GRDP of the Northern Midlands and Mountains region leads the country

DNVN - After nearly 2 years of implementing Resolution No. 11-NQ/TW of the Politburo on socio-economic development and ensuring national defense and security in the Northern Midlands and Mountains region to 2030, with a vision to 2045, the region's gross regional domestic product (GRDP) is leading the country, estimated at 6.5%.

Immediately after Resolution No. 11-NQ/TW, dated February 10, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Northern Midlands and Mountainous Region (NMR) to 2030, with a vision to 2045 (Resolution) was issued, the Government issued the Action Program in Resolution No. 96/NQ-CP dated August 1, 2022.

The action program has set out 21 targets, 17 projects, tasks and 33 important infrastructure projects of the region that need to be studied and implemented by 2030.

Speaking at the "Third Conference of the Coordination Council of the Northern Midlands and Mountains Region" on the morning of May 24, Minister of Planning and Investment Nguyen Chi Dung emphasized that, up to now, after nearly 2 years of implementing the Resolution, the Northern Midlands and Mountains Region has completed 5/17 tasks and projects.

Including: approval of regional planning, approval of local planning, completion of establishment, consolidation and promulgation of operating regulations of the Regional Council.

Along with that, the Prime Minister will submit a project to build a model of a regional basic library; and the Prime Minister will submit a project to turn Lao Cai into a center for economic trade connection between Vietnam and ASEAN countries with the Southwest region of China.

The "Third Conference of the Central Highlands Region Coordination Council" emphasized solutions to promote regional development linkages in the coming time.

The remaining 12 unfinished tasks are major projects on specific regional development policies, border trade policies, industry clusters, environmental management and water resource sharing. These tasks are being drafted by ministries and localities, and opinions are being sought from relevant agencies.

Regarding infrastructure development, the entire region has completed the Tuyen Quang - Phu Tho expressway project connecting with Noi Bai - Lao Cai expressway; upgrading Dien Bien airport, Doan Hung - Phu Tho route. The region is implementing 15 out of 33 key projects such as Tuyen Quang - Ha Giang expressway; Dong Dang - Tra Linh expressway, Huu Nghi - Chi Lang expressway; Hoa Lac - Hoa Binh - Moc Chau (Son La) expressway...

The remaining 15 projects in the action program are being studied by ministries, branches and localities for implementation in the coming time.

Regarding the socio-economic development of the region, the Minister of Planning and Investment said that the region's GRDP growth in 2023 will reach 6.53%, higher than the other five regions and the national average. Notably, Bac Giang province has the highest index in the country with an increase of 13.5%. Some localities have quite good growth rates such as Tuyen Quang (7.46%), Phu Tho (7.45%).

The region's GRDP scale reached 896 trillion VND. The region's GDP structure has changed quite positively, with the proportion of industry and services accounting for 78%. The region's state budget revenue in 2023 reached 88 trillion VND, exceeding the estimate by 17%, with 10/14 localities exceeding the estimate. Import-export turnover reached about 67 billion USD, up 39% compared to 2022.

In 2023, the whole region attracted 143 new FDI projects with a total registered capital of about 1.9 billion USD. There are currently 23 industrial parks in operation, with an occupancy rate of 65%, higher than the national average (54%);

“In the first quarter of 2024, the region's economy remained stable and grew at a fairly good rate. GRDP reached about 6.5% (leading the country). Import-export turnover reached 33 billion USD. However, the region's state budget revenue only reached 26% of the estimate, due to the revenue relying heavily on hydropower. In the first months of the year, factories focused on storing water, and power generation capacity was low,” said Mr. Dung.

At the conference, the Minister of Planning and Investment emphasized the eight words "Identity - Ecology - Connection - Happiness" to express the content of the planning of the Northern midland and mountainous region for the period 2021 - 2030, with a vision to 2050.

In particular, the minister emphasized the need for regional development on the basis of ensuring sustainable ecology. At the same time, he proposed the formation of inter-provincial and inter-regional ecological development corridors through connecting key ecological areas and protective forests with green corridors.

Regional development linkage is considered an inevitable trend, a driving force to connect and lead the development of localities in the region. Along with that is human resource development, strengthening coordination and linkage in human resource development training.

Sharing and linking in science and technology development towards solving technological problems arising in regional development; forming and strengthening network connections of high-tech application centers.
