Floods over the past two days have left one person missing, more than 1,600 houses in Thanh Hoa and Nghe An were flooded, and thousands of hectares of rice and crops were damaged.
The tropical depression weakened after entering Thua Thien Hue and moved to Laos early on September 26, but its circulation caused rain in the provinces of Quang Binh, Ha Tinh, Nghe An, and Thanh Hoa. According to the meteorological agency, from 8:00 p.m. on September 26 to 8:00 p.m. today, Chau Binh 2 (Nghe An) had 390 mm of rain, Son Kim 3 (Ha Tinh) 140 mm, and Yen My (Thanh Hoa) 240 mm.
Being the epicenter of the rain, Nghe An recorded more than 1,600 houses flooded, 830 houses isolated; 40 roads and 76 bridges submerged in floodwaters. This damage was concentrated in 8 midland and mountainous districts including: Quy Chau, Que Phong, Thanh Chuong, Nam Dan, Do Luong, Yen Thanh, Nghia Dan, Ky Son.
In the mountainous district of Quy Chau alone, more than 1,100 households were flooded 0.5-2 m. In Tan Lac town, many houses only had tiled roofs left. "The flood rose quickly, peaking at 5-6 am this morning. Fortunately, people were able to evacuate in time, so there were no casualties, only property damage due to water flooding into houses and not having time to raise things higher," said Mr. Nguyen Truong Thanh, Head of the Irrigation Department of Nghe An province.

Thanh Hoa also had heavy rain. The water rose quickly, causing Mr. Cao Ngoc Truong in Binh Luong commune, Nhu Xuan district, to be swept away while fishing on the Han river. After many hours, relatives and authorities still have not found any trace of the victim.
Authorities have not recorded flooding in residential areas, but nearly 900 hectares of rice and more than 500 crops in Ha Trung, Cam Thuy, Nhu Thanh, and Vinh Loc districts have been flooded. The Am River is rising, threatening to cut off and isolate nearly 40 households with 135 people in Chieng Trai quarter, Lang Chanh town. Lang Chanh District People's Committee has made plans to evacuate people and property in case of a bad situation.
According to the Department of Transport, National Highway 15C section through Phu Xuan Commune, Quan Hoa District and National Highway 217 through Quan Son District suffered landslides causing traffic jams. In addition, 15 low-lying locations on provincial roads, inter-district and communal roads in many districts such as Thuong Xuan, Nhu Xuan, Thach Thanh, Lang Chanh... were flooded.
In Thach Thanh district, the Buoi river bank is experiencing four severe landslides, threatening the lives of 10 households in Thach Dinh commune. The locality has sent forces to stand guard to respond to unusual incidents.

The rain is decreasing, the flood is receding.
By tonight, the rain in Thanh Hoa, Nghe An, and Ha Tinh provinces has stopped, so the floods have receded quickly. In Quy Chau district, floodwaters have receded 0.5-0.7 m depending on the location. "In the next 1-2 days, when the rain stops, the flooding in the area will end," said the Head of the Nghe An Province Irrigation Department.
One reason for the rapid flood receding is that the water levels of rivers, streams, hydroelectric and irrigation reservoirs in the North Central region are low. The entire region has more than 2,300 reservoirs, but they only reach an average of 22-77% of their design capacity. Only three reservoirs are full, requiring regulation through spillways with a discharge of 20-235 m3/s.
The National Center for Hydro-Meteorological Forecasting predicts that tomorrow Thanh Hoa and Nghe An will have 30-70 mm of rain, with some places having over 100 mm, a decrease of 1/3 compared to September 27. The floods in the rivers will gradually recede after reaching the highest level of alert level one.
