Identifying mass mobilization work as a task of strategic significance for the entire revolutionary cause of the capital and the country; contributing significantly to the successful implementation of the tasks of Party building and the political system, socio-economic development, maintaining national defense, security, and ensuring social security, in recent times, the Hanoi Party Committee has paid attention to leading and directing the effective implementation of the emulation movement "Skilled Mass Mobilization" synchronously and comprehensively in all fields. Thereby, many good models and creative ways of doing things have emerged, bringing about practical results.

To have a comprehensive view of the implementation process, the results and the direction in the coming time, Kinh te & Do thi Newspaper had an interview with Standing Committee Member of the City Party Committee, Head of the Mass Mobilization Committee of the Hanoi City Party Committee Do Anh Tuan about this issue.

Nearly 15 years ago, the Central Committee for Mass Mobilization officially launched the emulation movement "Skilled Mass Mobilization" nationwide. Could you share the outstanding results that the Hanoi Party Committee has achieved in implementing this meaningful emulation movement?

Head of the City Party Committee's Mass Mobilization Commission Do Anh Tuan: 15 years ago, the Central Mass Mobilization Commission officially launched the emulation movement "Skilled Mass Mobilization" nationwide. This is a very correct and creative policy, a practical action, concretizing the teaching of President Ho Chi Minh "If mass mobilization is poor, everything will be poor, if mass mobilization is skillful, everything will be successful" and our Party's viewpoint on mass mobilization work. Since then, the emulation movement "Skilled Mass Mobilization" has been widely deployed, receiving the attention, leadership, direction and implementation of Party committees, authorities, the Fatherland Front, and socio-political organizations, receiving the active response of cadres, party members, union members, association members and all classes of Hanoi people.

Seriously implementing the plans and instructions of the Central Committee for Mass Mobilization, the Hanoi Party Committee has issued a system of documents to lead and direct the implementation of the emulation movement "Skilled Mass Mobilization" throughout the entire Party Committee of the city with the motto "strongly focusing on the grassroots". Taking the grassroots as the locality, taking the cultural and revolutionary traditions of Hanoi and the trust and love of the Capital's people for the glorious Party as the fulcrum; building a team of grassroots mass mobilization cadres as the core to focus on "Skilled Mass Mobilization" in implementing goals and tasks according to the Party's guidelines and policies, the State's policies and laws. Mobilizing the great strength from the consensus and voluntary spirit of the people, from the unity between "the Party's will and the people's heart", joining hands and unifying with the aspiration to develop the Capital and the country, for the happy life of the people.

The emulation movement "Skilled Mass Mobilization" in the city is deployed in conjunction with the implementation of campaigns and patriotic emulation movements launched by the Central, City, Fatherland Front, and socio-political organizations. The work of registering and building the "Skilled Mass Mobilization" model is carried out synchronously in 4 areas: economy; culture - society; national defense, security; building the political system and at 3 levels: City; district, town and equivalent; grassroots level. Attention is paid to building, fostering, and replicating models in all areas of social life, focusing on key areas and areas, areas where Party committees and authorities are focusing on leading and directing.

From the early days of launching the movement, which was still awkward, until now, the emulation of "Skillful Mass Mobilization" has become a regular activity of the entire political system, carried out more and more systematically and scientifically, truly a cultural beauty of Hanoians. Thereby, it has made an important contribution to the great achievements of the Capital in the past 15 years, especially in improving people's lives, promoting democracy and the strength of the great national unity bloc, building a solid "people's hearts and minds position".

In the 2020-2025 term, continuing the tradition, achievements and experience of mass mobilization work of previous terms, the emulation movement "Skilled Mass Mobilization" of the City Party Committee has many innovations and achieved outstanding results. The City Party Committee and its subordinate Party Committees have issued more than 300 documents for leadership and direction; nearly 70,000 "Skilled Mass Mobilization" models have been registered for effective implementation, thousands of models have been commended and rewarded from the grassroots level to the city level.

The implementation of the “Smart Mass Mobilization” movement in the capital has shown that many creative and innovative models and methods have emerged, bringing practical results at the grassroots level, and have been highly approved and supported by the people. Could you please share more about these models?

Head of the City Party Committee's Mass Mobilization Commission Do Anh Tuan: With the centralized and unified direction from the city to the grassroots level, along with a methodical and practical approach, the emulation movement "Skilled Mass Mobilization" has truly permeated and spread in all areas of social life. Many new, difficult, and arising tasks at the grassroots level have been resolved, contributing to promoting the strength of the great national unity bloc, consolidating trust, and strengthening the close relationship between the Party and the People.

Typically, in the economic field, many models of "Smart Mass Mobilization" on developing production, good business, creative startups, legitimate enrichment; "Smart" mobilizing workers to enthusiastically produce; "Smart" mobilizing businesses to focus on building a friendly working environment, improving salary regimes, focusing on improving the material and spiritual life of workers... have been effectively implemented by Party committees, authorities, and organizations at all levels and have had a widespread effect.

The "Smart Mass Mobilization" models in propagating and mobilizing farmers to donate land for road construction, land consolidation, crop and livestock restructuring, application of advanced science and technology in agricultural production, and improvement of farmers' lives in rural areas have helped propagate and mobilize people to effectively implement the targets of building new rural areas, advanced and exemplary new rural areas; continue to maintain and improve the quality of new rural criteria for communes that have achieved them.

The city has completed the goal of building new rural areas with all 382/382 communes meeting new rural standards, 188 communes meeting advanced new rural standards and 76 communes meeting model new rural standards. 7/17 districts have basically completed the criteria of advanced new rural districts. Although there are still many difficulties due to the negative impact of natural disasters, epidemics and economic recession, the lives of the people in the capital have been significantly improved. Hanoi's per capita income in 2023 increased more than 3 times compared to 2010. The city's poverty rate is currently 0.03%, of which 19 districts, towns and cities have no poor households. The "Smart Mass Mobilization" models in economic development are increasingly going into depth, attracting many cadres, party members, association members and people to participate and replicate.

In the cultural and social fields, the “Smart Mass Mobilization” models have focused on three areas: education, healthcare, and promoting the value of historical and cultural relics. Notable models include the model of mobilizing socialization to build libraries, participate in the work of promoting learning and talent, building cultural, social, and sports institutions; urban beautification, removing black spots from garbage dumps and turning them into flower gardens; giving health insurance cards to poor households, and helping drug addicts reintegrate into the community.

The model of “Smart Mass Mobilization” in mobilizing people in districts, towns and cities to practice civilized lifestyles in weddings, funerals and festivals has been actively implemented by Party committees, authorities, the Fatherland Front and socio-political organizations, creating clear changes. Accordingly, more and more weddings are being held according to the new lifestyle, held at cultural houses, held tea parties, announced the good news, no lavish meals, lasting for many days, and no smoking in weddings.

In funerals, most villages and hamlets have established funeral organizing committees to unify procedures and rituals that are suitable to local conditions, cost-effective, and demonstrate concern and mutual assistance in the community. Bad funeral customs (rolling on the road, hired mourners, gambling, etc.) have almost disappeared. Localities have actively promoted and mobilized people to practice cremation at a very high rate, and some villages and residential groups have achieved a rate of 100%.

Models of mobilizing followers and religious dignitaries to be frugal in organizing religious ceremonies, mobilizing members and people not to participate in illegal religious activities, the model of "Catholics without drug addicts and social evils"... have been effective, contributing to maintaining security and order in the city. The movement of "Smart mass mobilization" for ethnic minorities, especially for those living in mountainous communes in Ba Vi, Thach That, Quoc Oai, My Duc, Chuong My districts focuses on understanding the thoughts and aspirations, regularly caring for the material and spiritual life of ethnic minorities, preserving and promoting traditional cultural identity; supporting loans for ethnic minority households to escape poverty and become rich.

In the field of security and defense, many models of "Smart Civil Affairs" to maintain political security and social order and safety have been effectively implemented, such as the "Smart Civil Affairs" model in mobilizing people to install security cameras, contributing to the fight against crime and maintaining social order and safety. The model of "Handbook for preventing and combating crime and law violations"; the model of "Residential areas without crime, social evils and drug crimes", "Self-managed security in clans", "Self-managed security in religious families", "Safe school gates"... have been effectively implemented by units. The military forces have built many effective "Smart Civil Affairs" models, typically the model of "Outdoor training combined with civil affairs" of the Capital Command...

In the field of Party building and the political system, many "Smart People's Mobilization" models to build a modern "one-stop" department, improve awareness, responsibility, and quality of service to the People of the team of cadres, civil servants, and public employees have been effectively implemented by districts, towns, and cities. Many "Smart People's Mobilization" models in administrative procedure reform, creating convenience for people and businesses, helping to save time and costs. The "Smart People's Mobilization" model in resolving conflicts and disputes right at the grassroots level, contributing to limiting the occurrence of complicated incidents in the community.

In particular, the Hanoi Party Committee has directed the development of mechanisms to enhance dialogue, receive feedback, actively resolve legitimate recommendations from the people, and rely on the people to build the Party and the political system. Every year, the Party secretaries, People's Council chairmen, and People's Committee chairmen from the city to communes, wards, and towns organize direct dialogue conferences with cadres, union members, union members, and people. Accordingly, tens of thousands of opinions at the conferences have been received and resolved promptly, contributing to stabilizing the situation from the grassroots level, reducing mass complaints and denunciations, and contributing valuable opinions to the Party committees and authorities in building and developing the locality, the capital, and the country.

The emulation movement “Skillful mass mobilization” in recent times has also demonstrated an important role in promoting the strength of great national unity to solve the difficult and complicated tasks of the city. Could you share more about these important results?

Head of the City Party Committee's Mass Mobilization Commission Do Anh Tuan: Reality over the past time has shown that the role of mass mobilization work and the emulation movement "Skilled Mass Mobilization" has been further affirmed when carrying out difficult and complicated tasks, in difficult and challenging circumstances; becoming a valuable lesson in the leadership and direction of Party committees and authorities at all levels. Typically, "Skilled Mass Mobilization" in the prevention and control of the Covid-19 pandemic has promoted the core role of the political system at the grassroots level.

Accordingly, hundreds of thousands of cadres, union members, and association members have been mobilized to participate in more than 26,000 "Community Covid-19 Teams" in 579 communes, wards, and towns. Mobilizing people to implement regulations on epidemic prevention and control; mobilizing religious followers and dignitaries to temporarily suspend religious activities at religious establishments, places of worship, and concentrated religious groups to prevent and control the epidemic. Promoting the spirit of "mutual love and support", mobilizing huge resources from the people to work with Party committees and authorities to carry out social security work, taking care of people's lives in complicated and prolonged epidemic conditions.

In particular, in the work of site clearance for the implementation of key projects of the city, especially the investment project to build the Ring Road 4 - Hanoi Capital Region, the mass mobilization work has been actively involved from the beginning, with a proactive, scientific, methodical approach, strengthening coordination with all levels, sectors, and the provinces of Bac Ninh and Hung Yen. Regularly grasp the situation, propagate and mobilize people to agree with the city's policies and guidelines. At the same time, make recommendations to competent authorities to resolve difficulties and obstacles, ensuring the legitimate and legal rights and interests of the people. The above activities have made important contributions to the project's commencement on schedule, in a short time.

Most recently, in responding to and overcoming the consequences of storm No. 3 (Yagi) which severely affected a number of northern provinces and cities, including Hanoi, mass mobilization cadres and mass mobilization teams have played a key role in propagating, mobilizing, and helping people prevent and combat storms and floods, especially moving fallen trees, cleaning the environment, preventing epidemics, and evacuating people and property from dangerous areas... Since then, the close relationship between Party committees, Party organizations, authorities and people through difficulties and challenges has been further consolidated and strengthened. The atmosphere of solidarity, attachment, and sharing has covered the entire city with high determination and belief in overcoming all difficulties and challenges.

Over the past 15 years, it can be affirmed that the emulation movement "Skilled Mass Mobilization" has been directed and effectively implemented by the City, with close coordination and association with emulation movements, campaigns and closely following the political tasks of the City, each locality, agency and unit. Thereby, democracy and the strength of national solidarity have been promoted, consolidating and strengthening the close relationship between the Party and the People.

Promoting the achieved results, in the coming time, how will the Hanoi Party Committee continue to implement President Ho Chi Minh's teachings and the Party's guiding viewpoints on implementing the emulation movement "Skilled Mass Mobilization" to meet the requirements of tasks in the new situation, comrade?

Head of the City Party Committee's Mass Mobilization Commission Do Anh Tuan: Continuing to implement President Ho Chi Minh's teachings and the Party's guiding viewpoints, in the coming time, closely following the key political tasks of the Capital and each locality and unit, the emulation movement "Skilled Mass Mobilization" at the Hanoi Party Committee will continue to be widely deployed in all areas of social life. This is identified as a key, regular task in mass mobilization work, especially for complex emerging issues, new tasks, and difficult tasks. At the same time, it is deployed synchronously, early, from the beginning, with a mechanism to ensure the participation and close coordination of the entire political system with a more focused and drastic leadership role of Party committees at all levels.

Along with building models and examples in the new context, Hanoi continues to pay attention to maintaining the effectiveness, replicating and promoting existing models and examples.
