Dien Bien Provincial People's Council exchanges operational experiences with the People's Councils of the three provinces of Phoong - Sa - Ly, U - Dom - Xay and Luong

Experience exchange session between the Delegation of Dien Bien Provincial People's Council and the Delegation of Phoong - Sa - Ly Provincial People's Council.

At the meeting, comrade Lo Van Phuong, member of the Provincial Party Committee, Chairman of the Provincial People's Council, gave an overview of Dien Bien province and shared about the organizational structure, tasks, powers and operations of the Provincial People's Council.

Accordingly, the People's Council of Dien Bien province, term XV, 2021 - 2026, has 52 delegates. The organizational structure includes: Standing Committee of the People's Council and 4 Committees (Economic - Budget Committee, Cultural - Social Committee, Legal Committee and Ethnic Committee); 10 People's Council delegations are established according to the district-level administrative units where the delegates are running for election. The Standing Committee of the Provincial People's Council consists of 6 people: Chairman, 1 Vice Chairman of the People's Council, 4 Heads of People's Council Committees, all of whom are full-time delegates. The People's Council performs two main functions: Deciding on important issues of the province according to decentralization, legal regulations and supervisory activities.

Comrade Lo Van Phuong, member of the Provincial Party Committee, Chairman of the Provincial People's Council, exchanged working experiences with the delegation of the Provincial People's Council of Phoong - Sa - Ly.

The People's Council of Dien Bien province performs tasks and powers according to the provisions of the Law on Organization of Local Government 2015 such as: Organizing and ensuring the implementation of the Constitution and laws; building the government; supervising compliance with the Constitution and laws in the locality; deciding on the long-term, medium-term and annual socio-economic development plans of the province; planning and development plans for sectors and fields in the province within the scope of decentralized authority; in the field of national defense, security, ensuring social order and safety, deciding on policies and measures to build a strong national defense and people's security...

Delegation of People's Council of Phoong - Sa - Ly province presented souvenirs to Delegation of People's Council of Dien Bien province.

At the working sessions, representatives of the People's Councils of the three provinces: Phoong - Sa - Ly, U - Dom - Xay and Luong - Pha - Bang introduced the socio-economic situation of the provinces; the role, functions, tasks, organizational structure of the People's Councils of the provinces; and cooperation directions in the coming time.

Some of the contents that the People's Councils of other provinces focused on discussing with the People's Council of Dien Bien province were: Inspection and supervision of the legal and security and order fields; research and allocation of the State budget; coordination between the People's Council and the Provincial People's Committee; activities of National Assembly deputies and provincial People's Council deputies...

Comrade Lo Van Phuong, Member of the Provincial Party Committee, Chairman of the People's Council of Dien Bien province presented a souvenir to the representative of the delegation of the People's Council of U-Dom-Xay province.

Through the experience exchange, delegates of the People's Councils of the three provinces of Northern Laos and the People's Council of Dien Bien province have a better understanding of the apparatus, organizational mechanism and operations of each side; deepening the friendship, special solidarity and comprehensive cooperation between Laos and Vietnam in general, and the People's Councils of the provinces of Northern Laos - the People's Council of Dien Bien province in particular.
