That is the content of the Draft Decision on promulgating the rental price frame for social housing (NOXH) invested and built without using public investment capital or trade union financial resources in the city, which the Hanoi People's Committee is organizing to collect opinions on.
According to the proposal, the specific rental price frame for social housing is as follows:
- Social housing buildings are less than 10 floors high, with rental prices ranging from VND 48,000 to VND 96,000/m2/month.
- Social housing buildings with height from 10 - 20 floors have rental prices from 49,000 VND to 98,000 VND/m2/month.
- Social housing buildings from 20 to 30 floors have rental prices from 73,000 VND to 146,000 VND/m2/month.
- Social housing buildings with a height of 30 floors or more have rental prices from 99,000 VND to 198,000 VND/m2/month.
The above price does not include value added tax and construction maintenance costs.

It is known that currently, the determination of social housing rental prices in Hanoi is implemented according to Decision No. 25/2019-QD/UBND dated November 5, 2019 of the Hanoi People's Committee. Accordingly, for social housing projects not implemented by the state (funded by enterprises) before leasing, the investor is responsible for submitting a price appraisal to the Department of Construction. The Department is responsible for organizing the appraisal and notifying the appraisal results to the investor.
Based on the appraisal results, the investor approves the issuance of the official selling, leasing, and hire-purchase prices of the project on the principle that they cannot be higher than the appraised price.
According to the draft, the above social housing rental price frame does not apply to the following cases:
- Social housing is invested and built with public investment capital and trade union financial resources;
- Social housing is used as accommodation for workers in industrial parks;
- Social housing invested from state capital for the people's armed forces (if any);
- The lessor and lessee of social housing have agreed on the rental price.
