With forecasts of prolonged heavy rain while many mountainous areas are already "full" of water, localities in Ha Tinh are ready to evacuate people from dangerous areas.

Rocks and soil flooded into the house of Ms. Nguyen Thi Tam in village 8, Huong Thuy commune, Huong Khe.

In late September, due to heavy rain, many roads and areas in Huong Thuy commune (Huong Khe district) were flooded and partially isolated.

The complicated weather caused the hill area behind the house of Mrs. Nguyen Thi Tam's family in village 8 (Huong Thuy commune) to show signs of landslides when rocks and soil slid, some trees fell and water flowed down the cracks from the hill. Mud even flooded into Mrs. Tam's house.

Faced with the risk of landslides threatening Ms. Tam's family, the Party Committee and authorities of Huong Thuy commune evacuated this household to a safe place. "With the forecast of widespread heavy rain in Ha Tinh lasting for many days, at this time, the locality has urged Ms. Tam to continue staying at her relatives' house and not return home while the weather is still complicated," said Chairman of Huong Thuy Commune People's Committee Ngo Xuan Tan.

According to Mr. Tan, in addition to Mrs. Tam's family, in case of prolonged heavy rain, there are also some areas and roads in the commune that are at risk of landslides, affecting households. The commune, together with village officials, will conduct a review and grasp each area and each specific household, and if the weather becomes complicated, will evacuate households to a safe place.

As a locality frequently affected by storms and floods, in recent years, Huong Khe district has proactively taken measures to prevent and respond to all types of natural disasters by always having plans ready to evacuate people and property in vulnerable areas, including areas at risk of landslides, to safety.

According to the review, out of 7,130 households with 24,660 people in Huong Khe district located in areas at risk of natural disasters (floods, flash floods, landslides, downstream reservoirs, key irrigation works); 339 households with 1,534 people had to be relocated and evacuated when landslides and riverbank landslides occurred.

Areas at risk of landslides include: Huong Lam, Huong Lien, Huong Trach, Huong Vinh, Phu Phong, Ha Linh...

“For residential areas located in dangerous areas, at risk of flash floods and landslides, localities develop plans and specify the organization of prevention, evacuation of people and property to safe locations; local officials are assigned to monitor and direct dangerous areas,” informed Vice Chairman of Huong Khe District People's Committee Phan Ky.

The mountainous area in Xuan Lam commune (Nghi Xuan) is at high risk of landslides.

Meanwhile, the foothill area in Xuan Lam commune (Nghi Xuan district) - where 19 households with 61 people live - is also at high risk of landslides. During the 2020 flood season, landslides also occurred in the mountainous area of Xuan Lam commune and at that time, local authorities had to evacuate households to safety.

Faced with the high risk of landslides occurring during each rainy season, affecting the lives and property of households, the Xuan Lam commune authorities have proposed that authorities at all levels prioritize housing support so that households can be relocated to resettlement areas soon, ensuring a stable life for the people. This proposal is currently being considered and surveyed by the district and province.

In the immediate future, to ensure the safety of households, Xuan Lam commune is closely monitoring the weather situation and in case of any unusual signs, will quickly evacuate people and property of households in landslide risk areas to a safe place.

In addition to Xuan Lam commune, 45 households with 160 people in Xuan Hong, Xuan Linh, and Cuong Gian communes of Nghi Xuan district are also in the area at risk of being affected by landslides.

Ho Ho Hydropower Plant released spillway from the afternoon of October 10 to lower upstream water levels and increase flood prevention capacity.

Director of Ha Tinh Hydrometeorological Station Tran Duc Ba said that due to the influence of strong cold air combined with high altitude easterly winds, from now until October 15, Ha Tinh will experience a widespread heavy rain with total rainfall in mountainous areas ranging from 100 - 200mm, coastal plains from 150 - 300mm, and in some places over 350mm.

After this heavy rain, from October 16 to 20, cold air will continue to strengthen, combined with the tropical convergence zone and high altitude easterly winds, so there is a possibility of another widespread heavy rain with very large amounts of rain.

“Prolonged heavy rain not only causes flooding in low-lying areas and urban areas, but also poses a very high risk of floods, flash floods, and landslides in the midlands, mountainous areas, and along rivers and streams. In particular, in the past, the province has experienced two heavy rains and many mountainous areas have been saturated with water, increasing the risk of floods and landslides,” Mr. Tran Duc Ba assessed.

Heavy rain caused landslides on National Highway 8 through Son Kim 1 Commune, Huong Son in late September, causing traffic congestion.

According to the review of the Provincial Steering Committee for Disaster Prevention and Control, in the province there are 2,039 households with 7,127 people in the area at risk of landslides, concentrated in localities such as Huong Son, Huong Khe, Vu Quang, Ky Anh district, Can Loc...

During the rainy and flood seasons of previous years, there have been many landslides in Ha Tinh, affecting traffic routes and residential areas. Although there have been no casualties or property damage, the consequences will be extremely unpredictable if we are subjective about this type of natural disaster.

While the land is saturated with water, prolonged heavy rains pose a risk of landslides in Ha Tinh.

Tran Duc Thinh, Chief of the Standing Office of the Provincial Steering Committee for Flood and Storm Prevention and Control, said: In response to the forecast of heavy rain causing flooding, the risk of floods, flash floods, and landslides, the Provincial Steering Committee for Flood and Storm Prevention and Control has issued a telegram requesting localities and units to focus on implementing a number of response tasks, including organizing a review of households, obtaining the phone numbers of household owners in areas at risk of flooding, flash floods, and landslides to be ready to contact and respond.

Localities assign staff to specifically monitor areas at high risk of natural disasters, proactively deploy appropriate response plans, and ensure people's safety.
