Hanoi leads in the 2023 Local Innovation Index

The 2023 Local Innovation Index (PII) developed by the Ministry of Science and Technology names the 10 localities with the highest scores, with Hanoi leading.

On the afternoon of March 12, the Ministry of Science and Technology announced the results of the 2023 Provincial Innovation Index (PII), after a year of development. The index provides a realistic, comprehensive picture of the current status of each locality's socio-economic development model based on science, technology and innovation.

As a result, Hanoi is the locality with the highest score, reaching 62.86 points, ranked 1st. Following are Ho Chi Minh City (ranked 2nd), Hai Phong (ranked 3rd), Da Nang (ranked 4th), Can Tho (ranked 5th), Bac Ninh (ranked 6th), Ba Ria-Vung Tau (ranked 7th), Binh Duong (ranked 8th), Quang Ninh (ranked 9th) and Thai Nguyen (ranked 10th).

Hanoi ranks first in the country in both innovation output and input thanks to leading 14 out of 52 component indexes. Hanoi is high in research and development, innovation, including investment in human resources, spending on research and development, number of science and technology organizations. This is also the locality with the rate of enterprises conducting research and development activities, the rate of enterprises with innovation activities and outputs of intellectual property such as inventions, utility solutions, plant varieties, industrial designs or socio-economic impacts such as human development index.

Ho Chi Minh City ranked second, with 12 leading indicators out of 52 high-scoring component indicators. In particular, Ho Chi Minh City has policies to support small and medium-sized enterprises, digital infrastructure, the rate of enterprises with research and development activities, the rate of enterprises with innovation activities, and a number of intellectual property products.

PII 2023 is also ranked according to 6 socio-economic regions. Localities in the Red River Delta have the highest average score of 45.17 points, followed by localities in the Southeast region with 44.81 points. Localities in the North Central and Central Coast regions and the Mekong Delta have similar average scores, 36.96 points and 36.36 points, respectively. The Central Highlands and the Northern Midlands and Mountains have almost the same low scores, 32.72 points and 32.19 points, respectively. The index also provides the top localities in each region and analyzes and evaluates them by income group.

According to the Ministry of Science and Technology, direct comparison between localities is only relative and is not the main purpose of the index, because each locality has different conditions, characteristics and development orientations. The PII index only provides scientific basis and evidence of strengths, weaknesses, potential factors and necessary conditions for socio-economic development based on science, technology and innovation of each locality.

Minister of Science and Technology Huynh Thanh Dat said that this is a quantitative tool describing the current status of socio-economic development models based on science, technology and innovation to support and promote the development of each locality.

"The Local Innovation Index Report is a useful document, providing scientific and practical basis for leaders at all levels to make decisions, build and implement policies to promote development, as well as provide useful information on the investment environment and resource conditions for production and business activities in localities," said the Minister.

Previously, the international independent expert, Dr. William Becker, assessed that the PII 2023 Index meets international quality standards for statistical and methodological accuracy. The index aims to create an effective and reliable monitoring tool to assess local innovation in Vietnam.

In 2022, the index was piloted with 20 localities. After the results were obtained, the Government assigned the Ministry of Science and Technology to "implement the development of a local innovation index nationwide from 2023" (Resolution No. 10/NQ-CP dated February 3, 2023). The Academy of Science, Technology and Innovation (Ministry of Science and Technology) is the unit that developed the index.

PII is built closely following the structure of the Global Innovation Index (GII) published annually by the World Intellectual Property Organization (WIPO) and used by the Government in management and operation since 2017. The data is collected from statistical reports, official management reports of central and local agencies; data from other index sets (Administrative reform; Provincial competitiveness; Digital transformation; Provincial governance and public administration efficiency).

According to the Ministry of Science and Technology, with a wide and comprehensive scope, the PII index will be a tool for each province/city to examine in detail the aspects of output and input, clearly identify strengths, weaknesses, potential factors and necessary conditions to promote socio-economic development based on science, technology and innovation.
