This morning, February 6, Alternate member of the Party Central Committee, Secretary of the Quang Tri Provincial Party Committee Nguyen Long Hai had a working session with the Standing Committee of the Hai Lang District Party Committee on the socio-economic development situation, ensuring national defense and security, Party building work, the political system in 2024, and key tasks in 2025. Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission Ho Dai Nam; Vice Chairman of the Provincial People's Committee Le Duc Tien; representatives of relevant departments, branches, sectors and units also attended.
2 targets of budget revenue and per capita income in 2024 exceeded the plan
Reporting at the working session, Hai Lang District Party Secretary Nguyen Khanh Vu said that in 2024, the District Party Committee issued and implemented the 2024 work program with 76 key tasks. Notably, it focused on directing economic recovery and development, stabilizing people's lives by completing 16/16 socio-economic targets. In particular, the budget revenue target in the area exceeded the set plan with a total revenue of 109.85 billion VND/96 billion VND and average income per capita reaching 74.52 million VND; the growth rate of agricultural production value increased by 6.5% compared to 2023; completed site clearance (GPMB) of 2 key projects, Quang Tri Industrial Park and My Thuy Port Phase 1 to hand over to investors.
In addition, the total investment capital for social development is estimated at 1,290 billion VND; cultural-social, information and communication activities continue to have many new points, the poverty reduction rate meets the set plan of 0.55%. The work of eliminating temporary houses has been promoted by the district with the mobilization of over 4.5 billion VND to build 47 new houses and repair 11 temporary, dilapidated houses for the people. The situation of national defense and security, social order and safety are maintained; Party building work continues to achieve many results.
Regarding the new rural area construction program, the whole district has 14/14 communes meeting the new rural area standards, towns meeting the civilized urban standards; 3 communes meeting the advanced new rural area standards; the district has completed 9/9 criteria for the new rural area and has submitted documents for the Central Government to appraise.
Regarding the preparation for the Party Congresses at all levels for the 2025-2030 term, up to now, the district has 8 grassroots party committees that have directed the congresses of party cells under the party committee with 19 party cells completing the congresses; The Standing Committee of the District Party Committee selected the Hai Hung Commune Party Committee and the District Education and Training Department Party Cell to organize model congresses to gain experience for the congresses of communes, towns and branches, grassroots party committees of agencies and schools.
At the meeting, the leaders of Hai Lang district informed about the coordination of the implementation of key projects of the province in the area; made efforts to direct the implementation of measures to ensure a joyful, healthy and safe Lunar New Year 2025; preparations for the organization of the 50th Anniversary of the Liberation of Hai Lang district and the district's recognition as a new rural area. At the same time, they proposed a number of key tasks in 2025 and made recommendations and proposals. In particular, focusing on leading and directing the preparation and organization of Party Congresses at all levels and the 17th District Party Congress, term 2025-2030 in accordance with regulations. In the immediate future, focusing on successfully directing the congresses of Party cells and Party committees directly under the District Party Committee in February 2025.
Complete the arrangement and streamlining of the apparatus of agencies in the political system; direct the acceleration of the implementation of socio-economic targets; organize well the activities to celebrate the 50th anniversary of the Liberation Day of Hai Lang district on March 19 (1975 - 2025) and the 35th anniversary of the re-establishment of the district on May 1 (1990-2025); continue to mobilize resources to invest in industrial and handicraft development; promote the construction of new rural areas, striving to have 30% of communes meeting advanced new rural standards by the end of 2025, 25% of villages meeting model new rural standards...
Regarding the proposal, Hai Lang district requested the Provincial Party Committee and the Provincial People's Committee to pay attention to and recommend to the Government to adjust the beneficiaries of the policy according to Decree 178/2024/ND-CP in the direction that those related to the arrangement and organization of the apparatus will enjoy the policy according to regulations or direct the issuance of local policies to increase the level of support for those who are not in the agencies and units subject to the arrangement to create conditions for the locality in the work of streamlining the apparatus; requested the Provincial People's Committee to continue to direct and soon have solutions to remove obstacles in the work of site clearance for key projects in the district to help the locality organize the implementation of local political tasks to achieve results...
Promoting patriotic emulation movement to celebrate the 50th anniversary of Hai Lang district liberation day
Concluding the working session, Provincial Party Secretary Nguyen Long Hai highly appreciated the efforts of the entire political system of Hai Lang district in leading and directing the implementation of socio-economic development tasks, ensuring national defense and security, and carrying out Party building and political system building work in the past year.
Hai Lang is identified as a key industrial district of the province and 2025 is the year of completion, deciding the completion of the goals, targets and tasks of the Resolution of the 16th Congress of the district and the Resolution of the 17th Provincial Party Congress. Therefore, it is recommended that the locality focus on effectively implementing the plans, resolutions and conclusions of the Central, the province and the district on socio-economic development, ensuring national defense and security; set out directions and tasks for 2025 in conjunction with reviewing the main goals, targets and tasks of the resolutions of congresses at all levels, especially the targets forecast to be difficult to achieve, in order to focus on leadership and direction for implementation. Strive for a high economic growth target to work with the province to raise this target to over 8% as directed by the Government.
Focus on leading and directing the preparation work, paying attention to personnel work to successfully organize the Party Congresses at all levels, the 17th District Party Congress, term 2025 - 2030. The arrangement and streamlining of the district political system apparatus according to the progress requirements set by the Central Government but ensuring that the system goes into operation, operates synchronously and smoothly immediately after the arrangement.
Continue to promote administrative procedure reform, digital transformation, and enhance investment promotion to attract key and dynamic projects in the locality. Resolutely direct the removal of difficulties in site clearance for key projects of the province, avoiding the situation where delayed site handover affects the progress of projects. In particular, thoroughly handle 0.37 hectares of area and some unfinished land assets of phase 1, the area of the discharge pipeline and the extension of National Highway 1 related to the Quang Tri Industrial Park project; the remaining area of phase 1 of the My Thuy Port project; closely coordinate in resettlement arrangements in the district, pay attention to creating livelihoods and stabilizing the lives of people in resettlement areas...
Synchronously implement programs, projects and policies to support poverty reduction; prioritize support for production development, job creation, household economic development, helping the poor develop their livelihoods; mobilize and integrate resources to complete the program goal of eliminating temporary and dilapidated houses in the district.
