Preserve and build solidarity and unity according to President Ho Chi Minh's advice

President Ho Chi Minh's Testament is a source of great encouragement and guidance on the development direction of the Vietnamese revolution. One of the important and consistent contents in the Testament is the idea of "great solidarity", first of all solidarity within the Party, so that our Party can become a clean and strong ruling party in all aspects.

Testament He wrote: “Unity is an extremely precious tradition of the Party and of our people. Comrades from the Central Committee to the Party cells must preserve the unity and unanimity of the Party as they preserve the pupil of their eye” (1).

Unity within the Party can only come from the correct political line, the wise leadership of the Central Executive Committee, and the devotion and responsibility of "wholeheartedly serving the class, serving the people, serving the Fatherland" of Party committees at all levels, Party organizations and each Party member. Unity in the Party is the important nucleus to build, consolidate and develop the great national unity and international solidarity. Ho Chi Minh pointed out that the Party wants to practice solidarity and unity: “Within the Party, practicing broad democracy, regularly and seriously self-criticizing and criticizing is the best way to consolidate and develop the solidarity and unity of the Party. There must be comradely love for each other” (2).

As the leading nucleus in building the great national unity bloc, Ho Chi Minh admonished the Party, the State, all levels of government, and organizations to pay attention to: “First is the work for people”. In Ho Chi Minh’s thoughts and feelings, people are the people. Ho Chi Minh had absolute faith in the intelligence and strength of the people. His Testament wrote: “To gain victory in this huge battle, it is necessary to mobilize the entire people, organize and educate the entire people, and rely on the great strength of the entire people” (3).

According to Him, no matter what the work is, no matter how difficult, if the people participate, support and help, it will be successful. However, to receive enthusiastic support and help from the people, it is necessary to build and consolidate the great national unity bloc and create absolute trust between the Party and the people, and must: "Always pay attention to the thoughts and needs of the people... Always care about the economic, political and cultural life of the people..." (4); "The Party needs to have a very good plan to develop the economy and culture, in order to constantly improve the people's lives" (5).

In order to carry out President Ho Chi Minh's will, since 1986, our Party has been determined to implement the renovation policy, to bring our country out of the socio-economic crisis, and to improve the people's lives. In 1989, farmers were exempted from taxes and agricultural taxes as instructed in his Will.

The hunger eradication and poverty reduction policies have become major policies, launched on a national scale; the beneficiaries: War invalids, children of martyrs' families have enjoyed increasingly higher social policies, the people's spiritual life has also been increasingly improved. The Fatherland Front and socio-political organizations have organized many emulation movements to develop the economy and build cultural life such as: "Hunger eradication, poverty reduction", "Emulation for good production, legitimate enrichment", "Agricultural and forestry promotion", "Rural traffic construction", "Roofing", "Education promotion", "Good deeds promotion", "All people unite to build cultural life".

Notably, the “New Rural Development” campaign across the country has created a new look in the countryside, improving the material and spiritual life of the people. As a result, from an agricultural country, but often lacking in food, implementing His Will, our country's agricultural sector has strived and become one of the leading countries in exporting rice, coffee, pepper, cashew nuts, rubber and vegetable, aquatic and seafood products, ranking first in the world.

From a country with a very low growth rate, heavily affected by the devastation of war, Vietnam has become one of the countries with a high and stable growth rate in the region; people's lives are constantly improving both materially and spiritually, the people's intellectual level and cultural enjoyment are gradually increasing. These are extremely important achievements.

However, in the face of fluctuations in the domestic and international situation, the impact of the negative side of the market mechanism; the incitement and distortion of the Party's policies and guidelines, the sabotage of hostile forces... a number of cadres and party members have degraded in political ideology, ethics, and lifestyle, faded ideals, lost vigilance, reduced fighting spirit, poor sense of organization and discipline, and distanced themselves from the masses. Many party committees and branches still lack democracy, self-criticism and criticism are formalistic; some cadres and party members have fallen into "individualism", lost internal solidarity, and undermined people's trust in the Party.

Implementing President Ho Chi Minh's advice on solidarity within the Party, over the past 55 years, our Party has paid great attention to the task of Party building and rectification; always identifying Party building as a key task; in which it is necessary to constantly promote the spirit of criticism and self-criticism within the Party, considering it the principle of the Party's existence, the factor ensuring solidarity and unanimity within the Party and the consensus of the people.

Along with the development and implementation of specialized resolutions on Party building and rectification, over the past many years, the Politburo has continuously launched political campaigns and activities nationwide, with the theme: "Studying and following Ho Chi Minh's ideology, morality and lifestyle".

With a straightforward attitude, “no forbidden zones”, and determination to correct mistakes and shortcomings, Party committees at all levels (from the Central to the grassroots) have made remarkable changes and progress; the leadership capacity and fighting strength of many Party cells, Party committees and many Party members have been increased; demonstrated by the spirit of uncompromising struggle against manifestations of deviant, erroneous, reactionary and toxic ideologies; fighting against embezzlement and corruption, in order to prevent and repel the degradation of political ideology, ethics, lifestyle, “self-evolution”, “self-transformation”; resolutely fighting to protect the Party’s ideological foundation; protecting the socialist regime; strengthening unity within the Party and social consensus.

Studying and following his example, each cadre and party member has demonstrated a sense of discipline, built a working style to serve the people; set an example in activities and work, said what they did... bringing an exciting vitality to the Party and trust in the people, contributing to building a clean and strong Party.

Regarding the issue of international solidarity, according to Ho Chi Minh's thought: "The Vietnamese revolution is a part of the world's democratic, socialist and peaceful forces"; the solidarity and support of democratic, progressive forces and peace-loving people in the world play a great role in the victory of the Vietnamese revolution. At the same time, the victory of the Vietnamese revolution also contributes positively to the world revolutionary movement for peace and development.

In his Testament, he advised: “I hope that our Party will work hard and contribute effectively to restoring solidarity among fraternal parties on the basis of Marxism-Leninism and proletarian internationalism, with reason and emotion” (6). Implementing his Testament, in the spirit of pure proletarian international solidarity; promoting national strength combined with the strength of the times, seeking the help of democratic, progressive countries and fraternal socialist countries, our Party has led the people to complete the cause of liberating the South and reunifying the country.

Implementing his instructions on international solidarity, in the renovation process, our Party has implemented "an independent, self-reliant, peaceful, cooperative and developmental foreign policy; multilateralizing and diversifying foreign relations; being a friend, a reliable partner and an active, responsible member of the international community"... in the spirit of actively and proactively integrating deeply and widely in international cooperation relations, aiming to turn our country into a developed industrialized country (by 2045).

Looking back at 55 years of implementing President Ho Chi Minh's Testament, "with all modesty, we can say that: Our country has never had such a foundation, potential, position and international prestige as it does today" (7). The victory of the Vietnamese revolution, of the cause of renovation, demonstrates the correct line, the wise leadership of the Party and the everlasting value of the Testament that President Ho Chi Minh left to our Party and people.
