The goal of developing social housing projects far exceeding the targets assigned by the Prime Minister to Hai Phong by 2025 and 2030 is a clear demonstration, affirming the joint efforts, consensus and high determination of the Party Committee, government, army and people of the city to accomplish many great and difficult tasks of important significance.

Transforming Perspectives
Hai Phong Party Secretary Le Tien Chau emphasized at a recent meeting and dialogue with workers, civil servants, and laborers in the city that social housing development is closely linked to urban areas, production areas, service areas, and job creation. Hai Phong is gradually limiting small projects and gradually shifting to a large-scale social housing project model. Changing the approach will lead to a change in the way of doing things.
Along with the target of social housing quantity, the city leaders are trying to change the view of many people that social housing is "space for the disadvantaged, low-income, and adequate living conditions". Hai Phong affirms that it will build social housing that is truly a new, synchronous, convenient living space with full social infrastructure such as hospitals and schools, but importantly, it must be affordable and suitable for the payment ability of the majority of people.
Resolution No. 09-NQ/TU dated November 13, 2023 of the Hai Phong City Party Committee on social housing development in the city by 2030 with the goal of achieving and exceeding the city's social housing development target according to Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister, specifically: In the 2021-2025 period, 15,400 units will be built, of which 80% will be completed products and products brought to the market; in the 2026-2030 period, 18,100 units will be built and exceeded.
On January 15, 2024, the City People's Committee issued Decision No. 117/QD-UBND on the Action Program to implement Resolution No. 09 of the Hai Phong City Party Committee.
Up to now, Hai Phong has 4 projects with products on the market for exploitation and use with a total of 1,600 apartments. 7 projects have started construction with a total scale of about 11,500 apartments. 8 projects have selected investors, preparing to start construction with a total scale of about 9,300 apartments. 11 projects are being completed by local departments and branches to select investors, expected to have products before 2030 with about 12,400 apartments.
The social housing projects combined with apartment renovation according to Resolution 04/2022/NQ-HDND of the City People's Council are 8,004 units. Thus, the total number of social housing units that Hai Phong city has achieved, is implementing and is expected to implement with products in the period of 2021-2030 is about 42,000 units, ensuring the completion of the Government's target of 33,500 units.
In 2024, the city will complete the construction of about 4,000 apartments, eligible to open for sale about 2,400 apartments.
In the 2021-2025 period, Hai Phong plans to complete about 16,500 units; of which the construction of the shell is expected to reach 80%, equivalent to about 13,200 units; and about 3,300 units are eligible for sale.
Thus, by 2025, Hai Phong will basically complete the target of 15,400 social housing units for the 2021-2025 period set by the Government.

A bright spot in propaganda and mobilization of people's consensus through many forms and creative ways in implementing social housing projects in Hai Phong city is Ngo Quyen district, with the Social Housing Project at Warehouse 3 Lac Vien (No. 142 Le Lai) in May Chai ward, Cau Tre ward.
According to Chairman of the District People's Committee Ngo Quyen Cap Trong Tuan, to prepare for project implementation, the Standing Committee of the District Party Committee established a Steering Committee for site clearance to implement the projects (Head of the Committee is the District Party Committee Secretary; Deputy Heads of the Committee are 2 Deputy District Party Committee Secretaries) - Decision No. 1566-QD/QU dated April 26, 2023. The wards established a Steering Committee with the Ward Secretary as the Head of the Committee.
Next, the District People's Committee established Working Groups to carry out site clearance for projects in the district (the group leaders are leaders of the District People's Committee and members of the Standing Committee of the District Party Committee); promptly reorganize when there are personnel changes or according to the implementation status of each project - Decision No. 2091/QD-UBND dated June 30, 2023.
The District People's Committee also established a working group to propagate and mobilize Chau Giang Limited Liability Company and its employees to comply with the handover of the site; at the same time, it sent a document to the districts requesting coordination in propagating and mobilizing the Company's employees not to go to the enforcement area, ensuring security and order in the area.
Every week, the District People's Committee meets to review the project's progress; in which, it pays attention to and focuses on propagating and mobilizing organizations and households to agree to hand over the site.
Before organizing the forced land recovery, the People's Committee of Ngo Quyen District synthesized all documents, reported to ask for the policy of the Standing Committee of the City Party Committee, the People's Committee of Hai Phong City; asked for the policy of the Standing Committee of the District Party Committee, the Standing Committee of the Ngo Quyen District Party Committee; persistently mobilized and had dialogues until before the time of forced recovery.
Mr. Cap Trong Tuan said that the Social Housing Project at Lac Vien Warehouse 3 will recover 16.91 hectares of land, affecting 7 organizations and 98 families and individuals, with a construction scale of 10 apartment blocks with a total of 4,456 15-storey social housing units, 163 7-storey commercial apartments and a synchronous infrastructure system with neighboring residential areas. The project aims to meet the housing needs of people, especially in old apartment buildings in the city, renovate existing urban areas; improve land use efficiency, save urban land funds and provide centralized services to serve people's lives.
As of March 11, 2024, Ngo Quyen district has completed all site clearance work to implement the Social Housing Project at Lac Vien Warehouse 3, contributing significantly to accelerating the project's progress under the direction of Hai Phong city.
Ms. Le Xuan Huong, Le Loi Ward, Ngo Quyen District shared that the Social Housing Project at Lac Vien Warehouse 3, when formed, will meet the housing needs of people, especially in old apartment buildings in the city, renovate existing urban areas; improve land use efficiency, save urban land funds and provide centralized services to serve people's lives.

This is official information for people to know the legal status of social housing projects.
In addition, people can directly visit the projects that are implementing social housing construction to access information and have a visual and realistic view of the project. The social housing projects that are being implemented all have a permanent consulting team to guide and answer questions; provide information related to the project publicly and transparently to ensure that there is no policy exploitation.
