According to a source from the People's Committee of Hai Phong City, the city has just issued a decision to exempt land rent for projects in the fields of education - vocational training, health care, culture - sports and environment from socialized capital in urban areas of Hai Phong, in which, investment projects in the two towns of Cat Hai and Cat Ba (Cat Hai district) are exempted from land rent for the entire project implementation period.

According to the People's Committee of Hai Phong City, the exemption and reduction of land rent for investment projects from socialized capital sources for these fields is to realize the Government's policies on encouraging socialization of activities in the fields of education - vocational training, health care, culture - sports and environment.

The land rent exemption and reduction for investment projects in the fields of education - vocational training, health, culture - sports and environment from socialized capital sources is based on the urban area where the project is implemented. Accordingly, Hai Phong's urban area is divided into 3 areas, of which area 1 includes wards in Ngo Quyen, Le Chan, Hong Bang districts and 6 wards in Hai An district (Dang Lam, Dang Hai, Dong Hai 1, Dong Hai 2, Cat Bi, Thanh To).

Urban area 2 includes wards of Kien An, Do Son, Duong Kinh districts, 2 wards (Nam Hai, Trang Cat) of Hai An district, towns of Vinh Bao, Tien Lang, An Lao, Kien Thuy districts and wards and towns of An Duong and Thuy Nguyen (currently implementing the establishment of district-level administrative units and cities under the city).

Urban area 3 includes Cat Ba and Cat Hai towns (Cat Hai district). Investment projects in the fields of education - vocational training, healthcare, culture - sports and environment invested with socialized capital here will be exempted from all land rents during the entire project implementation period.

Specifically, investment projects for kindergartens, high schools, multi-level schools, junior colleges, and colleges in urban area 1 are exempted from land rent for the first 3 years of project implementation and receive a 50% reduction in land rent for the remaining period of the project. These projects in urban area 2 are exempted from land rent for 3 years and receive a 70% reduction in land rent for the remaining period of the project. Investment projects for kindergartens, multi-level schools, and junior colleges in urban area 3 are exempted from land rent for the entire period of project implementation.

University, college and junior college projects with 70% of students enrolled annually in the fields of logistics, industrial electronics, industrial electricity, welding, automotive technology, information technology, hotel management and nursing are also exempted from land rent for the entire duration of the project.

General hospitals investing in urban area 3, specialized hospitals for rehabilitation, mental health, oncology, and traditional medicine investing in urban areas 1 and 2 are exempted from land rent for the entire project implementation period. Specialized hospitals for cardiology, vascular, dermatology, and endocrinology investing in urban area 1 are entitled to a 30% reduction in land rent, and in urban area 2 are entitled to a 60% reduction in land rent for the entire project implementation period.

Counseling, care and support facilities for people infected with HIV/AIDS, facilities for caring for the elderly, caring for the disabled, social protection facilities for caring for and rehabilitating mentally ill people, mentally disturbed people, child support facilities, social work centers and drug rehabilitation facilities invested from social capital sources are also exempted from land rent for the entire project implementation period.

Investment projects using socialized capital in the fields of building museums, photography museums, non-public fine arts museums, folk performance and performance facilities, professional football clubs, solid waste collection and transportation facilities, and domestic waste invested in urban areas are exempted from land rent.

Investment projects in these fields that are implemented through land use rights auctions, projects that have had their land lease terms extended when the land lease term expires are not eligible for exemption or reduction of land rent.
