Ministry of Education and Training: Localities should not neglect organizing graduation exams because of organizational arrangements.

On April 3, at Van Lang University, the Ministry of Education and Training held a training conference on regulations and procedures for organizing the 2025 high school graduation exam for 63 Departments of Education and Training nationwide.

Mr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, said that the 2025 high school graduation exam will have 6 new points.

Firstly, the exam is organized in a way to reduce pressure by reducing the exam sessions from 4 to 3 sessions.

Second, the exam is oriented towards assessing capacity, with new subjects according to the 2018 General Education Program, and literature can use materials outside of textbooks.

Third, promoting digital transformation, 100% of candidates can register for the exam online.

Fourth, increase the use of evaluation results in the process of considering high school graduation recognition from 30% to 50%.

Fifth, changes in certificates and incentive points for foreign languages, Vietnamese, and vocational certificates. Specifically, candidates with foreign language certificates will be exempted from the foreign language exam, and foreigners with Vietnamese certificates will be exempted from the literature exam. However, this certificate will not be converted into a 10-point score in the consideration of high school graduation recognition, only reducing the number of exams and requiring the certificate to be valid until June 25, 2025.

Sixth, the examination invigilation and grading process is adjusted to ensure compliance with the exam organization plan, while overcoming previous limitations and shortcomings to create favorable conditions for units during the implementation process.

Candidates will only sit in one exam room during the three exam sessions. During an exam session, candidates will only be allowed to leave the exam site after all exams have ended to ensure security and safety, unlike previous years when candidates were allowed to leave the exam site after finishing the exam.

Deputy Minister of Education and Training Pham Ngoc Thuong suggested that localities need to forecast which stage is the most difficult.

At the conference, leaders of many local Departments of Education and Training suggested that the Ministry of Education and Training should provide exam questions early so that localities can be proactive. A representative of the Hanoi Department of Education and Training said that this year the number of candidates in Hanoi is 126,000, an increase of 17,000, while the exam must be organized for two different programs, so the issue of printing exam questions will take a lot of time, and may encounter difficulties with machinery and technology.

This locality proposed that the Ministry of Education and Training should provide the exam questions 1-2 days earlier, so that the department has more time to prepare for the printing of the exam questions, avoiding situations that cannot be handled in time.

Mr. Nguyen Bao Quoc - Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that the number of candidates taking the graduation exam under the 2006 Program of the City is quite large, up to 10,000 candidates, so he also recommended that the Ministry of Education and Training soon have the exam questions, prioritize early transfer of the exam questions of the 2018 General Education Program 2018, to avoid confusion with the exam questions of the 2006 Program.

Sharing this view, the leader of the Department of Education and Training of Quang Tri province said that organizing exams for candidates of both programs should be thorough, and there should be instructions on the process of printing exam papers to ensure timeliness and safety...

Speaking at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong said that every year, the high school graduation exam is important and large-scale nationwide.

This year is also the first year that the exam is implemented according to the 2018 General Education Program with a new exam method and is organized neatly, reducing pressure and costs for society, but still ensuring fairness, quality, and correctly assessing the quality of general education...

Deputy Minister of Education and Training Pham Ngoc Thuong suggested that localities need to forecast which stage is the most difficult and most risky in organizing the exam, thereby forecasting tasks and solutions to proactively mobilize and arrange forces to be ready to respond....
