Students climb over barbed wire fence, people call for help

Regarding the issue of students climbing over barbed wire fences, according to a petition from residents to the People's Committee of Lac Duong district, since the beginning of 2024, Long Hoi Power Investment and Construction Joint Stock Company, the investor of the Da Dang - Da Chomo hydropower project, has used barbed wire, welding machines, and fence posts to block the underground road at the mouth of the hydropower tunnel, requiring employees not to open the gate for people to pass through.

Ms. NHT (the person who wrote the petition) said: “This morning, my family took my child (7 months old) for vaccination but the gate was not opened. In addition, households with gardens cannot transport goods, affecting their economy.

A family currently has two children studying at Lat Commune Primary School, but every day to go to school and return home, the two children have to crawl through the fence.

According to the People's Committee of Lat Commune (Lac Duong District), the People's Committee of the Commune has requested the hydroelectric plant to open the gate to facilitate people's travel during the opening of the new road, however, the plant still does not open the road for people to travel.

According to records from the People's Committee of Lac Duong district, the road across the mouth of the hydroelectric tunnel is the road that people have traveled since before the hydroelectric power plant was built. Thanks to this road, people going to work and children going to school only have to take a flat road about 200m long, instead of having to take a rough, steep detour of about 4km.

Public road becomes private road

Present at the scene of the incident, we noted that the detour that people had to take to avoid the entrance of the hydroelectric tunnel was very steep. 4-wheel drive pickup trucks kept slipping on the slope. The sides of the road were eroded and collapsed at any time. In just one afternoon, we witnessed many motorbikes slipping and falling. Mr. PL (a resident in the area) said: “Falling off a motorbike is a common occurrence. Traveling at night is almost impossible. I just hope that no one gets sick at night, otherwise, in a remote area, if the road is blocked like this, people don’t know how to survive.”

Regarding this road, according to the report of Lac Duong District People's Committee, before implementing the Da Dang - Da Chomo hydropower project, local people used the existing dirt road to circulate coffee production in sub-area 227B (Lat commune). After the project was invested, local people shared the traffic route above the hydropower dam. The area of ​​land on the existing road that local people used to circulate coffee production before implementing the Da Dang - Da Chomo hydropower project in the reservoir area was 2,517m². Also according to Lac Duong District People's Committee, Long Hoi Company is using this land area but not compensating because it was originally traffic land.

On April 3 and 4, police and authorities of Lac Duong district were present at the Da Dang hydropower plant in Pang Tieng village, Lat commune to maintain security and order. The reason was that some people had previously come to demand that the company remove the gate and fence so that people could move around.

Long Hoi Hydropower Company has sent a document to Lam Dong Provincial People's Committee stating that some households used excavators to dig soil above the water inlet of Da Dang Hydropower Plant. This could potentially affect the safety of the project.

Local residents acknowledged the incident, but said the land was their private property. The excavation was to make way for their homes and to make it easier for students to get to school.

Da Dang - Da Chomo Hydropower Plant is a complex of two hydropower plants operating in parallel, namely Da Dang Hydropower Plant located on the Da Dang River in Lat Commune, Lac Duong District, and Da Chomo Hydropower Plant on Da Chomo Stream (a tributary of the Da Dang River) in Phi To Commune, Lam Ha District, Lam Dong Province.

In 2014, during construction, a tunnel collapse accident occurred, trapping 12 workers. This was a shocking tunnel collapse accident.
