I returned to Tung Chin 1 village, Trinh Tuong commune, Bat Xat district on a sunny afternoon - where a historic flood swept through 16 years ago, almost wiping out the entire village. Now the green has returned, a new and beautiful life is flourishing, but the pain of losing loved ones in that historic flood still lingers in the hearts of those who remain.

At the time of the flood in August 2008, Mr. Vu A Mang was the Party Secretary of Trinh Tuong commune. Now 73 years old, Mr. Mang recalled: On August 12, 2008, we were focusing on directing the recovery of the consequences of the flash flood when we heard that National Assembly Chairman Nguyen Phu Trong (later General Secretary of the Central Party Committee) and the Central Working Group came to visit, encourage and share with the people.
As soon as he arrived at Trinh Tuong commune, comrade Nguyen Phu Trong went to grasp the actual situation in Tung Chin 1 village, then went to Trinh Tuong Border Guard Station to visit, encourage, and share the losses of the people.

"He instructed the local Party Committee and government to direct the commune to mobilize people to support the affected families to build houses and stabilize their lives soon," Mr. Mang recounted.

Following the instructions of National Assembly Chairman Nguyen Phu Trong, in the following days, in his role as Party Secretary, Mr. Mang directed mass organizations and local authorities to mobilize households in highland villages to support timber and bamboo trees; People in lowland villages of the commune helped with labor, along with other resources to quickly find places to build temporary houses for households affected by the flood.
With the strong direction of local authorities, after a short time, all households affected by the flood had temporary houses and started a new life.

“I am honored to talk with Comrade Nguyen Phu Trong. He exudes simplicity, kindness, and concern for the people. He went directly to the scene to grasp the situation and give close, specific instructions,” Mr. Mang expressed his respect.
The flood occurred on the night of August 9, 2008, and Tung Chin 1 village no longer existed. The households that were lucky enough to escape were moved by the local Party Committee and government to live in Tung Chin 2 village. After 16 years of "establishing a career" in the new location, the households all had a prosperous, prosperous, and happy life.
Mr. Ly Kim Lung, Tung Chin 2 village said: At first, I came to the new settlement area with almost nothing, but with the attention and support of the Party committees and authorities at all levels, and my own efforts, my family's economy has gradually improved, the old temporary house has been replaced by a well-built house.

Mr. Nguyen Van Luc, Chairman of Trinh Tuong Commune People's Committee, affirmed that the advice of former National Assembly Chairman Nguyen Phu Trong, now the late General Secretary, on taking care of the lives of people in the Tung Chin 1 flood area has been promoted by local Party committees and authorities, creating a strong driving force in leadership and direction to improve the lives of all people in the commune in recent years.
The Party Committee and the communal government have focused on leading and directing economic development in the direction of exploiting local potential and strengths, developing agricultural economic activities associated with tourism, especially in tourism activities, sightseeing, experiencing, and exploring the landscape.
Up to now, the commune has formed concentrated production areas, such as: hybrid rice, commercial corn, economic forestation, production forest... Paying attention to tourism development associated with preserving and promoting the cultural identity of ethnic groups, ensuring regulations on tourism management, sightseeing, and accommodation in border areas. Every year, tens of thousands of tourists come to Trinh Tuong, bringing in billions of dong in revenue from this field.

Mr. Nguyen Van Luc, Chairman of the People's Committee of Trinh Tuong commune, said that the commune still determines to focus on agricultural development as the top priority, in which it actively mobilizes people to change the structure of crops and livestock with high economic value, with main crops such as Tam Hoa plum, passion fruit, banana, and yellow sin co; models of raising horses, bees, and bamboo rats, etc.
The urban sector has also seen clear changes: the commune has completed and expanded the planning of the commune center; invested in asphalt, lighting and paving the sidewalks of the commune center road. In the coming years, the commune aims to harden 100% of inter-village roads and eliminate temporary houses.
In addition to spiritual tourism, the commune is also calling for investment in a hot spring eco-tourism area.



With clear and specific plans and steps in the future, Trinh Tuong commune will certainly create stronger breakthroughs, care for and continuously improve the lives of the people, contributing to maintaining sovereignty and national border security, as instructed by General Secretary Nguyen Phu Trong, when he visited, encouraged and shared with the people of Tung Chin 1 during the historic flood 16 years ago.
