Recently, a record high tide of 4.3m caused flooding in some areas of Ha Long City. The most serious of these was the Vung Dang Urban Area in Tran Hung Dao Ward (old Yet Kieu), Ha Long City, Quang Ninh . Rising sea levels caused flooding 60-70cm above the road surface, with some areas being flooded up to 1m, greatly affecting daily life and traffic in this area.

After Tien Phong newspaper reported, Tran Hung Dao ward sent a report to the Standing Committee of Ha Long City Party Committee. Accordingly, the high tide flooded the streets, affecting 224 households in Vung Dang Urban Area in Group 19, Zone 5, Group 6C, Zone 6, Group 6B, Zone 6 and Group 8B, Zone 5 of the old Yet Kieu ward. The most seriously affected area was Group 6B, Zone 6 with 131 affected households.

The cause of flooding in this urban area is due to the traffic infrastructure here being degraded after many years, leading to subsidence. Many places have subsided by 0.2-1 m, affecting nearly 400 households in areas 5 and 6 of the old Yet Kieu ward (now Tran Hung Dao ward).

Residents here have been complaining for many years. Ms. Dung, resident of Group 10, Zone 5 Yet Kieu, said that all the houses built on the old roadbed in this area were flooded, with the government even entering the yard. “We made recommendations at voter meetings, neighborhood meetings, and had dialogues with investors…”, Ms. Dung shared.

After that, the People's Committee of Ha Long City repeatedly issued documents requesting the investor, Construction Joint Stock Company 507 (Company 507), to quickly come up with a plan to repair and overcome flooding points. By May 2024, the investor sent a document to the People's Committee of Ha Long City regarding the handling and overcoming of flooding during high tides in the Vung Dang Sea Encroachment Residential Area.

Company 507 commits to renovate 22 roads with a total length of 3 km, road surface area of ​​23,665 m2 and renovate and repair 23,747 m2 of sidewalks, 413 tree planting holes, 272 water collection holes. The implementation time will be completed by November 2024.

But after the investor finished paving the road, it was revealed that the road was 20-40 cm higher than the ground, and that on some branch roads the manholes were higher than the old road. Every time it rained heavily, water from above flooded the ground and could not drain, causing flooding on many branch roads and inside the yards of people's houses.

To fix this, many households have to raise their yard and house floors higher than the road surface to avoid water flowing from the road into the house.

“They have been peeling up the sidewalk for months now! Since the day the investor brought the machinery over, we have been waiting, but they are only working on the main route, the branch route past our house has not been done yet. The peeled sidewalk causes the front of the house to flood whenever it rains heavily, so I have to bring sand and carry bricks back to temporarily repave the sidewalk,” said a man living in Group 8B, Area 5.

At the same time, during the construction process, the manhole cover and sidewalk were exposed, causing danger to vehicles. Some sidewalks have not been built, making it difficult for residents to travel.

Chairman of Tran Hung Dao Ward People's Committee said that he had received the petition from the people and through review, he found that the investor had only completed 50% of the construction volume, equivalent to 1.3 km, and had completed the renovation of water collection pits, raising the roadbed, and completing the asphalt concrete paving.

“The ward has sent an invitation to the investor and directly invited the company's head to work to review the construction progress, synchronize the sidewalks and resolve problems during the implementation of the renovation project,” said a representative of the People's Committee of Tran Hung Dao ward.

Vung Dang urban area is invested by Construction Joint Stock Company 507. In 2002, Quang Ninh province approved this unit to fill land to implement the urban area project reclaiming the sea on the terrain mainly of mangrove alluvial land, mud, sand and with weak and relatively complex geological conditions.

After more than 20 years of project implementation, this urban area has many shortcomings related to the ground. The entire project has sunk 0.2-1 m, leading to high tides, seawater encroaching on the roadway through the drainage system, causing local flooding. It is estimated that the area affected by high tides is up to 13,000 m2.
