Accordingly, based on the water level of the Red River in Hanoi (Son Tay River) at 7:00 a.m. on September 12, 2024, it was 13.23 m (alarm level II was 13.40 m). Therefore, the Steering Committee for Flood and Storm Prevention and Control of Hanoi City withdrew the second warning on the Red River at 7:00 a.m. on September 12, 2024 in Son Tay town and the districts of Ba Vi, Phuc Tho, Dan Phuong, and Me Linh.
The Steering Committee for Disaster Prevention and Control and Search and Rescue of Son Tay town and the districts of Ba Vi, Phuc Tho, Dan Phuong, Me Linh, units in the above areas and sectors, and officers have been assigned the task of strictly implementing the regulations when the order to withdraw the second alert is given.
Hanoi requires focus on patrolling and guarding dikes
On September 12, the Hanoi City Steering Committee for Disaster Prevention and Control issued a document to the Steering Committee for Disaster Prevention and Control of districts and towns on seriously implementing the work of patrolling and guarding to protect dikes.
Accordingly, the current flood situation in Hanoi is very complicated, the water level of rivers is currently high: Red River, Duong River, Day River above alert level 2 and continuing to rise; Tich River, Bui River, Cau River, Ca Lo River above alert level 3. However, patrolling and guarding work in some localities is still subjective and not serious according to regulations.

To ensure the safety of dykes, proactively respond to adverse developments of floods and rains, and minimize damage caused by natural disasters, the City's Steering Committee for Disaster Prevention and Control and Search and Rescue requests the Steering Committees for Disaster Prevention and Control and Search and Rescue of districts, towns and cities to focus on directing and strengthening inspection work; organize forces and seriously patrol and guard dykes according to the provisions of the Law on Dykes and the guidance of the Ministry of Agriculture and Rural Development in Circular No. 01/2009/TT-BNN dated January 6, 2009; promptly detect and handle natural disasters from the beginning according to the motto "4 on-site" and report to the Office of the Steering Committee for Disaster Prevention and Control and Search and Rescue of Hanoi City.
At the same time, the PCTT and TKCN Commanders of localities are required to inspect and review all dike guard posts in the management area; fully prepare the necessary conditions to be able to organize a permanent presence at the post such as: cleaning and clearing weeds within the post; reviewing and supplementing equipment, books and providing professional and technical guidance to the patrol and guard teams...
The Hanoi City Command Center for Disaster Prevention and Control requires units to take full responsibility before the City People's Committee if there is an incident of dike safety loss due to failure to patrol and protect the dikes according to the provisions of law.
