Voter contact activities are increasingly 'closer to the people, understanding the people'

On March 25, at the national conference to review the work of the People's Councils of provinces and centrally run cities in 2023 and deploy the work plan for 2024, reporting on the organization and operation of the People's Councils of provinces and centrally run cities in 2023 and the directions and tasks for 2024, Ms. Nguyen Thi Thanh, Head of the Delegation Work Committee of the National Assembly Standing Committee, said that in 2023, despite facing many difficulties and challenges, our country successfully achieved its goals and tasks with quite comprehensive results and many outstanding marks.

In that common achievement, there is an important role of elected bodies, the National Assembly, the National Assembly Standing Committee, the National Assembly agencies, the agencies under the National Assembly Standing Committee, and People's Councils at all levels who have actively innovated, improved the quality and efficiency of their operations in both legislative work, supervision, and decision-making on important issues of the nation and of each locality; focused on building and perfecting development institutions; made strategic breakthroughs, reviewed and removed difficulties and obstacles, cleared up and liberated resources, and created new momentum to promote socio-economic recovery and development.

Ms. Thanh assessed that the practical activities of the People's Council in 2023 have affirmed that the People's Councils of provinces and cities have always been proactive in implementing the programs and plans of tasks for the entire term in the locality, in addition to promptly resolving arising issues or unexpected tasks in the context of socio-economic recovery and development facing many barriers that need to be removed or effectively implementing new policies of the Central Government.

The Standing Committee of the Provincial and Municipal People's Councils regularly organizes meetings to review and evaluate the implementation of tasks within its authority, promptly directs the implementation of regular and ad hoc political tasks according to the plan associated with the key tasks of the province and city.

Notably, most localities have effectively implemented Resolution No. 594/NQ-UBTVQH15 of the National Assembly Standing Committee in regulating, assigning, and coordinating the implementation of specialized monitoring programs, in line with reality, directing monitoring and survey activities with focus, key points, and practicality; directing the effective promotion of the monitoring function, with many forms implemented.

For example: Questioning, thematic supervision, establishing a supervision team, explaining at the meeting of the Standing Committee of the People's Council; strengthening field surveys to verify authenticity; comprehensive and multi-dimensional assessment, objective, specific comments, clear content, responsibility in the Conclusion Notices, ensuring legal basis, completeness of factual basis, frankness, responsibility and not avoiding existing problems and limitations.

The re-supervision activities of the People's Council Committees, the supervision of the People's Council Delegation Groups, and the monitoring of the implementation of conclusions after supervision have been strengthened; the power of the media to participate in supervision activities has been further promoted, contributing to effectively resolving the shortcomings and limitations pointed out after supervision, making strong changes in law enforcement, improving the effectiveness and efficiency of state management at the local level; regularly reviewing and evaluating the implementation of recommendations after supervision, strengthening monitoring and grasping the situation of organization and implementation of the People's Council's Resolutions.

The activities of meeting voters, receiving citizens, receiving and handling complaints and denunciations of citizens by People's Council deputies have been increasingly strengthened in a practical, in-depth, drastic and effective manner, with the spirit of "being close to the people, understanding the people, for the people", paying attention to organizing meetings with voters by topic, sector, and gender, listening to opinions of experts and scientists, referring to experiences of localities, and actively working with relevant units and agencies to resolve each specific case, contributing to improving the quality of the People's Council's decisions that are practical, timely, in accordance with the law, and in accordance with the people's wishes.

In addition, the coordination of activities and maintaining working relationships with the National Assembly, the National Assembly Standing Committee, agencies of the National Assembly, the Government, the Vietnam Fatherland Front Central Committee, the National Assembly Delegation, the People's Committee, the Vietnam Fatherland Front Committee at the same level and mass organizations have been strengthened in all aspects of work. In addition, many new methods of operation implemented by the People's Council have brought about high efficiency and interaction, which have been closely followed and highly appreciated by voters, such as promoting the application of digital transformation in work; coordinating with press agencies to broadcast live dialogue forums with people and businesses.
