On the morning of April 17, in Hanoi, General Secretary To Lam and National Assembly deputies (constituency 1) met with voters before the 9th session of the 15th National Assembly.

Prioritize renovating surplus headquarters into schools and medical facilities
Sharing with voters about the major impacts on the economy and people's lives in the country, General Secretary To Lam said that since the beginning of 2025, the world situation has been very complicated, typically tensions over trade and tariff barriers, and increasing political instability in many regions. Countries tightening monetary policies have had a major impact on the world economy, including Vietnam.
"In the face of such danger, new opportunities arise. We must review our orientations, products, and production to make them suitable, and make sure the economy is strong enough to cope with those risks. There are many challenges and risks, but in any situation, we must not be passive, surprised, or dependent," said the General Secretary.
General Secretary To Lam emphasized that in 2025, economic growth must be maintained with the immediate target of reaching 8% and double-digit growth in the following years.
According to the General Secretary, the recent 11th Central Conference of the 13th tenure made many important strategic decisions, focusing on two major issues. Among them, there is the policy of implementing the arrangement of the local administrative apparatus, shifting the passive model to serving the people, and creating national development.
This is a step that demonstrates a long-term vision in building a modern and effective administration to better serve the country's development.
The arrangement of administrative units and localities must be determined in a scientific, innovative spirit, expanding practical development space towards the goal of expanding and forming new development space for localities and the country.
In phase 1 of the arrangement, the Central Committee set an example by arranging the organizational apparatus of the Party, National Assembly, Government, Fatherland Front and Central agencies.
In phase 2, the two-level local government model will continue to be implemented. This is to overcome the previous shortcomings when there was one task but many levels did it together, with unclear boundaries and unclear responsibilities.
"Now clearly stipulate that the Central Committee does strategic work, takes care of national defense, security, and foreign affairs. The rest is decentralized to the localities. Reorganize the commune level in the direction of being the level of government closest to the people, serving all the people's needs, and taking care of the people's lives. The commune level government must grasp all the people's issues," said the General Secretary.
Regarding the selection of cadres when arranging the apparatus, the General Secretary emphasized that this is the key issue, it is necessary to choose people with enough capacity, thinking, and responsibility to serve the people.
Regarding surplus public assets and headquarters after the merger, the General Secretary affirmed that there will be no waste if appropriate usage plans are calculated.
"Many wards have no space left to build schools. Surplus agencies and headquarters can be prioritized for renovation and repair to become schools, or medical facilities to serve the medical examination and treatment needs of the people. Or become places for cultural and sports activities for the people," the General Secretary analyzed.

3 important things must be done well in 2025
According to General Secretary To Lam, there are three very important tasks that must continue to be carried out well in 2025. One is to complete the arrangement and organization of the Party and State apparatus; continue to deploy the organization of two-level local governments. This must be completed early in 2025, and cannot be delayed. If it is delayed, it will affect other work.
The second is the preparation for the 14th National Party Congress, including the completion of draft documents for the Party Congress. The third is to continue to maintain the growth momentum and development of the country, focusing on economic growth.
The General Secretary also mentioned three important strategic tasks in the coming time. These are to maintain peace, stability, and national sovereignty and territorial integrity so that all people can live in peace, stability, and happiness.
The second task is to develop the country with two 100-year goals, in which by 2045, Vietnam will become a developed, high-income country.
"So what is the definition of high income? It is people with an average income of 20,000 - 25,000 USD. We are currently less than 5,000 USD, compared to the high income standard, we are still 15,000 - 20,000 USD short, so we cannot delay any longer and cannot waste time," the General Secretary said, noting that the world is developing very quickly, if the development gap between Vietnam and the world is too far, we will fall behind.
Regarding the third task, according to the General Secretary, it is necessary to improve people's lives. With the spirit of a peaceful, stable and developing country, people's lives must be improved and enhanced.
"We must always improve people's lives," the General Secretary said, emphasizing that this is something we need to focus on in the short and long term.
