Hai Hau ensures construction progress of clean water plants

In order to soon have clean water to serve the lives and activities of people in communes and towns and ensure the criteria of living environment quality in the set of advanced and model new rural criteria for the period 2021-2025, Hai Hau district is resolutely implementing investment projects to build clean water plants concentrated in Hai Minh and Hai Trung communes.

The contractor is urgently constructing the Hai Minh clean water plant investment project.

In Hai Hau district, there are currently two water plants that have been operating since 2012: Yen Dinh Water Plant (Yen Dinh town) and Hai Toan Water Plant (Hai An commune), invested by Nam Dinh Province Clean Water and Rural Sanitation Joint Stock Company. A representative of Yen Dinh Water Plant said: Both water plants invested by the Company exploit underground water sources to produce clean water for households. Of which, Yen Dinh Water Plant has a capacity of 1,000m3/day-night; if operating at 100% capacity, it will ensure enough clean water supply for about 1,600 households. Hai Toan Clean Water Plant has a design capacity of 2,000m3/day-night; if using its maximum capacity, it will ensure clean water supply for about 2,000 households in Hai An commune. In addition to the households in Yen Dinh town and Hai An commune that have been using clean water from the two water plants mentioned above, the people in the remaining communes and towns of Hai Hau district are still using rainwater and well water for their daily activities. With the terrain of Hai Hau district stretching along the North - South axis (from the starting point of the district, Hai Nam commune, to Thinh Long town, about 30km long); the population is scattered and not concentrated, and underground water resources are limited, so choosing to use the surface water of Ninh Co river to invest in building clean water plants to supply people in communes and towns is the optimal solution.

Implementing the direction of the Provincial People's Committee on implementing clean water supply for people in communes and towns in the district, the District People's Committee has reviewed the planning, surveyed the expected locations and proposed the Provincial People's Committee to allow investment in 2 projects to build new clean water plants in Hai Trung and Hai Minh communes. On November 29, 2022, the Provincial People's Committee issued Document No. 984/UBND-VP5 agreeing on the investment policy to build Hai Minh clean water plant; on January 5, 2024, the Provincial People's Committee issued Decision No. 25/QD-UBND on approving the investor to implement the project to build a clean water plant in Hai Minh commune. Accordingly, the Provincial People's Committee approved the Consortium of Nam Dinh Water Supply Joint Stock Company and DNP Water Investment Joint Stock Company as the investor to implement the project to build a clean water plant in Hai Minh commune. The clean water plant project in Hai Minh commune has a designed capacity of 25,000 m3/day and a total area of ​​about 3.6 hectares. Of which, the main treatment plant has an area of ​​about 2.5 hectares in Hamlet 9 Lien Minh, Hai Minh commune; the water collection project from the Ninh Co river surface water source is about 0.2 hectares in Hai Minh commune; the booster pump station in Hai Cuong commune is about 0.4 hectares; the booster pump station in Thinh Long town is about 0.5 hectares. According to information from the contractor, the joint venture of Nam Dinh Water Supply Joint Stock Company and DNP Water Investment Joint Stock Company, up to now, the project has completed the stone embankment and site leveling; completed the construction of the water reservoir and pile driving of 2 items of the treatment cluster and the tank. Taking advantage of favorable weather, the contractor is focusing on maximum human resources and equipment to speed up the construction progress of the remaining items of the project. It is expected that by July 30, 2025, all items of the factory will be completed to serve the water supply work; the raw water pipeline, transmission, distribution and service pipelines will be deployed in parallel with the construction work in the factory and rolled up from the beginning of the line in Hai Minh commune to the end of the line in Thinh Long town. Strive to supply water to all 15 communes and towns in the water supply area of ​​the factory by the third quarter of 2025. In addition to the Hai Minh commune clean water plant project, on March 18, 2025, the Provincial People's Committee issued Decision No. 703/QD-UBND approving the results of selecting an investor to implement the clean water plant construction project in Hai Trung commune, which is Nam Dinh Water Supply Joint Stock Company. The clean water plant project in Hai Trung commune has an expected capacity of 25,000 m3/day-night with a total investment of 672 billion VND; creating a sustainable clean water supply model for people in 17 communes and towns in the north of the district. The project has a collection facility with an area of ​​0.2 ha in Hai Minh commune (taken from the surface water source of Ninh Co river) and a raw water pipeline about 3 km long from the collection facility to the treatment plant; the main water treatment plant is located inside the Ninh Co river dike, with an area of ​​about 2.5 ha in Hai Trung commune; a booster pump station with an area of ​​about 0.4 ha located in Hai Tay commune and a water supply pipeline system designed synchronously according to current standards and regulations to ensure water supply requirements.

In the coming time, Hai Hau district will focus on directing specialized departments to urge contractors to concentrate maximum human resources and equipment to complete the remaining items of the Hai Minh clean water plant construction investment project; prepare well the conditions to soon start the Hai Trung clean water plant construction investment project. Strive to implement clean water supply projects to ensure progress to complete the goal of providing clean water to people in communes and towns in the district; contribute to the successful implementation of the goal of building Hai Hau district into a model new rural district as set out in the resolution of the Hai Hau district Party Congress for the 2020-2025 term and the Resolution of the 20th Provincial Party Congress.
