Kinhtedothi - On the afternoon of November 12, within the framework of the 8th session of the 15th National Assembly, Prime Minister Pham Minh Chinh reported and explained a number of key issues of interest to National Assembly deputies; and updated a number of socio-economic development results in the first 10 months of 2024.


Continue to review, cut and save state budget expenditures

According to Prime Minister Pham Minh Chinh, in general, the results achieved in the first 10 months of 2024 were better than the same period in 2023 in most areas, all three sectors: agriculture, industry, and services maintained positive growth momentum. The macro economy continued to be stable, inflation was controlled, major balances were ensured, public debt, government debt, foreign debt, and state budget deficit were lower than the limits prescribed by the National Assembly. The consumer price index and CPI decreased gradually each month, with an average increase of 3.78% over the same period in the first 10 months. Prime Minister Pham Minh Chinh stated that from now until the end of the year, the Government will focus on directing with high determination, great efforts, drastic and effective actions to maintain momentum, maintain the rhythm, strive for GDP growth in the fourth quarter to reach over 7.5% so that the whole year will reach over 7%. Thereby, ensuring to achieve and exceed all 15 main socio-economic targets of 2024 set by the National Assembly, creating momentum to implement the 2025 plan and the entire 2021-2025 period, creating a premise and basis for our country to enter the era of rising to become a rich and prosperous nation, as directed by General Secretary To Lam.

Identifying the disbursement of public investment capital as one of the growth drivers, the Government and the Prime Minister have given strong direction since the beginning of the year, issued many documents to promote the allocation and disbursement of public investment capital and achieved certain results. However, as some National Assembly deputies have commented, the disbursement is still slow.

Therefore, the Prime Minister analyzed a number of reasons leading to slow public investment disbursement, the responsibilities of ministries, branches and localities, and affirmed that the Government and the Prime Minister will continue to resolutely direct the acceleration of public investment disbursement, with the spirit of 5 determinations, 5 assurances, striving to disburse over 95% of public investment capital by 2024, focusing on 6 groups of solutions.

In particular, it is proposed that the National Assembly immediately resolve some legal difficulties and problems during this session, especially regarding investment procedures, planning to separate site clearance into independent projects; land procedures and material supply. There are solutions to speed up compensation, site clearance, and resettlement support for people, in the spirit that the new accommodation is at least equal to or better than the old accommodation.

Along with that, focus on improving the quality of project investment preparation to ensure more feasibility, efficiency, and timely transfer of capital from slow-disbursement projects to well-disbursed projects that need additional capital. Speed ​​up the progress of important national key projects and works. Strengthen supervision, inspection, urging, discipline, and order, associated with promoting decentralization, delegation of power, and assignment of tasks with the spirit of 5 clear. In addition, improve the effectiveness of the Working Groups of the Government, the Prime Minister, and the supervision activities of the National Assembly and People's Council delegations in localities with low disbursement capital.

The Prime Minister said that in the coming time, the Government and the Prime Minister will focus on directing the urgent review and amendment of legal regulations; continue to review, cut and save State budget expenditures. Strengthen inspection and examination in all areas, especially in investment, public assets, land and minerals. Simplify and cut down administrative procedures to the maximum extent; focus on reviewing and thoroughly handling backlogged, prolonged, ineffective projects and weak credit institutions. Strengthen communication, build a culture of thrift, and fight waste throughout society. Build a state administrative apparatus in the spirit of General Secretary To Lam's direction "Sleek - Compact - Strong - Effective - Effective - Efficient".

Decentralization must go hand in hand with resource allocation and improving the implementation capacity of all levels.

Participating in the questioning session, National Assembly delegate Duong Khac Mai (National Assembly delegation of Dak Nong province) asked the Prime Minister to provide more information on solutions to overcome limitations and shortcomings to promote decentralization and delegation of power with the motto "locality decides, locality does, locality takes responsibility" as directed by General Secretary To Lam in his speech at the opening session of the 8th Session on October 21, 2024.

Raising the question, National Assembly delegate Nguyen Thi Yen (National Assembly delegation of Ba Ria - Vung Tau province) said that the Government and the Prime Minister have identified institutional reform as one of the key tasks and have achieved many important results to remove barriers, create an environment and driving force for socio-economic development. Delegate Nguyen Thi Yen asked the Prime Minister to clarify what are the most important highlights in the coming time?

In addition, the task of eliminating temporary and dilapidated houses is extremely urgent. National Assembly delegates asked the Prime Minister to clearly state solutions to complete this task by 2025.

Responding to questions from delegates on the issue of decentralization, Prime Minister Pham Minh Chinh said that this is a major issue that has been discussed many times and implemented in practice. During this term, the Government has submitted to the National Assembly 14 laws, 9 related resolutions, supplementing and replacing 27 decrees. However, there are still some problems, mainly concentrated at the central level.

Proposing solutions, Prime Minister Pham Minh Chinh said that it is necessary to review the institutions, legal regulations, functions, tasks and powers of agencies, specifically the Law on Organization of the Government, the Law on Organization of the National Assembly, the Law on Organization of Local Government; perfecting norms and standards; strengthening supervision and inspection. Decentralization of power must go hand in hand with resource allocation and improving the implementation capacity of all levels.

Regarding the question of institutional reform, the Prime Minister said that the focus of institutional reform is decentralization and delegation of power. In addition, it is necessary to prioritize growth, and to grow, resources are needed. Because if we continue to grow at the current rate of 6-7%/year, it will be very difficult to achieve the 100-year target. To achieve growth priorities, institutional obstacles must be removed to mobilize all resources from the State, the People, society, and foreign countries, directly and indirectly.

Regarding the elimination of temporary and leaky houses, the Prime Minister said that this is a major policy, the Politburo and General Secretary To Lam have given instructions. Currently, our country still has more than 300,000 households with dilapidated houses, including those who have contributed to the revolution, subjects of national target programs, poor and near-poor households.

With a strong determination to eliminate all leaky and temporary houses by 2025, the Prime Minister said that it is necessary to establish a Steering Committee from the Central to the grassroots level to unify leadership, direction, mobilization and use of resources...
