At 8:00 a.m. on September 18, at offices, schools, civil servants, public employees, and students, a minute of silence was observed for the victims who died in the mini apartment fire in Thanh Xuan district.
According to tradition, on Monday mornings, offices and schools will salute the flag and sing the national anthem. Today, after the flag salute ceremony, civil servants, public employees and students will observe a minute of silence to commemorate the victims who died in the fire at the mini apartment building at No. 37, Lane 29/70, Khuong Ha Street, Khuong Dinh Ward, Thanh Xuan District.
In Thanh Xuan District, the District Party Committee, People's Council, People's Committee, Fatherland Front and socio-political organizations will participate in the memorial at the large hall at the district headquarters. Agencies, units and 11 wards will organize internal events at the agency headquarters, or at locations suitable to actual conditions. Some schools have announced to remind students to wear white shirts so that the school can organize a minute of silence.

Director of the Department of Education and Training Tran The Cuong said that after the flag-raising ceremony this morning, schools and agencies of the sector will observe a minute of silence for the victims, then organize a fundraiser. Department leaders will observe a moment of silence at the agency.
On September 14, the day after the fire, the education sector launched a fundraising campaign, raising VND179 million. The money raised will be sent to the victims undergoing treatment and to support the students’ funerals.

Mr. Pham Gia Huu, Head of the Department of Education and Training of Thanh Xuan district, said that at Khuong Dinh Primary and Secondary Schools, the memorial ceremony was also brief, starting with the principal's sharing about the purpose and meaning of the ceremony, followed by a minute of silence and some notes and how to handle a fire.
"The spirit is to be gentle and brief so that the school can continue teaching and learning, avoiding being too heavy and affecting students' psychology," said Mr. Huu.

On the night of September 12th and early morning of September 13th, a 10-storey mini apartment building with 45 apartments in Khuong Dinh ward, Thanh Xuan district caught fire, killing 56 people and injuring 37. Of the 29 students involved, 13 died (2 preschool, 5 primary school, 6 secondary school), the rest are being treated at the hospital.
In a telegram dated September 15, Prime Minister Pham Minh Chinh assessed the fire as "particularly serious". He assigned the Ministry of Public Security to conduct a general inspection of fire prevention and fighting in crowded, high-density housing areas prone to fire and explosion to assess the current situation and propose solutions. This work must be completed before November 15.
