To effectively implement the work of preventing and combating corruption and negativity (PCTNTC) in the area, in recent years, Hai Ha district has implemented many solutions, focusing on publicity and transparency in all fields.

The district directs agencies, units, and People's Committees of communes and towns to implement publicity and transparency in sensitive areas that are prone to negativity and corruption, such as: Personnel work; administrative procedures; financial activities, state budget; public asset procurement; capital construction investment management, land management, etc.
The district directs its subordinate units to manage and use funds according to regulations. The People's Committees of communes and towns publicly disclose finances on budget revenue and expenditure, fees, charges, funds from people's contributions, direct budget support sources, etc. by publicly posting at the offices of the People's Committees of communes and towns so that people can know and monitor according to the law. Public assets are fully monitored by the District People's Committee on the accounting system and are regularly updated in the asset management software of the Ministry of Finance.
To ensure that units properly spend according to regulations, the District People's Committee directed the District Finance - Planning Department to monitor, inspect, supervise, and guide agencies and units to develop internal spending regulations for 2024, regulations on public asset management, and implement centralized procurement according to regulations of the Provincial People's Committee; continue to direct public service units to develop autonomy projects... Up to now, the district has 4 public service units with autonomy in regular spending.
The district is open and transparent in arranging and perfecting the organization and administrative apparatus. In the first 9 months of 2024, the district reviewed, revised and supplemented the regulations on the functions and tasks of the District Inspectorate; arranged, merged and reduced 3 public service units. At the same time, the district strengthened the implementation of management and effective use of the payroll and number of employees according to the number assigned by the province.
In 2024, the number of administrative positions assigned by the province to the district is 68 people, currently 57 people are employed; the number of people working at public service units assigned and approved is 1,200, currently 1,153 are employed; the number of assigned commune-level cadres and civil servants is 232, currently 228 people.
The district focuses on the conduct of civil servants. The district has issued the Code of Conduct for Civil Servants and Employees in the area. Agencies and units strictly implement the provisions in the Code of Conduct, Code of Professional Ethics... In the first 10 months of 2024, no civil servants in the district violated the Code of Conduct.

To improve the quality of PCTNTC work in the area, the district also transfers work positions. The district has issued Plan No. 243/KH-UBND (dated December 12, 2023) on periodically transferring work positions for civil servants who do not hold leadership or management positions according to Decree No. 59/2019/ND-CP of the Government. Accordingly, in the first 9 months of 2024, the district transferred work positions for 7 school accountants.
The district has seriously implemented the publicity and transparency in handling administrative procedures and declaring income of people with positions and powers in agencies, organizations and units under its management. The district's Public Administration Center publicly posted 366 administrative procedures in 57 fields; the modern reception and result delivery department at the commune level posted 122 procedures in 28 fields. In the first 9 months of 2024, the district's Public Administration Center processed administrative procedure records on time and before the deadline, reaching a rate of 100%. All 83 people subject to income declaration in 2023 completed them; 92.8% of the declarations were announced at the meeting.
The district strengthens administrative inspection, specialized inspection and inspection related to anti-corruption work. The Chairman of the District People's Committee directed the District Inspectorate to issue a conclusion of the inspection on the responsibility of the Chief of Office of the District People's Council - People's Committee, Head of the District Department of Labor, Invalids and Social Affairs in complying with legal regulations on citizen reception, handling of complaints, denunciations, recommendations, reflections and anti-corruption work in 2022-2023. Thereby promptly correcting and drawing experience for the 2 leaders of specialized departments in the above work.
Thanks to that, from the beginning of 2024 until now, there have been no TNTC incidents in the district; security and order have been maintained.
