For many years, the Provincial Customs Department has always excellently fulfilled the assigned state budget revenue and continuously ranked among the top 8 units in the General Department in terms of budget revenue. Accompanying businesses and exploiting key revenue sources are the core keys that help Quang Ninh Customs maintain the above ranking .

The new point in the way the Provincial Customs Department collects state budget is to organize annual thematic conferences to deeply assess the impacts and influences on the progress and results of the state budget collection task. At the same time, early identification is made to focus on exploiting revenue sources in key areas.
For example, in 2021 and 2022, in the context of the prolonged and complicated Covid-19 pandemic, the Provincial Customs Department focused on solutions on the sea route to compensate for the shortfall in revenue from land border gates. From 2023, the Department focused on the land route to take advantage of the opportunity China relaxed after the "Zero-Covid" policy with a series of activities to connect, meet, and grasp the production and business activities of enterprises such as: Encouraging and accompanying enterprises during the period when land border gates and openings temporarily stopped customs clearance; advising and proposing to the province mechanisms and policies to promote the role of customs agencies at Mong Cai Border Gate Economic Zones, Hai Ha Seaport Industrial Park, developing border trade economy at Bac Phong Sinh Border Gate Economic Zones, Hoanh Mo - Dong Van; Developing seaport infrastructure and related seaport services at Con Ong Hon Net, Van Ninh, Hai Ha, Nam Tien Phong, Bac Tien Phong ports, tourist ports in Van Don, international standard marinas in Cua Luc Bay, Ha Long International Passenger Port, Tuan Chau; infrastructure for transport and logistics development such as forming empty container staging areas, staging areas for means of transport approaching the port...
At the same time, the Department also requires its affiliated units and branches to proactively review revenue sources, evaluate key enterprises, enterprises with large revenues, enterprises newly granted investment certificates, enterprises with production expansion needs, etc. to closely monitor and support enterprises in the process of customs clearance procedures.
Strictly implementing the Department's direction, units have had many flexible ways to always ensure "3 increases" in performing assigned tasks (increase enterprises, increase turnover, increase state budget revenue).

Typically, Mong Cai Border Gate Customs Branch, in 2024, the Branch was assigned by Quang Ninh Customs Department a budget revenue target of 1,600 billion VND (an increase of 100 billion VND compared to 2023). Clearly identifying key enterprises in the FDI sector that will contribute greatly to turnover and account for about 30% of budget revenue, from the beginning of the year, the Branch has focused on supporting and accompanying FDI enterprises in import and export activities such as: Dissemination and propaganda of new legal documents in the fields of tax and customs; mechanisms and policies on commodity policies, state inspection, specialized inspection. At the same time, the Branch organized a consultation conference with enterprises engaged in processing, export production, export processing and FDI import and export enterprises in the area; Consultation conference of Customs - Enterprises participating in customs procedures for types of import and export of processed goods, export production, transit, etc.
With many practical ways, it has created favorable conditions for FDI enterprises in the process of importing machinery, equipment, and raw materials for production and export business to expand production. Statistics from the beginning of the year to October 15, 2024, Mong Cai Border Gate Customs Branch has carried out procedures for over 76,000 declarations with a total import-export turnover of over 3.2 billion USD (an increase of over 19% in declarations and 22% in turnover compared to the same period in 2023). The State budget revenue from import and export by the Branch reached over VND 1,850 billion (an increase of 48% over the same period in 2023, reaching 116% of the assigned target), of which the revenue from FDI enterprises alone reached about VND 600 billion (an increase of nearly 70% over the same period in 2023).
Always proactively overcoming difficulties and finding the most suitable solutions according to actual market developments has brought the annual state budget collection results of the Provincial Customs Department to exceed the assigned estimate and always be in the group of 8 leading units of the Customs sector in terms of budget collection. Notably, in 2020, it reached 12,090 billion VND (reaching 127% of the estimate assigned by the Ministry of Finance, reaching 110% of the target assigned by the province); in 2021, it reached 10,004 billion VND (reaching 84% of the target assigned by the Ministry of Finance due to the severe impact of Covid-19, this result was still recognized by the Ministry of Finance as meeting the target); in 2022, it reached over 16,300 billion VND (an increase of 64% compared to 2021, reaching 164% of the target assigned by the Ministry of Finance, reaching 154% of the target assigned by the province); In 2023, it will reach nearly 17,300 billion VND (an increase of 5% compared to 2022, reaching 150% of the target assigned by the Ministry of Finance and 108% of the target assigned by the province).
In 2024 alone, in just 10 months, the import-export revenue of the Provincial Customs Department reached over 15,100 billion VND ( exceeding 21% of the target assigned by the Government; exceeding 16% of the target assigned by the province at the beginning of the year and reaching 89% of the additional target assigned by the province on October 29, 2024).
