At the meeting, Prime Minister Pham Minh Chinh praised the ministries, sectors and localities for their drastic actions and positive results in recent times. The Prime Minister said that valuable lessons on organization, implementation, design, construction, supervision, especially capital allocation... need to be promoted.
"First, the capital arrangement must not be spread out. Second, not only the central government but also the local government. Fourth, contractors must not be left "alone" on the project. The entire political system must be involved," the Prime Minister emphasized.

"Provinces and cities that have highways passing through them are developing, creating a new development space: urban areas develop, tourism develops, industrial zones develop; land value increases. Third, they are attractive investors.
"Determined, no matter how difficult it is, we must do it. If we do not do it, there will be no development. Especially now, if we set a double-digit growth target but without highways and transportation, there will be no growth," the Prime Minister emphasized.

According to the Prime Minister, this is the command of the heart, the responsibility of each cadre, must uphold the sense of responsibility; not only the agencies, contractors but also the entire political system must participate when simultaneously arranging and merging provinces and cities: "Incorporating provinces opens up new spaces, merging provinces without roads then build roads. Find the shortest route to build. Lacking bridges, if it is far away then build bridges. Crossing rivers then build bridges, crossing mountains then dig mountains; crossing fields then pour sand. Therefore, we "only discuss doing but not retreating" .
