However, compared to the increasingly high requirements of the cause of building a "Cultured - Civilized - Modern" Capital, the construction of elegant and civilized Hanoians has not met the requirements, has not been substantive and sustainable, and has revealed many shortcomings and limitations.

The Directive also points out the limitations, from uncivilized behaviors towards the natural environment, social environment, deviant manifestations in family culture, school culture, public culture; money worshipping attitudes, hedonistic lifestyle, indulgence, not focusing on building and developing future generations...

The Capital Youth Union focuses on disseminating and popularizing the Youth Law to thoroughly implement programs and projects in the "Vietnam Youth Development Strategy for the 2021-2030 period" approved by the Prime Minister. At the same time, it strengthens solutions to grasp and orient the ideology and public opinion of young people.

Continue to promote, consolidate, improve and equip skills for the team of reporters, propagandists, social opinion collaborators, young theory clubs at all levels, propose mechanisms and policies to support the team of reporters and propagandists; maintain and effectively deploy the green zone model in cyberspace.

At the same time, be flexible and creative in propaganda forms suitable for target groups, paying special attention to orienting the young generation of the capital, especially in the cyberspace environment and digital platform applications to create a healthy and positive cultural environment for the young generation.

Identifying youth union members as an important force to contribute to building the personality of a civilized and elegant young generation, Secretary of the Hanoi Youth Union Chu Hong Minh said that the Youth Union at all levels from the City to the grassroots always pay attention to propaganda and education activities. In order to effectively implement the tasks set out in Directive No. 30-CT/TU of the Standing Committee of the City Party Committee, the Youth Union at all levels will carry out propaganda activities about the history and traditions of the Youth Union and Vietnamese youth through activities of branches, associations, and teams; extracurricular activities, flag-salute activities, online competitions combined with direct learning about the history of the Youth Union.
