General Secretary To Lam shares with voters about the country's three important core tasks

On the morning of April 17, General Secretary To Lam and members of the National Assembly Delegation of Hanoi City, Constituency No. 1, met with voters in Ba Dinh, Hai Ba Trung, and Dong Da districts, before the 9th Session of the 15th National Assembly.

Also attending were Politburo member, Secretary of the Hanoi Party Committee, Head of the Hanoi National Assembly Delegation Bui Thi Minh Hoai; Secretary of the Party Central Committee, Chief of the Party Central Committee Office Le Hoai Trung; Member of the Party Central Committee, Deputy Secretary of the Party Committee, Chairman of the Hanoi People's Committee Tran Sy Thanh; leaders of Hanoi, representatives of departments, branches and sectors of Hanoi and voters of 3 districts.

At the meeting, after listening to the representative of the Hanoi National Assembly Delegation report to voters on the results of the Eighth Session and the settlement of voters' petitions from the previous meeting, voters expressed their excitement and agreement with the drastic, urgent actions and high sense of responsibility of the Central Committee, which has issued many revolutionary and breakthrough decisions, creating a foundation for national development. Many major policies have a broad, sharp and flexible vision, taking advantage of opportunities to bring our country into a new era, an era of rapid and sustainable development.

Voters emphasized that in recent times, Party and State leaders have effectively led and directed the implementation of socio-economic development tasks, especially recently responding to the new US tax policy, strengthening foreign affairs and international integration. This is a time when the solidarity, unanimity and determination of the entire Party and people are needed to successfully achieve the set goals.

With absolute confidence in the Party's leadership and the success of the revolution to streamline the apparatus, reorganize administrative units and organize local governments at two levels, voters suggested that it is necessary to review, screen and rearrange the staff carefully and thoroughly so as not to affect the efficiency of the state apparatus; evaluate and classify staff objectively and publicly, based on the results of the working process. For public assets such as government headquarters and redundant agencies after mergers and streamlining, there needs to be orientation and solutions for reasonable and effective use, avoiding waste and loss.

Voters requested that the Central Government, relevant ministries and branches soon provide specific information on the roadmap and progress; and soon issue specific guidance documents on resolving the regime for non-professional teams at the commune level participating in work in villages and residential groups. When considering the issue of naming new units after the merger of provinces and localities, voters said that it is necessary to consider cultural identity, political position, economy and local history.

Appreciating the gradual improvement of the legal system to become more synchronous and scientific, voters suggested that in the process of drafting law projects, it is necessary to well implement the Party's viewpoint of "Taking people as the root"; "People know, people discuss, people do, people inspect, people supervise, people benefit"; focusing on the grassroots; summarizing and evaluating the results of implementing promulgated laws; studying relevant legal documents to have synchronization and unity in the Vietnamese legal system; studying relevant foreign legal documents to absorb the wisdom of humanity, which can be applied to Vietnam...

In the context of digital transformation becoming an inevitable trend, voters assessed that the "Digital Education for the People" movement was born with the goal of helping people, especially those with limited access to technology, to grasp and master digital technology, thereby participating more deeply in the digital economy and digital society. To effectively implement the "Digital Education for the People" movement, voters said that each unit needs to develop a specific plan and have weekly reports to propose solutions to overcome difficulties in the implementation process; diverse forms of implementation close to the people, regularly sharing experiences; collecting people's opinions and suggestions to make appropriate adjustments.

At the meeting, voters also made recommendations on a number of issues related to the development of the transport system, including the need to focus on further developing railways, airways, and roads; the renovation and construction of old apartment buildings must be carried out democratically, openly, and transparently in terms of policies, construction time, and construction quality; and the need to ensure the harmony of interests between all parties.

Suggesting two issues that Hanoi should pay attention to in terms of research and implementation

After listening to voters' opinions, General Secretary To Lam spoke highly of voters' enthusiastic and responsible opinions; expressed his emotion at the people's sentiments, agreement and support for the Party and State's policies and guidelines for national development.

The General Secretary shared that in the context of complicated developments in the world and the region, most recently the strong impact of the new US tariff policy, posing many new challenges. The Central Committee must review and reconsider the economic situation to consolidate the economy, increase its resilience, strengthen the domestic market, expand the international market, avoid dependence and passivity. Despite difficulties, we are determined to achieve the economic growth target set.

Regarding the arrangement of administrative units and the organization of two-level local governments, General Secretary To Lam said that all related work is being carried out very urgently, without delay, and progress is being checked and controlled every day. The local government after the arrangement must ensure streamlining, effectiveness, efficiency, closeness to the people, meeting the requirements of modern social governance, achieving the goals of rapid and sustainable growth; creating new positions and forces for the task of ensuring national defense, security, and foreign affairs; creating momentum and motivation for economic development; taking better care of the material and spiritual lives of the people. The General Secretary noted that both trends must be overcome: Merging communes and wards that are too large to cover the area and not proactively serve the people. Merging communes and wards that are too small, leading to limitations in space, development space, and more focal points, leading to cumbersomeness and inefficiency.

Regarding the draft documents of the 14th National Party Congress, the General Secretary said that this document adds many very important contents, demonstrating new thinking and vision in national development. Especially core issues such as: "establishing a new growth model"; "building a modern national education system, on par with the region and the world"; "making a breakthrough in science and technology development, innovation and national digital transformation"; developing the private economy is "the most important driving force of the national economy"... In the coming time, the Central Committee will continue to listen to complete it, and will bring the draft document to localities for discussion and comments, and at the same time collect opinions so that the document is of the highest quality, concise, easy to understand, easy to remember, easy to implement, serving as a basis for building and developing the country, improving people's lives in the new period.

At the meeting, the General Secretary shared three important core tasks of the country: First, firmly protect the stable and peaceful Fatherland of Vietnam. Second, develop the country to achieve the set goals by 2030, 2045 - the 100th year of Vietnam's independence, becoming a developed and high-income country. Third, improve all aspects of people's lives, realizing Uncle Ho's wishes that everyone is prosperous, happy, and educated.

Acknowledging the achievements that the Party Committee, government and people of Hanoi have achieved in recent times, contributing to the overall development achievements of the whole country, the General Secretary hopes that Hanoi will continue to make efforts and focus on solving urgent problems, especially traffic congestion, environmental pollution (air, river pollution)...

General Secretary To Lam suggested two issues that Hanoi should pay attention to in the coming time: There should be a special topic to ensure food safety, not to let food of unknown origin affect the health of people, tourists and the image of the capital, to solve the situation of encroachment on roadsides and sidewalks causing traffic disorder; it is necessary to continue to care for the education career and school policies, ensure the quality of teaching and learning, create the best and comprehensive learning conditions for all children in the area, the city needs to calculate, research, and take the lead in implementing support for school lunches, increase nutrition, and improve the health of students.

Also at the meeting, the General Secretary responded to voters' concerns and requested the Hanoi National Assembly Delegation to coordinate with the city's agencies to record all voters' opinions and review the contents to propose to the competent agencies of the Central Government and the National Assembly for resolution.
