To preserve and promote the values of the Heritage, in 1995, Quang Ninh province established the Ha Long Bay Management Board. Over the past 30 years, the Bay Management Board has fulfilled its assigned tasks well; to date, Ha Long Bay has a new look, its outstanding global values are preserved intact, attracting millions of visitors.
In particular, in 2024, in the most difficult conditions due to the devastation caused by Typhoon Yagi, the Bay Management Board has closely followed the Resolutions, directions, tasks, and working themes of 2024 of the locality: "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity" , continuing to successfully complete the assigned tasks.
The total number of visitors to the Bay in the year reached over 3.2 million, of which nearly 2/3 were foreign visitors (up 19.5% compared to 2023); sightseeing fees reached nearly 974 billion VND (up 22.9% over the same period and exceeding the assigned plan by 21.5%). Deploying the project to collect additional sightseeing fees for 3 new tourist itineraries on the Bay, requesting the Department of Tourism and the Department of Finance to report to the Provincial People's Committee to submit to the Provincial People's Council.

Developing many tourism products, improving the quality of experience for visitors such as: adding archaeological exhibition content at Tien Ong cave; delimiting the protection area, placing a signboard for the archaeological relic area at Me Cung cave; inviting 2 artists (people, elite) to organize training courses, teaching love singing to preserve and promote the cultural value of fishing villages on the bay (for 12 staff in the Management Board); building a plan to implement the project "Ha Long - Festival City" and the project "Ha Long - City of Flowers".
Coordinate with the Department of Tourism and related units to advise the Provincial People's Committee to issue Decision No. 2119 on announcing sightseeing and tourism itineraries on Ha Long Bay and Bai Tu Long Bay, including 8 itineraries to visit Ha Long Bay, 10 itineraries to visit Bai Tu Long Bay and 3 itineraries connecting Ha Long Bay - Bai Tu Long Bay...
Strengthen the work of maintaining and expanding relationships with international organizations, seeking and attracting support, exchanging finance, experts, and techniques for the management, conservation, and promotion of Heritage values; at the same time, through this foreign activity, promote and attract international visitors to visit the Bay.
In addition, the Bay Management Board also advised the province to develop the Task of establishing a Plan for the preservation, restoration and rehabilitation of Ha Long Bay Scenic Area for the period 2021-2030, with a vision to 2050; develop a Project to adjust the boundaries of the heritage buffer zone. Maintain periodic monitoring of the conservation status of the Bay; strengthen coordination in environmental protection, waste collection, and management of socio-economic activities on the Bay; carry out repairs and renovations of infrastructure and equipment; ensure good conditions for receiving and serving domestic and foreign tourists...
Entering 2025, although there are still many difficulties, the Bay Management Board is determined to promote the spirit of solidarity, proactiveness, creativity, focusing on effectively implementing the Resolutions and Action Programs of the Province on tasks and solutions for socio-economic development and the working theme for 2025 "Breakthrough in economic development, creating momentum for the new term" associated with the task of managing, preserving and promoting the value of the Bay Heritage, aiming at the goal of green development, contributing to the overall socio-economic development of the locality.
