduation exams for students to be granted German and Vietnamese diplomas as per the contract signed by both parties. However, this request has not yet had any results.

WILL THE PROGRAM BE RE-EVALUED TO AWARD A VN DEGREE FIRST?

According to Thanh Nien reporters, the Ministry of Labor, Invalids and Social Affairs is implementing the direction of the Deputy Prime Minister to review, compare, and re-evaluate the training programs of Vietnam and Germany, moving towards a plan to organize exams and grant Vietnamese degrees first according to the provisions of Vietnamese law.

The 64 students that the Vietnam - Korea College and Nghe An College of Tourism and Commerce trained above are part of the training program transferred by Germany under Project 371, which the Ministry of Labor, Invalids and Social Affairs has recently been trying to resolve difficulties and problems related to the granting of degrees.

Previously, on the afternoon of October 17, 2023, at the Government headquarters, Deputy Prime Minister Tran Hong Ha chaired a meeting on resolving problems related to granting Vietnamese college degrees to students who have completed the program transferred by Germany according to Decision No. 371/QD-TTg dated February 28, 2013 of the Prime Minister approving the Project "Transfer of program sets; training and fostering of teachers and vocational training managers; pilot training of key occupations at the ASEAN and international levels" for the period 2012 - 2015 and decisions amending and supplementing Decision No. 371.

After listening to the report of the Ministry of Labor, Invalids and Social Affairs and the opinions of the delegates attending the meeting, Deputy Prime Minister Tran Hong Ha directed the Ministry of Labor, Invalids and Social Affairs to preside over and coordinate with relevant agencies and training institutions to assess the compatibility of the program and training content for mutual recognition or exemption conditions when considering organizing exams and granting degrees to students in accordance with the authority and regulations of Vietnamese law.

Deputy Prime Minister Tran Hong Ha also agreed with the Ministry of Labor, Invalids and Social Affairs on the need to promptly resolve problems related to the granting of Vietnamese college degrees to students who have completed the program transferred by Germany on the basis of complying with criteria, standards and regulations of law, respecting international relations and cooperation, and the legitimate and legal interests of students.

The announcement of the conclusion of Deputy Prime Minister Tran Hong Ha on November 8, 2023 about the above meeting stated: "The Ministry of Labor, Invalids and Social Affairs urgently presides over and coordinates with relevant agencies to review the overall implementation of the project, clarify existing problems and difficulties to promptly and proactively handle them according to authority and regulations, and minimize negative impacts on teaching, training and international cooperation".

The Ministry of Labor, Invalids and Social Affairs is implementing the Deputy Prime Minister's direction to review, compare and re-evaluate the training programs of Vietnam and Germany, and to submit to the Government a plan to organize exams and grant Vietnamese degrees first to students according to the provisions of Vietnamese law.
